UPDATES A. Urban Growth Boundary Amendment Status — City Director Woodford provided an update on the current status of the City's Urban Growth Amendment, outlining Concepts A and B. County Administrator LeLack noted that the Deschutes County Hearings Officer issued a recommendation to approve a Deschutes County Comprehensive Plan Amendment, proposing to re -designate 58 acres, known as McKenzie Meadows in Sisters, from Forest to Rural Residential Exception Area (RREA), along with a corresponding zone change to Multiple Use Agricultural (MUA10). The Board of Commissioners will consider approval of these changes at their August 6 meeting. B. Community Conversation on Houselessness Meeting Update - City Assistant City Manager Prosser provided an update on the Second Community Conversation on Houselessness held on June 24, which drew approximately 115 participants. CASCADE AVENUE JUNE 25, 2025 C. Wildfire Resiliency Updates — City/County City Manager Wheeler informed the County of the City's recently approved defensible space regulations for new development. Council and commissioners discussed a number of wildfire resilient strategies. D. Update on the Expansion to a Five -Member Commission — County Chair DeBone outlined the implementation of the voter -approved measure to expand the Board of Commissioners from three to five members. The county is beginning the process of creating voting districts, which will be overseen by a newly formed seven -member districting committee. The committee will be appointed by the Commissioners, with a focus on ensuring fair representation across the county. Public meetings will take place from September through November 2025, with the aim of developing a districting plan that can be placed on the May 2026 ballot. Initial elections for the two new commissioner seats will take place in 2026 on an at -large basis, with the understanding that by 2028, those seats could transition to district -based elections, depending on the outcome of the ballot measure. E. Central Oregon Intergovernmental Council (COIC) Update — City/County Councilor Pellerin provided an update on the COIC budget and related impacts for Deschutes County and Sisters. CET (Cascades East Transit) is funded by COIC and will soon add a stop in the new Gateway Park and Transportation Hub. Commissioner DeBone discussed work being done on rider fees. F.
