(action item) Chairman Young opened the public hearing. Milton Folksted asked if the approaches to the driveways were to be paved. Dave Hoerning, Public Works Department Engineer, explained that the approaches were paved only were there was existing asphalt driveways. Mr. Folksted explained that he has two driveways and only one was paved. Dave Hoerning said that he would look into the situation. Being no further testimony, Chairman Young closed the hearing. YOUNG: Second VOTE: UNANIMOUS APPROVAL Discussion Chairman Young explained that there will be no Regarding L.I.D. for LaPine Recreation Road. There is Formation a tentative agreement between the County and of LaPine the State for the LaPine Recreation Road with Recreation a 28 foot wide and 2 1/2 inch overlay sharing the Road cost equally. When the road is finished the County will take over the maintenance of the road. Chairman Young understood the discussion for the L.I.D. would be where the Recreation Road will come into the area so that people can hook their L.I.D.'s onto it. The consensus is that if the road is in the middle, everyone will share equally; although some property not be developed at this time, but a public official must try to determine the future and what will benefit the most people in the long run. Chairman Young opened the meeting up for discussion from people in the area. Robert Barryhill, 16301 Park Drive, commended Commissioner Prante for all of her work on this. He stated that the main reason for being here today is because the county has been involved with an L.I.D. from the Park Road to Day Road. He stated that he is not against a road, but would personally like to see it on 6th Street. Mr. Barryhill said the problem is between Deep Woods and Big Timber. Big Timber is a bus route, established mail route, the most people live in that area and the most building is occuring in that area. He explained that east of Deep Woods there are only 20 houses, there are only 5 acre lots and there could never be as many houses and families in that area as east of Big Timber. Mr. Barryhill said you could serve the most people now and later going Big Timber. He stated that unit £6 has been eliminated from this project and they stand to gain more from this road than anyone. He stated that if unit £6 was included it would almost cut the price per lot in half. He stated that he is very concerned with the senior citizens in the area who can't afford much. MEETING MINUTES - PAGE 2 v0,z 52 FAGE 38 Commissioner Prante explained that the County was not involved in the L.I.D. She stated that she was attempting to gather information for the people of the are on an L.I.D. The County continued to work with the State and because we have the priority of paving from Lava Butte to LaPine, we explored the possibility of going in at the same time (with no L.I.D.) and the County would allocate those dollars to go in with the State. By doing this at the same time, the Recreation Road problem could be solved. Future L.I.D.'s are available and up to the property owners. Dave Hoerning explained that the paving is planned to approximately the extension of 5th Street because the other part is the maintenance area of to approximately the extension of 5th Street because the other part is the maintenance area of the State. Mr. Barryhill stated that he was pleased the decision was being left to the property owners of the area. Discussion with John Andersen, Planning Director, explained that Mid -State Soil some time ago we had discussed the need for a soil and Water survey for Deschutes County. Mr. Andersen Conservation continued that in the 30's and 40's some District preliminary information was developed a portion of the County surveyed. During the comprehensive planning process it was discovered this information was inadequate. The soils information is extremely important in making rational and useful management decisions about farm and forest land, as well as where and how a development can be accomodated in the different parts of the County. The inadequacy is an on-going problem today with applications coming in for zone changes. This inadequacy makes planning for the future in a responsible way very difficult if all of the useful information is not available. The Board of Commissioners agreed with the idea that the soil survey was important and should be done and gave a tentative commitment of approximately $20,000 to start the soil survey. This would be an on-going commitment since soil surveys take a few years for completion. The purpose of this discussion is to give Mid -State Soil and Water Conservation District and The Soil Conservation Service an opportunity to bring the Commissioners up to date on what is happening and some precise numbers on the cost. MEETING MINUTES - PAGE 3 VOL 52 PACE 39 Barbara Bagg, Mid -State Soil and Water Conservation District Chairperson, explained that it is the commitment of Soil Conservation Service for a priority of the Deschutes and Jefferson counties survey, if the local matching funds are available. Ms. Bagg continued that from a planning standpoint this survey will be very useful for the County. The cost for the first year of the survey will be $21,621.60. This would be the cost on a five-year basis. The total cost of the survey is $108,180. The federal government will pay 67% and the local funding will be 33%. Of the 33%, 72% will come from Deschutes County in accordance with the amount of private land. Bill Ferry, Soil Scientist with the Soil Conservation Service, explained that the way the federal government has set its priority in the State (because of a number of criteria) the Deschutes County area has come out as a priority County. A cost share is requested for county surveys because the federal government can not afford to do the survey. New soil surveys across the state are being funded at 33% by counties. When private land is mapped is costs $.72 per acre. There are 452,972 acres of land in Deschutes County Dr000sed to be mapped. The old survey finished in the late 40's is inadequate because soil sclenL15L5 has become organized. The benefits of the system now used to map soil is that it classifies soils to an extent that it takes the benefit of all research and all agricultural information used for those soils. By revising the old mapping we can take advantage of all sorts of information that can not be done now. Because Deschutes County is the fastest growing county in the State, we are at a point where this information can be gathered for when this growing occurs. The information on the areas mapped each year is immediately available. The commitment of the County for the soil survey is very important as far as the Soil Conservation Service is concerned. The County will be charged for the area mapped as it is done, so the year to year fee may change. Mr. Ferry explained that when mapping is started the most efficient way to handle it is to start at one point and work out. The starting point is up to the County. Chairman Young expressed his concern that by making this commitment now, future Board of Commissioners' may not agree with the need for the survey in the future. Appointments to Chairman Young read aloud a letter from Deborah the Central Dunn of the Eastern Oregon Health Systems Agency Oregon Health recommending the following persons for the Planning Central Oregon Health Planning Council: Council Doris Brenaman, Richard Fleming, Chris Sercombe, James Howbert, Helen Durant, Phyllis La Pora, Michael Sava, Ruth Burleigh, Joan Silver, Nancy Webre, and Arthur Rhodes.
