were: Commission Chairman Abe Young; Commissioner Larry Tuttle;
Commissioner Lois Prante; Budget Committee members Eileen Donaldson,
Ron MacKenzie and Jack Tate. Chairman Young called the meeting to
order at 2:30 P.M.
Mike Maier, Director of Administrative Services, gave a brief update
on the current budget status as well as expected budget activity
from now until the end of the fiscal year. He stated that the
current budget expenditures and the expected expenditures are such
that there should be no budget shortfall this year. If revenues
continue as projected, the county should be able to maintain its
current level of operation next year without going to the voters for
a levy request. He also noted that vehicles have traditionally been
purchased with Revenue Sharing funds, but in the next budget a
vehicle purchasing and maintenance fund will be created. Depart-
ments will lease vehicles from this fund. All maintenance will be
done by the Road Department who will provide a cost accounting
system as well.
Commissioner Tuttle then gave a brief update of the meetings the
Board had with department heads. All department heads had prefered
staying on a 4 -day 9 -hour work week. He also noted that they had
temporarily hired some laid -off employees in the Clerk's office to
help catch up with the indexing. The Clerk's office had also
reinstated another permanent position. The Juvenile Department had
also made a request to hire a file clerk, but the Board has not yet
acted on that request. The District Attorney and the Clerk are also
looking at the possibility of utilizing the Data Processing system
for some of their functions, which would save time and personnel.
He also noted that the Data Processing Manager had resigned as is
currently serving on a contract basis until a new manager is hired.
There was some discussion on the implications of Senate Bill 762
which would eliminate the "A -B" ballot and put a 1-1/2 % limitation
on property tax increases.
Commissioner Tuttle suggested that he and Mike Maier work on the
individual department budgets more than they have in the past,
focusing mainly on what it will take to maintain departmental
functions at their current level. They will then develop a budget
and present it to the department head to see whether she/he feels
that it is a realistic budget for the department to operate on for
the next fiscal year. They will establish a base budget and
department heads can seek to add to that if they feel it necessary.
Commissioner Tuttle asked that he and Mr. Maier be allowed to
develop budgets with the department heads for the first two months
of the year and not convene with the Budget Committee +unil after

the March sales tax initiative. It was the concensus of the
Committee that when budget hearings are scheduled, they should be
done in a two-week block as they were last year.
Being no further business, the meeting was adjourned.
