Also present were County Administrator Nick Lelack; Senior Assistant Legal Counsel Kim Riley; and BOCC Executive Assistant Brenda Fritsvold. This meeting was audio and video recorded and can be accessed at the Deschutes County Meeting Portal website www.deschutes.org/meeting_s. CALL TO ORDER: Chair DeBone called the meeting to order at 9:00 am. PLEDGE OF ALLEGIANCE CITIZEN INPUT: Ron Boozell reported that at yesterday's parade to honor veterans, one participant displayed an upside-down American flag, which signals distress. Adding that today is day 43 of the federal government shutdown, he referred to the negative ramifications of personal debt and the shared national debt, said inflation is a direct result of usury, and spoke to the harmful economic impacts of funding war programs using limited credit. COMMISSIONER ANNOUNCEMENTS: Commissioner Adair reported that the Rascal Rodeo, which has received grant funding from the County in the past and is always a very positive experience for participants, BOCC MEETING NOVEMBER 12, 2025 PAGE 1 OF 7 unexpectedly placed the County's logo on the T-shirt which commemorates this year's event. Commissioner Chang relayed discussions with Vic Russell regarding a possible conveyance of land from the federal government to the County in the La Pine area, saying that Russell has suggested trading County -owned property for this resource. Commissioner Chang explained the potential benefits of this proposal and said he would be willing to lobby members of Oregon's Congressional delegation to advance such a trade. Commissioners Adair and DeBone supported directing staff to further explore this proposal. Commissioner DeBone commented on various community parades held yesterday to celebrate and honor veterans. Commissioner Adair added that approximately 13,000 veterans live in Deschutes County. CONSENT AGENDA: Before the Board was consideration of the Consent Agenda. 1. Approval of an intergovernmental agreement with the Oregon Department of Corrections accepting Measure 57 Funding for the 2025-2027 Biennium 2. Approval of the Adult Parole and Probation 25-28 Community Corrections Plan and an intergovernmental agreement with the Department of Corrections for Grant in Aid funding for the 25-27 Biennium 3. Approval of an amendment to the interlocal agreement with the Oregon Health Authority for additional funding of Public Health services 4. Approval of Resolution No. 2025-051 adding a 0.50 FTE Limited Duration Deputy District Attorney I 5. Approval of the BOCC meeting minutes of October 15, 27 and 29, 2025 ADAIR: Move Board approval of the Consent Agenda as presented after correcting the minutes of October 29, 2025 to reflect that her proposal to grant funds to address food insecurity had, when first introduced, referenced both the Giving Plate and Neighborlmpact CHANG: Second VOTE: ADAI R: CHANG: DEBONE Yes Yes Chair votes yes. Motion Carried 3 - 0 BOCC MEETING NOVEMBER 12, 2025 PAGE 2 OF 7 Referring to the Community Corrections Plan put forth by Community justice, Commissioner Chang cited problematic reductions in State funding of parole and probation programs and spoke to how those reductions could affect staffing levels and possibly even lower prosecutions in view of resource constraints. He differentiated between allocating resources to incarcerate people or towards attempts to rehabilitate them, noting that both options have concomitant costs. He advised that the County advocate in the upcoming legislative session for increased funding from the State for community corrections programs. Commissioner DeBone agreed that legislative advocacy in the upcoming short session will be important. ACTION ITEMS: 6. Approval of a Notice of Intent to Award a contract for on -call biohazard decontamination and debris clean-up services Heather Herauf, Procurement Manager, explained the initiative by the County's Procurement Unit in association with Property Management, Community Development and Facilities to realize an on -call contract for biohazard decontamination and debris clean-up services. Herauf said the purpose of securing one contract for these services is to consolidate the County's purchasing power and eliminate redundant service agreements across departments. Herauf listed the various services to be provided under the contract, including services necessary to clean up trauma scenes, encampments, and sites used for illegal dumping. Responding to Commissioner DeBone, Herauf said the contract would be for one year, with the option to renew for two additional years. Five proposals were submitted in response to the Request for Proposals. In response to Commissioner Adair, Management Analyst Ryan Dunning relayed how much Property Management has expended to clean up unsanctioned encampments in FY 2025 and to date in FY 2026. Commissioner Adair noted that the managed camp in East Redmond is now not projected to open until the second half of March. Commissioner DeBone acknowledged the cost to taxpayers which results from cleaning up unsanctioned camping sites. BOCC MEETING NOVEMBER 12, 2025 PAGE 3 OF 7 Commissioner Adair advised that the Board's approval to award this contract include a stipulation that the cost of services will not exceed $700,000 per year. CHANG: Move approval of Document No. 2025-1041, a Notice of Intent to Award a contract for on -call biohazard decontamination and debris clean-up services to JECS, Inc. dba Central Oregon Bio Solutions, such contract not to exceed $700,000 per year ADAIR: Second VOTE: ADAI R: Yes CHANG: Yes DEBONE: Chair votes yes. Motion Carried 3 - 0 7. Eastern Oregon Solar Siting Rules Tanya Saltzman, Senior Planner, provided an overview of new administrative rules adopted by the Land Conservation and Development Commission which guide the development of renewable solar energy facilities on lands zoned Forest or Exclusive Farm Use (EFU). She said options before the Board are to: opt out of the new Eastern Oregon solar siting rules and retain existing County rules; take no action and thereby opt in to the new solar siting rules; or initiate a customized local program while temporarily opting out as that is developed. In response to Commissioner Chang, Saltzman said four properties in Deschutes County are above the 600-acre threshold and may or may not be irrigated. Responding to Commissioner Adair, Community Development Director Peter Gutowsky said the solar farm to the east of Highway 97 going towards Redmond is 95 acres in size. Commissioner Chang noted that multiple entities have expressed interest in putting solar facilities on County -owned property near Fort Thompson Lane. The Board discussed the EFU options, with Commissioners Adair and DeBone supporting opting out at this time and Commissioner Chang preferring that the County opt in. Commissioner Adair noted that Morrow County has 20,000 acres of solar facilities. Commissioner Chang said interest in large-scale power - generating projects will continue to grow as energy demand increases. Commissioner DeBone said single-family homes can meet most of their own power needs through on -site solar -generated energy. BOCC MEETING NOVEMBER 12, 2025 PAGE 4 OF 7 The Board then discussed solar facilities on Forest lands and the options to either maintain the existing 10-acre maximum under current rules or to allow solar facilities on properties sized up to 240 acres as a conditional use. Commissioner Chang stated his comfort with continuing to allow solar farms on 10-acre parcels in the Forest zone. In response to Commissioner DeBone, Saltzman said if the County decides to opt out of the new siting rules at this time, it could in the future decide to opt in —or vice versa. ADAIR: Move approval of Board Order 2025-042 opting out of Eastern Oregon Solar Siting Rules pursuant to House Bill 3409 and retaining the County's existing provisions for solar siting facilities DEBONE: Second VOTE: ADAIR: Yes CHANG: No DEBONE: Chair votes yes. Fall 2025 Discretionary Grant Allocations jen Patterson, Strategic Initiatives Manager, reminded that the Board annually awards grants of video lottery funds through the County's Discretionary Grant Program. 40 eligible applications were received for this year's round of funding and $12,000 is available to allocate between the three Commissioners. The Commissioners were in agreement to shift the requests from the Latino Community Association and Sunriver Women's Club to the fundraising category and authorize allocations of $1,000 each from that category. Commissioner Chang said requests for funding of arts and culture programs and activities should be directed to the Deschutes Cultural Coalition, which was appropriated $15,000 in FY 2026 for such allocations. The Commissioners reviewed the applications and each individually determined awards totaling $4,000. 9. Public hearing and consideration of Resolution 2025-045 adopting a supplemental budget and increasing appropriations and FTE within the Justice Court Fund Cam Sparks, Budget & Financial Planning Manager, said the City of Redmond Police Department has proposed contracting with a third -party vendor to install BOCC MEETING NOVEMBER 12, 2025 PAGE 5 OF 7 and operate seven red light cameras in three locations. This proposal will go before the Redmond City Council on November 181n justice Court Judge Charles Fadeley said if Redmond proceeds with installing red light cameras, he expected that the Court would receive more than sufficient revenue from ticket collections to cover the added costs of processing these citations. The public hearing was opened at 10:41 am. There being no one who wished to speak, the public hearing was closed at 10:42 am. Commissioner Adair noted that many people are struggling to afford groceries and other essentials. Discussion ensued of the reasons why police departments enter into such contracts and their effects on public safety. Commissioner DeBOne said whether Redmond installs red light cameras will be a policy decision of the Redmond City Council. The application deadline for the Fall 2025 grants was October 15`". As the Board made $12,000 available for the Discretionary Grant program in FY 2026, each Commissioner can allocate $4,000 in grant funding. 40 organizations requested a total of $110,561. BUDGET IMPACTS: Discretionary Grants are made available through the Video Lottery Fund, which is supported by state lottery proceeds. Discretionary Grant funds available were budgeted for FY 2026.
