DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, SEPTEMBER 10, 2001
Present were Commissioners Tom De Wolf, Dennis Luke and Mike Daly. Also
present were Mike Maier, County Administrator; Jenny Scanlon, Ted Schassberger
and Susan Ross, Commissioners' Office; Damian Syrnyk, Chris Schmoyer, Doreen
Blome', George Read, Dave Leslie, Catherine Morro and Kevin Harrison,
Community Development; Timm Schimke, Solid Waste; Scott Johnson,
Commission on Children & Families; Bob Haas, Information Technologies;
Laurie Craghead, Legal Counsel; and media representative Barney Lerten of
bend. com. No other citizens were present.
Chair Tom De Wolf opened the meeting at 10: 00 a. m.
1. CITIZEN INPUT
None was offered.
4. Before the Board was a Discussion and Consideration of Signature of a
Contract between Deschutes County and URS Corporation, Providing for
the Installation of the First Stage of a Landfill Gas Management System.
Timm Schimke said that several months ago the landfill gas monitoring system
was installed, and there has been some instances of gas found in the perimeter.
Commissioner Daly asked where the pipes would go; Mr. Schimke replied the
pipes will be installed directly into the waste and into the soils below, and their
purpose is to make sure the County is in compliance.

Quality Services Performed with Pride
Commissioner Daly asked if there would be an "eternal flame". Mr. Schimke
replied that there will be a flame, and it will be flared off in the center.
Commissioner Daly then inquired if this will comply with the County's outdoor
lighting ordinance. Mr. Schimke answered that it will not generate much light
at all; and it should be below the grade of the landfill. He further explained that
at some point it will get to critical mass and the County may be able to use the
gas to run equipment.
Commissioner Luke asked how these pipes are different from the monitoring
pipes that are already in; Mr. Schimke said that those existing pipes are fluid
collection pipes located at the bottom of the landfill, and they monitor for
fluids. The new pipes will go directly into the mass.
Commissioner Daly asked if the construction of the new cell has been
completed. Mr. Schimke replied that it has been substantially completed, and
the County is currently accepting waste there.

DALY: Second.
VOTE: LUKE: Yes.
DALY: Yes.
DEWOLF: Chair votes yes.
Being no further action taken by the Board, Chair De Wolf adjourned the meeting
at 10.-55 a.m.
