CLERK JANUARY 23, 1984 - RIVER STUDY TASK FOwe 1�1$�`?l��r� S Chairman Young called the meeting to order at 9:00 A.M. Commissioner Prante, Commissioner Tuttle and Craig Coyner, III, Mayor of Bend were also present. The purpose of this meeting is to appoint a River Study Task Force. Commissioner Tuttle had drafted his recommendations for appointment. Commissioner Prante explained that she felt the Task Force should consist of five to seven members. It should include a member of the Deschutes County Planning Commission and Bend Urban Area Planning Commission. Commissioner Prante suggested that the Forest Service be represented since they are involved with land along the river, a person from Midstate Soil and Water Conservation, and a member of the business community be appointed. She suggested staying away from having people who are on either extreme side of the issue on the Task Force. Commissioner Prante expressed a few minor concerns of the draft of Commissioner Tuttle. Commissioner Prante explained that the where Commissioner Tuttle had suggested comments from persons in written form, she would like to also stipulate that the Task Force may call up any person who has given written testimony for clarification and questions. The qualifications of membership are very limiting in Commissioner Tuttle's proposal to find someone who has the history of the development of the ordinance, etc. She felt that the Technical Committee can provide that expertise and the Task Force should consist of someone respected in the community, committed, fair, intelligent, and capable of understanding the complex issues. Commissioner Prante endorsed Commissioner Tuttle's suggestion that members may not have a financial interest, a hydro -electric project or other combining zone development, but would like to add that members may not have been active on either side of the issue during this process and should have neutral characteristics. Commissioner Prante stated that she concurs with the Task Force's mandate, including the initial recommendations to the government bodies on the scope of the study, and would add that they include the various options that might be available. Commissioner Prante suggested that the Technical Committee gather ideas on projected costs and sources of funding. The Task Force should use the studies that have been done and not repeat studies unless they are necessary or do not give the information. Commissioner Prante stated that it is important that the Task Force is charged with gathering informtaion from all facets involved in the issue, i.e. the river -related businesses from the mills to white water rafting to surface mining; those businesses related directly to the river or its banks; the Coalition for the Deschutes; Fish & Wildlife; Water Resources; Forest Service; Irrigation Districts, and developers, etc. all op MEETING MINUTES, PAGE 1 I J r VOL 51 FAcF 755 Commissioner Tuttle explained that he had met with the Oregon Department of Energy and John Andersen, Planning Director, met with the Northwest Power Planning Council. Both of these task forces indicated that much information is available, but it hadn't been accumulated to see how it all fits together. Commissioner Tuttle continued that the main thrust of his recommendation is that the Task Force shouldn't have to go back and reinvent the ordinance. We have an ordinance in place and the Task Force should go through the provisions of the ordinance and see how those can best be accomplished through the study -period provisions. Commissioner Tuttle stated that he feels very strongly that the Task Force not be put into a public -comment situation. If public comment is necessary, there is no reason why a joint meeting can't be held with the Planning Commisions or the Bend City Commission to take that testimony and create a record out of it. Commission Tuttle continued that he would like to keep the Task Force removed from the public's strong emotions of this issue so they are not bogged down in it and the frustration of doing it, but certainly provide an avenue by which people can submit information that they think ought to be considered by the Task Force as far as implementing the ordinance is concerned and this is why written comments were suggested. Commissioner Tuttle stated that he agrees with Commissioner Prante's analysis that written comments may require clarification and the Task Force may ask for people to speak to them. Disqualification of members is a tricky area and there is a fair amount of background that goes into getting a feel for the whole hydro -electric development process and the Goal 5 process, which is why he listed some of those things specifically in his recommendations. Commissioner Tuttle said that the request for proposals ought to identify some potential funding sources as part of that recommendation back to the governing bodies. Craig Coyner III, City of Bend Mayor, stated that he is in agreement with what he has heard today. He continued that the important thing is to get five people who can listen to the technical staff, and if they do not hear the entire picture and have questions, they can get that data. The Task Force members are there to be neutral, to look at the river as a resource for many people, and to find out how that resource can be best protected and best used. Any of the concerned people or people who have a particular motive to do something one direction or the other, but are knowledgeable people should share that knowledge with the Technical Committee. Chosen for the River Study Task Force were: Jim Powell, Deschutes County Planning Department, Mary Chase, Business Community, Dave Mohla as Chairman, Forest Service, Craig Nielsen, Business Community, and Bob Bristol, Bend Urban Area Planning Commission. MEETING MINUTES, PAGE 2 VOL 51 FACH 756 Commissioner Prante volunteered to call each person to see if they are interested in serving on the Task Force. Mayor Coyner will meet with the Bend City Commission and explain to them the appointments and bring their concerns back to the Board of Commissioners for ratification.
