CLERK JUNE 8, 1983 - REGULAR MEETING Chairman Young called the meeting to order at 10:00 A.M. Commissioner Tuttle and Commissioner Prante were also present. Amendments to Chairman Young read aloud the amendments to the agenda the agenda as listed on the attached sheet. There were no additions or changes. Mental Health Rick Isham explained that because of a change in State Division con- law, the County is the community service provider for tract for Comm- mental health services to the County. Because of the unity Mental necessity of requiring funds for the program, Rick Health Services stated that the County is required to accept the J. Kirkpatrick contract. MOTION: PRANTE moved to sign the mental health services contract with the addition. TUTTLE: Second. Commissioner Tuttle explained that he has a personal employment contract with Opportunity Foundation of Central Oregon that began in 1981 to help develop a housing project, which is in the process of being developed. Commissioner Tuttle explained that this relation did not in any way effect his ability to vote on this issue. VOTE: UNANIMOUS APPROVAL Agreement Neil Hudson, Director of Public Works, explained that between the agreement says that whoever initiates a project Deschutes that requires work to be done either to the roads or County and the to the railroad will pay for all the work that needs City of to be done. Prineville Railway MOTION: PRANTE moved to accept the agreement between Deschutes County and the City of Prineville Railway. TUTTLE: Second. VOTE: UNANIMOUS APPROVAL JUNE 8, 1983 MINUTES; Page 1 VOL 47 FArE 881 Agreement Neil Hudson explained that the Federal Highway between Administration built the roadway and there has been a Descl.utes problem with the road and in the future it will have Federal Highway to be added to the maintenance system. The agreement Administration takes care of the problem where the layers of the road for maintenance are coming apart near Devil's Lake. The Federal of Cascade Highway Administration is allocating up to $20,000 to Lakes Highway - solve these problems. Once these problems are solved N. Hudson the County will take over the normal maintenance of the road. MOTION: PRANTE moved to approve the agreement between Deschutes County and the Federal Highway Administration for maintenance of Cascade Lakes Highway. TUTTLE: Second VOTE: UNANIMOUS APPROVAL Federal Aid Neil Hudson explained that the County receives project request allocation of federal aid secondary money which is to Murphy Road be used inside the urban boundaries and the allocation B-349 - N. has been increased. This project is for $530,000. Hudson Neil recommended to declare this as Deschutes County's project. MOTION: TUTTLE moved to sign the project request for federal aid for the Murphy Road project. VOTE: UNANIMOUS APPROVAL JUNE 8, 1983 MINUTES; Page 2 VOIL 47 PAc.882 Order #83-172 Rick Isham explained that the purpose of this order Transferring would be to transfer the County Counsel's current word appropriations processing equipment to the Board of County within County Commissioners office. The transfer would provide Counsel Budget sufficient funds to purchase new equipment along with the authority to budget it. MOTION: PRANTE moved to adopt Order #83-172. TUTTLE: Second VOTE: UNANIMOUS APPROVAL Ordinance Denyse McGriff, Senior Planner, explained that at the #83-045, amend- last meeting some changes were suggested that have ing the Bend been made.
