MINUTES OF BOARD MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, OCTOBER 24, 2001
Present were Commissioners Tom De Wolf, Dennis R. Luke and Michael M. Daly.
Also present were Mike Maier, County Administrator; Laurie Craghead, Legal
Counsel; Jenny Scanlon, Commissioners' Office; Timm Schimke, Solid Waste
Department; Mike Dugan, District Attorney; Doreen Blome' and Damian Syrnyk,
Community Development; Tom Blust and Gary Judd, Road Department; Boyd
Keyser, Principal, several teachers; and approximately forty students. No
representatives of the media were present.
Chair Tom De Wolf opened the meeting at 9:30 a. m.
Introductions were made, and Chair DeWolf gave an overview of the structure of
County government. Commissioner Dennis Luke explained the responsibilities of
the County, and Commissioner Mike Daly gave a brief overview of his first nine
months in office.
District Attorney Mike Dugan explained the "Safe Schools Alliance" and the
ramifications of Measure 11 (whereby teenage offenders can be prosecuted as
adults in some cases.)
Students asked a number of questions, some of which follow. These were
answered by the Commissioners and County staff.
■ How is Sheriffs law enforcement coverage in Sisters handled?
■ What is the County doing in regard to preparations against terrorist acts?
■ How seriously are pranks handled (in regard to terrorist -types of acts)?
■ How much is the County's budget, and how is it spent?

■ Which groups and agencies get funds, and how much?
■ Is the County insulated from declines in revenue?
■ What are Measure 11 crimes, and how are they enforced?

■ What is "restorative justice" and how has it benefited the County?
Chair De Wolf then opened the regular meeting of the Board of Commissioners at
10:20 a.m.
1. Before the Board was Citizen Input.
Boyd Keyser thanked the Board for this "live" civics lesson.
2. Before the Board was Consideration of Signature of Resolution No. 2001-
081, Initiating Mountainview L.I.D. (Local Improvement District) to
Improve a Portion of Mountainview Road, Sisters, and All of Club Road in
the Squaw Creek Canyon Recreational Estates, First Addition.
Gary Judd gave the audience an overview of how a local improvement district
works. He said that the County has 2,000 miles of roads, with about half of it
paved.

3. Before the Board was Consideration of Signature of Order No. 2001-103,
Establishing a Designated Speed Zone on All of Calgary Drive (Sundance
East Subdivision, Bend).
Gary Judd explained that Oregon is the only state with "speed zones", not speed
limits. Speed zones are based on "basic rule", which is a suggested speed for
different areas.

5. Before the Board was Consideration of Signature of Order No. 2001-104,
Establishing a Designated Speed Zone on All of Sweetgrass Drive, Bend.

6. Before the Board was a Public Hearing and Consideration of Approval of
Petitions (from Alexander and Sharon Sahonichik, and Shevlin Heights
Acquisitions, LLC) to Annex Certain Property into Rural Fire Protection
District No. 2.
Laurie Craghead gave an overview of the process, and explained that the
annexation was requested by the citizens living in the area of the District.
Chair De Wolf opened the public hearing.
Being no public input offered, Chair De Wolf closed the public hearing.

7. Before the Board was Consideration of Signature of Order No. 2001-106,
Accepting a Petition for the Designation of Territory as Deschutes River
Homesites Unit 6, Parts I and II, No -Shooting District, and Setting a
Hearing Date.
Doreen Blome' gave a brief overview of how a no -shooting district is
established. Chair DeWolf offered that a lengthy process is involved in this
type of petition as well as other County issues, to protect the rights of all sides
of a situation.

8. Before the Board was Consideration of Signature of a Decision on Appeal A-
01-11 and CU -00-129 for a Conditional Use Permit, for Mericom Corporation,
to Establish a Wireless Telecommunications Facility in La Pine.
Chair DeWolf explained that he is uncomfortable with what the attorney for the
applicant wants, and would like to have clarification before signing the
decision. Chair DeWolf and Commissioner Luke asked that this be delayed
until the next work session and regular meeting so that their questions and
concerns could be answered.

22. ADDITIONS TO THE AGENDA
At this time students asked additional questions, which were addressed by the
Commissioners and County staff.
■ Your process is so fast, how can you make decisions so quickly?
■ Do you always vote "yes" on everything?
■ Is the order of approving the items set?
■ How do you handle land use decisions?
■ How can the young people of Sisters get a skate park put in?
■ Are the Commissioners always the last say in decisions?
■ Where does all that money go (referring to the accounts payable vouchers
that were just approved)?
■ What are the qualifications to run for County Commissioner?
■ How do the Commissioners go about donating to organizations and others?
■ What is the salary of the Commissioners?
The students had more questions to ask; however, due to time constraints, it
was necessary for Chair De Wolf to adjourn the meeting at 11:05 a.m.
