ORDER NO. 2001-085 WHEREAS, pursuant to ORS 810.180 paragraph (8), Section(a), the Board of County Commissioners as a road authority have been delegated authority by the Oregon Department of Transportation designate reasonable and safe speeds on low volume or not hard surfaced County roads. In the Board's judgment, to protect the safety of the public; and WHEREAS, this action is based upon an engineering and traffic investigation; and WHEREAS, Stage Stop Drive lies outside the corporate limits of any city; and WHEREAS, it appears that a safety necessity exists on Stage Stop Drive; now therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON as follows: Section 1. The designated speed of 30 m.p.h. be assigned to all of Stage Stop Drive from Bonanza Lane to Browning Drive. Section 2. That the County Road official erect appropriate signing according to MUTCD (Manual of Uniform Traffic Control Devices) requirements giving notice of the restriction. Section 3. The River Meadows subdivision is located just west of the Deschutes River and is primarily accessed from South Century Drive. Stage Stop Drive serves as the main access to roads within the subdivision and serves as part of a link from South Century Drive to Spring River Road. The road is paved and maintained by the Deschutes County Road Department. Deschutes County has been delegated authority, by the State of Oregon, to establish speed zoning on low volume (less than 500 vehicles per day) and/or unpaved County roads. This authority was granted under the condition that the County follows the engineering principles of and the criteria adopted by ODOT for the investigation and establishment of speed zones. INVESTIGATION OF THE REQUEST The Road Department conducted a field speed study on Stage Stop Drive. The complete results are in the attached report. The study consisted of measuring the speed and volume of vehicles using the road. The average speed was 27 mph, the 85% speed was 34 mph, and the volume was 240 vehicles per day. The Road Department forwarded the speed zone request to the Sheriff's Department. John Diehl of the Sheriff's Department reviewed this request and agreed that a 30 mph is the appropriate speed for Stage Stop Drive. RECOMMENDATION The Road Department recommends that the Board of County Commissioners approve the Order setting the speed limit on Stage Stop Drive to 30 mph. If the Board establishes a speed zone the Road Department will install the speed signs on the road as soon as possible. Dear Sir: We the members of the Board of Directors of the River Meadows HomeOwners Association wish to express our concern for the safety of the members living on Stage Stop Road. This road was recently dedicated as a County road. .As a bit of historical information, this road was at one time blocked off from public use. Area residents (other than River Meadows residents) used the road as a cut through to get to Spring River Rd. and to Sunriver. When the road was made a County Road and opened to through traffic a lot of traffic from South Century Drive now comes through the River Meadows development. Vire do not object to this, it is just that families have homes right on this road. Many of the cars traveling this road do not observe any speed law whatsoever as they travel through this development. Speeds are often in excess of 55 miles per hour. The RiverMeadows residents respectfully request that the Road Department consider the use of speed reduction devices on Stage Stop (inside the River Meadows area). These Traffic calming devices such as speed humps would provide an extra measure of safety on this well traveled road and provide safety by reducing the speeds that vehicles travel where families live_ Thank you, for your consideration in this matter.
