BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON
A Resolution Increasing FTE and
Appropriations Within the FY 2026 * RESOLUTION NO. 2025-045
Deschutes County Budget
WHEREAS, the Deschutes County Justice Court anticipates a large increase in citations,
processing demands, and additional expenses due to three new traffic cameras installed by the City
of Redmond Police Department, and
WHEREAS, ORS 294.471 and ORS 294.473 allows a supplemental budget adjustment
when authorized by resolution of the governing body, and
WHEREAS, it is necessary to recognize additional revenue by $140,000 and increase
Program Expense by the same amount, and
WHEREAS, Deschutes County Policy HR-1 requires that the creation of or increase in
FTE outside the adopted budget be approved by the Board of County Commissioners; now,
therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That the following revenue be recognized in the FY 2026 County Budget:
Justice Court Fund
Court Fines & Fees $ 140,000
Justice Court Fund Total $ 140,000
Section 2. That the following amounts be appropriated in the FY 2026 County Budget:

MEETING DATE: November 12, 2025
SUBJECT: Public hearing and consideration of Resolution 2025-045 adopting a
supplemental budget and increasing appropriations and FTE within the justice
Court Fund
RECOMMENDED MOTION:
First, hold a public hearing. Thereafter, move approval of Resolution No. 2025-045
increasing appropriations and FTE within the Justice Court Fund and the FY 2026 Deschutes
County budget, contingent upon the City of Redmond approving the Verra contract for
traffic cameras.
BACIEGROUND AND POLICY IMPLICATIONS:
The Redmond Police Department (RPD) has selected a contractor to install three traffic
cameras in Redmond to manage traffic violations and improve safety. Redmond City
Council is expected to vote on this project in November 2025. If approved, RPD is
anticipating to go -live with the system in February 2026 and include a 30-day warning
period with citations beginning to be processed in March 2026.
City of Redmond's analysis indicates the traffic cameras could generate approximately
1,000 citations per month with approximately 760 of those citations being paid. 760
citations would generate an estimated $50,000 in Court Fines and Fees per month for the
County.
With this new traffic camera initiative, Justice Court is requesting one (1.00) new FTE Court
Services Assistant. Justice Court and Deschutes County budget staff have worked closely
with the City of Redmond for estimated citation and revenue projections. These estimates
support the addition of 1.00 Court Services Assistant FTE to process the anticipated
increase in citations. An effective date of December 1, 2025, is being requested so there is
time for training and potential LED certification before March 2026. Staff recommends that
the Board of Commissioners approve Resolution No. 2025-045 contingent upon City of
Redmond's approval of the Verra contract, which is expected to be presented on November
18, 2025.
BUDGET IMPACTS:
Staff anticipates that annual revenue from the addition of three traffic cameras will fully
fund the additional 1.00 FTE Court Services Assistant and other related costs. The fully
loaded personnel costs for the remainder of FY 2026 are approximately $70,000 and
$117,716 for FY 2027. Other costs such as increased security, translation and increased
hours for the Judge are estimated to be $117,000 per year and $70,000 in FY 2026.
