DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, OCTOBER 319 2001
Today's meeting was conducted at Redmond High School.
Present were Commissioners Tom De Wolf, Dennis R. Luke and Michael M. Daly.
Also present were Mike Maier, County Administrator; Laurie Craghead, Legal
Counsel; George Read and Damian Syrnyk, Community Development; Dan
Despotopulos, Fairgrounds & Expo Center; and Timm Schimke, Solid Waste. Also
in attendance were Tom Blust and George Kolb, Road; Mike Dugan, District
Attorney; Jenny Scanlon, Commissioners' Office; Chuck McGraw and JoAnne
Sutherland, City of Redmond; Media Representatives Barney Lerten of
bendnet. com and Dave Finch of the Spokesman Newspaper; approximately 40
students; and several other citizens.
The audience was first entertained by Redmond High School music students. A
question and answer session then followed.
Some of the questions the students asked were:
■ How much money is still owed on the Fairgrounds?
■ How will the proposed highway bypass affect the local economy; specifically
the downtown area?
■ Why was the Smith Rocks Resort not approved, but the Huntington Ranch one
was?
■ Why does Redmond have the highest property taxes in the area?
■ How do you feel about the proposed Bend legislative district?
■ Is there a plan in place to deal with terrorist acts?
At this time, 10:1 S a.m., Chair Tom De Wolf convened the regular meeting of the
Board.

1. Before the Board was Citizen Input.
Redmond City Manager, JoAnne Sutherland, invited the Commissioners to the
November 17 City Council meeting, when they will conduct the formal
dedication of the Redmond Skate Park. She commended the strong volunteer
effort involved in this undertaking.
2. Before the Board was the Reading of a Proclamation, Declaring November
2001 as National Hospice Month.
Commissioner Luke read the Proclamation at this time.

3. Before the Board was the Reading of a Proclamation, Declaring November
2001 as Mediation Month in Deschutes County.

4. Before the Board was the Reading of a Proclamation, Declaring November

5. Before the Board was a Public Hearing, and Consideration of Adoption of
an Ordinance Amending Deschutes County Code to Allow the Planning
Director to Appoint any Hearings Body to Hear Land Use Actions in the
Redmond Urban Area.
Chuck McGraw, Senior Planner of the City of Redmond explained that the City
has two codes, covering inside and outside the City limits. The City would like
the County to amend its code to allow the City more control over its urban area.
(A short, general discussion then occurred.)
Chair De Wolf then opened the public hearing.
Being no input offered, Chair De Wolf closed the public hearing.

6. Before the Board was Consideration of Signature of an Intergovernmental
Agreement between Deschutes County and the University of Oregon for
Survey Services Relating to the Redmond UGB (Urban Growth Boundary)
Expansion.
George Read presented an oversized map of the Redmond area, showing the
different types of zoning and land uses, and gave an overview of the survey that
was done in this regard. He explained that the urban residential plan looks to
beyond twenty years, and hopes to bring zoning of areas together in a more
consistent manner.

7. Before the Board was Consideration of Signature of a Decision on Appeal A-
01-11 and CU -00-129 for a Conditional Use Permit, for Mericom Corporation,
to Establish a Wireless Telecommunications Facility in La Pine.
Damian Syrnyk stated that the decision is ready to go. Laurie Craghead
explained that there have been no further comments received, but the applicant
has objected to WOW having to be their provider.
