Section 3 of Ordinance 83-057 is hereby amended to read as follows: "The fees for permits and services under this Ordinance shall be the fees prescribed by the Department of Environmental Quality, State of Oregon. The County may set any permit fee at an amount lower than the fees adopted by the State of Oregon, or set a fee for a permit for which the State of Oregon has failed to set a fee by proper resolution. Section 2. This Ordinance being necessary for the immediate preservation of public peace, health and safety, an emergency is declared to exist, and this Ordinance takes effect on its pas- sage.
