Cascade Natural
Rick Isham, Legal Counsel, explained that Cascade
Gas Franchise
Natural Gas previously had a franchise with
Deschutes County that closely resembles a utility
ordinance. They are asking Deschutes County to
grant them a non-exclusive franchise so they may
maintain their lines through public rights -of -ways.
MOTION: PRANTE moved to authorize Legal Cousel to
proceed with a non-exclusive franchise for
Cascade Natural Gas.

the Municipal Finance Officers Association have
been publishing information from the National
Committee of Governmental Accounting which has been
accepted as general accounting principles. Mr.
Donaca explained that there are certificates of
conformity that are given by the Municipal Finance
Officers Association for audit reports that conform
to the generally accepted accounting principles.

However, to obtain this certificate a fixed asset
record is required. The records must be up-to-date
physically as well as cost controlled to comply
with this requirement. Deschutes County records
have been well kept with the exception of
typewriters, desks, tape recorders, etc. The State
of Oregon will not reject a report because there is
no fixed asset report, although they encourage it.
Mr. Donaca stated that the management of the County
has improved while working under adverse conditions
with lack of revenue and budget restraints.

Other Staff/ Mike Maier, Director of Administrative Services,
Public Concerns explained that he had a draft form developed when
there were a number of calls from persons whose
roads have been plowed and a berm of snow was left
across their driveway. A number of people are
incapable to clear this berm. Arrangements could
be made to clear the berm for people who are
ligitimately incapable of doing this. This would
require more time on the plow operators part and
would have to be a limited service. This form
should identify those people who are physically
incapable of plowing this berm or who have no
relatives or anyother person capable of removing
this snow. For a person to apply for this service,
they could not be capable for paying someone to
clear the berm. The form will be completed and
returned to the Public Works Department for thier
review and approval or denial. It is suggested
that this program will begin new each year to keep
a current list of where persons live, if they have

left the area, etc. Mike Maier continued that he
would contact Central Oregon Council on Aging and
anyother organizations that could help to determine
the amount of income used when qualifying people
for this program.
MOTION: PRANTE moved to adopt the form, contingent
upon minor changes, for medical exemption
request to allow snow plowing for those
not able to do so.
TUTTLE: Second; With the understanding
that the program will be reviewed after
one year to see how the program is working
and to be sure that everyone is aware that
this program covers ony the berm created
from the snow plows.
