RESOLUTION NO. 2001-077
WHEREAS, the Board of County Commissioners of Deschutes County, Oregon, has reviewed
a Grant application in the amount of $5000.00+ to immerse the county in a better understanding of the
real problems of underage drinking and driving; and,
WHEREAS, the Board having reviewed the application and attachments thereto; now,
therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. The Board of County Commissioners of Deschutes County, Oregon, hereby
approve signature of the application for the Community DUII Prevention Mini -Grant Program, marked
Exhibit "A "attached hereto and by this reference incorporated herein, in the amount of $5000.00 to be
used to immerse the county and community of concerns regarding underage drinking and driving.
Section 2. Mary Fleischmann shall be the official representative for Deschutes County for
the purposes of the grant.

Project Information
Proposed Project Name: "One death is One too many" Campaign
Project Description: What we know is that for the year 2000, information collected
from the Deschutes County Sheriffs Office, the Oregon State Police, the Bend
Police Department and the Redmond Police Department show there is a very
real problem with youth under the age of 21 who drink and drive. The statistics
tell us that in Deschutes County there were 54 DUII's, 296 Minor in possession
citations (of which 60 of those involved youth in cars — not driving, but in a car),
and 2 fatalities. The "One death is One too many" Campaign will focus on the
month of December 2002, which is The National Drunk and Drugged Driving (313)
Prevention Month. We will immerse the county with youth public service
announcements, community forums, education of police and adults about this
issue of underage drinking and driving. There will be a county proclamation for
December being the month of "One death is One too many".

Partnering agencies and organizations: Deschutes County Sheriffs Department,
Bend Police Department, Redmond Police Department, Oregon State Police,
Deschutes Co. Commission on Children and Families, Deschutes Co. Prevention
Office, La Pine Teen Court, Redmond Teen Court, Sisters Teen Court, Bend
Teen Court, City of Bend Traffic Safety Committee, Local Car Towing
Companies, Deschutes Co. Juvenile Community Justice Dept., local insurance
companies and Trauma Nurses.

Grant Questionnaire
1. How will the project help prevent drug and alcohol -involved traffic crashes,
injuries or deaths?
Through the use of a county -wide immersion approach it is our hope to: a)
educate the public regarding statistics, laws, etc.; b) spark an interest in parents
on the issue of not only their child's safety, but also the accountability they have
in this problem; c) educate law enforcement of the importance to cite youth at
MIP parties; d) involve youth to be part of the solution and to assist in spreading
the word and e) assist the local Traffic Safety Committee to make this an annual
event.
2. What DUII prevention need does the project address in your community?
Awareness, many parents are not aware of youth parties or functions and don't
ask. Many parents do not think about the fact that their child may either drive or
ride in a car while someone is intoxicated. Citing youth at MIP parties is always at
the law enforcement officer's discretion, which gives youth a very mixed
message. Law enforcement officers need to have more information about why it
is important to cite youth. The statistical information simply is not shared
consistently in the county and it needs to be. Youth need to know more real
truths about this issue.
3. How is this project innovative?
This project will be a collaborative approach, which will involve youth in the
process. The PSA's will specifically be designed to attract youth's interests and
played on the radio stations they listen to. We will be sending the message out
on a specific month to get the awareness and education out there. This project
will also incorporate getting the message out from members of the communities
who have not been asked to come forward before, for example, towing
companies, insurance companies, etc.
4. How will you leverage other community resources or non-governmental
partners?
The contacts already exist in all areas of the county. The county DiversionfTeen
court programs already have contacts with community resources about this
issue. There is nothing that targets this age group at the community level and so
many partners will jump at an opportunity to play a role. The biggest leverage is
that this is a county that is growing, as is the youth population. The "Know
Assets, Know Youth " Initiative is very much involved with areas of concerns
regarding our young people and can play a key role in getting this message out.

5. How does the project educate residents of your community about DUII
prevention and traffic safety?
Education is done through the sharing of "local statistics", public forums that
discuss youth choices, legal consequences and alternatives for making a
bad/wrong choices, education of law enforcement personnel to this issue and
using radio media as a way to reach out to young people.
6. How will you reach out to members of the community so they know your
project exists?
We will be using radio stations with PSA's, the county internet web page, flyers,
newspapers, spots on the local TV stations, messages from the School Resource
Officers, county teen court programs, notices to the county judges about the
project, letters in the school newsletters and a proclamation from the County
Board of Commissioners.
7. How does this project support the goals and objectives of existing and
future DUII prevention efforts?
Presently there is zero tolerance of underage youth drinking and driving. The
problem is that it is not enforced until "after" the fact. Through community
collaboration and getting families to have a better awareness of the issue then
we can look at there being a more collective attitude on zero tolerance. This
project supports this position 100% and the goal is to get the communities as a
whole to embrace this position.
8. What will happen if this project is not supported by mini -grant funds?
The mini -grant funding allows us the opportunity to begin this process. If these
funds were not available ... it is highly unlikely that we could begin this process.
9. How will you evaluate your project? What data or information will you
collect to show whether this project was successful?
We will compare statistical data from January 2001 with January 2002. It would
be nice if we saw a decrease in the criminal reports. Also we will look at if the
Community Traffic Safety Committee will decide to make this an annual event for
the county.
