Amendments to Chairman Young read aloud the amendments to the the Agenda agenda. There were no changes or additions. Abatement of Bill Gibson, Deschutes County Zoning Enforcement Dangerous Officer, explained that the building in question Building had been destroyed throughout (photos were given to the Board). The building is located at 64335 Bend Redmond Highway and is a family dwelling. According to the Abatement of Dangerous Buildings (1982 edition) the County may request that the owner of the building (Marilyn Claus residing in Illinois) either demolish and/or remodeled the building. The structure would have to be torn down to the foundation and re -built. The Building Official, Don Garris, has determined the building to be dangerous and will proceed according to this ordinance. The homeowner has sixty (60) days from the date of notification to remodel the building or demolish it. If during that 60 day period the owner takes no action or significant steps to render this building safe, Deschutes County can, either through a bidding process or by notifying a County Department, have the building demolished. At that point a lien would be placed on the property. Mr. Gibson requested permission that if the homeowner cannot satisfy the ordinance within 60 days that the building be demolished and a lien placed on the property. MOTION: TUTTLE moved to instruct the Enforcement Officer that after the notice is sent and if the problem is not abatted within the 60 day period he proceed further as required by law. Mr. Redmond Urban Kirk got in touch with the airstream organizaiton Area Zoning who showed a great deal of interest in trying to ordinance get a mobile home park in this area that they in effect sanction for purposes of their membership. A requirement is that there must be a recreational vehicle area or an overnight use area for recreational vehicles within the mobile home park because of the nature of travel of friends, relatives and owners within the airstream parks. In September they started a process of creating an area within the park for recreational vehicles. Mr. Jaqua explained that the ordinance under conditional uses has always provided for recreational vehicle use areas. Although there were all the standards and criteria in the conditional use sections when the ordinances were drafted, it never got in any one of the zones. They went to the City and County to find the logical areas to put this use that was contemplated when the ordinances were drafted. It was determined to be in the R-4 zone, a high density residential zone that allows mobile home parks; and also C-5 zone, a tourist commercial zone. The Redmond Urban Area Planning Commission approved an ordinance which basically took the standards of the conditional use section under recreational vehicles, added three more standards, and put this use in conjunction with a mobile home park into the R-4 and C-5 zones. The Deschutes County ordinance would also permit the conditional within the R-4 and C-5 zones. The existing standards within the ordinance have not been changed. They deal with the percentage of the mobile home park that can be put into recreational vehicle use with the mobile home park being the primary use and the RV portion of the park being secondary. The standards also provide for certain width and design of access to the RV section of the park. The Redmond City Attorney and the Deschutes County Attorney went over the ordinances and found two small differences in the ordinances but the differences are in headings. These differences are going to be worked out. This hearing will be continued on January 18, 1984. MOTION: TUTTLE moved to sign Order #84-002, transferring cash to the office support fund. YOUNG: Second VOTE: UNANIMOUS APPROVAL Order #84-001 Chairman Young read aloud the title of the order Appropriation transferring appropriations within the general Transfer fund and directing entries. The transfer in the aggregate amount of $30,000 is necessary for the establishment of the Victim/Witness Program in anticipation of funds to reimburse the amount of appropriation transferred. MOTION: TUTTLE moved to sign appropriation Transfer Order #84-001. YOUNG: Second VOTE: UNANIMOUS APPROVAL Commissioner Tuttle explained that on January 19, 1984 at 1:30 P.M. Courthouse Annex Conference Room A, John Jackson, State Forest Service, and Mort Reynolds, Redmond Fire Cheif, who have been working with an ad-hoc group, are planning to discuss local fire prevention for rural housing developments. YOUNG: Second VOTE: UNANIMOUS APPROVAL Order #84-003, Chairman Young explained that this order is trans - An Order Trans- ferring a Solid Waste Collection Franchise from ferring a Solid John W. Speiger to Gilbert R. Martinez and Corrine Waste Collection M. Martinez effective January 1, 1984. Franchise MOTION: TUTTLE moved to sign Order #84-003. The permit is a one day permit for January 28, 1984. MOTION: TUTTLE moved to approve the one day liquor license permit for the Deschutes County Historical Society. YOUNG: Second VOTE: UNANIMOUS APPROVAL Before the Board of Commissioners was a Liquor License Application for the Sundown South Saloon whose name is now Bachelor's Retreat and Fine Food and the Altitude Room. MOTION: TUTTLE moved to approve the Liquor License Application for the Sundown South Saloon now known as Bachelor's Retreat and Fine Food and the Altitude Room.
