Report on In-
Bill Gibson, Zoning Enforcement Officer, had prepared
vestigation of
a report which he read aloud. The report gave Planning
Central Oregon
Department responses to the complaints lodged against

this use. With regard to the complaint of smoke, DEQ
has investigated this and found it to be no longer a
significant problem. They are continuing their monit-
oring. The Bend'Rural Fire Protection District was
consulted in regard to the complaint of a fire hazard.
They have outlined five conditions which must be met
within 30 days. Mr. Gibson read aloud these conditions
and stated that the County would assist in this matter
if necessary.
Commissioner Prante suggested that a berm and fence
be constructed to form a combined height of 10 feet
which would obstruct the site's visual impact.
Glennis Boese asked that a height limitation also be
placed on the wood chip pile.

Ralph Boese stated that there may be a possibility of
planting trees along the canal because the canal right
of way extends to only 30 feet on either side. He
did not feel that continued operation of the hog was
necessary. He stated that the wood chip piles is
growing every day.
It was the Board's concensus to see if the conditions
set by the fire district will alleviate the problems
sufficiently.

Request for Terry O'Sullivan stated that the COCC Cycling Club

Other Staff/ Mr. Isham stated that he had received a request from
Public Con- Jay Moberly that the County not renew its grazing lease
cerns to Mr. and Mrs. Andre who lease approximately 400
acres of county land. They have been leasing this
since 1975. Mr. Moberly did not feel that the Andre's
are using the land and he would like to lease it.
It was noted that the county's policy has been to
give preference to the former leasor.
MOTION: TUTTLE moved to continue the lease on
the first option basis.
PRANTE: Second.
VOTE: UNANIMOUS APPROVAL.
This provides the Andre's with the first option to
lease this property.
Being no further business at this time, the meeting recessed until its
special meeting at 1:30 this date.
1:30 P.M. Chairman Young called the meeting to order at 1:30
P.M. All three Commissioners were present. The
purpose of the meeting was to become informed of
the Central Oregon Irrigation District's proposed
hydro project on the Deschutes.
Myer Avedovech, attorney representing the Sunrise
Village homeowners, stated an objection to the Com-
missioners conducting this matter on their agenda
because of the possibility that this may at some time
in the future be appealed to the Board. In that case,
he felt that this could constitute pre -hearing con-
tact. There was some further discussion in which
Ron Nelson of COID asked that they still be allowed
to use the room to make their presentation for the
benefit of others who may be interested in learning
of the project. The Board joined the audience.
Being no further business, the meeting was adjourned
