Discussion re- John Andersen, Community Development Director, stated

been completed, and work on the guest house is ready
to begin. The contractor recently came into the
Building Department for a copy of the permit application
for the guest house. The application had apparently
been lost, due to department error. Guest houses are
not usually a permitted use in this zone, but it was
apparently approved previously in order to have obtained
the building permit. After consultation with Counsel,
Mr. Andersen suggested that the most appropriate course
of action would be to proceed with granting the the
guest house application.
Don Costello, P.O. Box 700, Sisters, came forward.
He is Mr. Goodwin's partner in their law firm. He
stated that this will serve as a caretaker residence.
There will be parking bays below for a tractor and
other utility vehicles. Mr. Goodwin had paid almost
$1000 for the permits, and at that time there was no
question that this had been approved. He stated that
Mr. Goodwin had already spent about $10,000 relying
on this permit.
MOTION: TUTTLE moved that the County_acknowledge,the -scope
of the permit #83-454 which would include
the building permit for this building and
