Chairman Young called the meeting to order a �' '�3)(d YN. L�'C 4fAssioner
Tuttle and Commissioner Prante were also present. Others in attend-
ance were Rick Isham, County Counsel; Michael Maier, County Admin-
istrator; and Darrell Davidson, Undersheriff.
Mr. Isham stated that $845,000 would be obtained through tax
anticipation notes to be repaid in June, 1984 with tax revenues which
will be collected by that date. The net cost to do this will be near
zero. Although the County will pay interest, this will be partially
recouped because the County will invest the tax receipts and that
interest income will offset the cost. The interest rate for the Tax
Anticipation Notes will be about 6-3/4%.
Before the Board was a resolution authorizing the Treasurer to
negotiate the sale of Tax Anticipation Notes for 1983-84.
MOTION: PRANTE moved to adopt Resolution 83-055.
TUTTLE: Second.
VOTE: UNANIMOUS APPROVAL.
Discussion regarding Dept. of Energy Funds/Solar Access Training
Commissioner Tuttle stated that there is $12,000 available through the
State Department of Energy to use for training staff and contractors
and others in the solar access ordinances. A computer program is also
being developed by the City of Ashland to compute solar setbacks that
Deschutes County may obtain with these funds. Mr. Tuttle explained
that the training would be conducted by Roger Shinbo's firm out of
Seattle, Conservation Management Services (Mike McKeever) from Bend,
and John Fregonese (computer services). He outlined what the training
would cover. CMS will receive $7420; Fregonese will receive $1980 and
Shinbo will receive $2500. Before the Board at this time was an
intergovernmental agreement with the Dept. of Energy.
MOTION: TUTTLE moved to sign the intergovernmental agreement.
PRANTE: Second.
Commissioner Tuttle stated that this will take place over about a
six-week period.
Commissioners Tuttle and Prante withdrew the motion.
MOTION: TUTTLE moved "to sign the intergovernmental agreement with
the Oregon Department of Energy for $12,000 covering the
period of August 25 to September 30, 1983 and authorize
execution of the personal services contract for the con-
tractors I have listed as soon as I have sent the contracts
to the State which will be early next week."
PRANTE: Second.
VOTE: UNANIMOUS APPROVAL.
Mr. Maier stated that there would have to be a sup emental budget

created to facilitate the witness assistance program, so he suggested
that this be taken from Contingency and cover this cost in the
supplemental budget by increasing the appropriation.
Discussion regarding Arbitrage Certificate
Mr. Isham asked that the record indicate review and approval of the
Arbitrage Certificate, which had been prepared by the County's
financial advisors, Clements & Marshall, Inc. He asked that they also
review and approve the Official Statement prepared by Clements &
Marshall.
At this time the Board recessed the meeting until 3:45 P.M. to provide
them the opportunity to review these documents.
MOTION: TUTTLE moved to recess until 3:45 P.M.
PRANTE: Second.
VOTE: UNANIMOUS APPROVAL.
Chairman Young reconvened the meeting at 3:52 P.M. Commissioner
Tuttle suggested that the Official Statement was not in a form they
would want to approve. Rebecca Marshall had agreed to come to Bend
to correct and refine the final document. It was agreed, however,
that the format was acceptable. Grammatical and typographical
corrections were found to be necessary. It was noted that financial
information would not be changed. Some substative and statistical
corrections were necessary but they would not affect the financial
information.
MOTION: PRANTE moved "to approve as corrected as to those matters of
public record and corrections of grammatical and
typographical. To approve the Official Statement as
corrected."
TUTTLE: Second.
VOTE: UNANIMOUS APPROVAL.
MOTION: TUTTLE moved "to accept the form of the Arbitrage Certificate
for Tax Anticipation Notes Series 1983 in the amount of
$845,000.'-

It was noted that these would be $5,000 notes.
