YOUNG: Second KEYp VOTE: UNANIMOUS APPROVAL ED MAY 1995 MEETING MINUTES — PAGE 1 MOTION: TUTTLE moved to adopt Order No. 84-022 covering a franchise by Cascade Natural Gas Corporation for maintenance of natural gas distribtuion system within Deschutes County. YOUNG: Second VOTE: UNANIMOUS APPROVAL Memorandum of Neil Hudson, Director of Public Works, explained Agreement with that this agreement allows Deschutes County a Deschutes County grant of $5,000 for noxious weed contrbl which and State Dept. needs to be matched. This will be matched out of Agriculture of the County weed control program. This grant (action item) will consist of $5,000 at this time and another $5,000 for the next fiscal year. Mr. Hudson explained that the County will be working with Marvin Young, OSU Extenstion Agent, on the type of weeds to be controlled. The current vehicle used by the sign installer has 108,000 miles of use and is causing much trouble. Mr. Hudson explained that two bids were received from Bob Thomas ($9,722.56) and Murray & Holt ($10,995). Mr. Hudson recommended the award by given to the low bidder, Bob Thomas. MOTION: TUTTLE moved to sign the contract for Dr. Stephen Knapp for our prenatal care grant and further authorize, as additional contracts are signed by the physicians, the Board to sign these contracts outside of the meeting. YOUNG: Second VOTE: UNANIMOUS APPROVAL LaPine State Chairman Young read aloud Resolution No. 84-006. Recreation This resolution approves that certain cooperative Area Access Finance Agreement with the State of Oregon, Road Department of Transportation, Parks and Recreation (action item) Divison, for the improvement of the Lapine State Recreation Area Access Road. Neil Hudson explained that the road will be brought up to the equavilency of County standards and the County will then take over the maintenance of the road, including the snow plowing. YOUNG: Second VOTE: UNANIMOUS APPROVAL Resolution Chairman Young read aloud the title of the No. 84-007, Resolution No. 84-007. Declaring the Intention of Richard Isham explained that this is an exchange Deschutes of some small pieces of property to straighten out County some right-of-ways and provide curb access. YOUNG: Second VOTE: UNANIMOUS APPROVAL Resolution No. Chairman Young read the title of Resolution No. 84-008 Declaring 84-008. the Intention of Deschutes County Michael Maier, Director of Administrative Services, Exchanging Real explained that several months ago he was approached Property with by some persons interested in the County's plans Donald N. for the old post office building. A letter was recently received presenting a proposal for consideration which would trade 409 N. E. Mr. Maier continued that he researched the feasibility of utilizing this property for the Health Departments. At this point it looks like a very satisfactory trade for providing adequate space at a reasonable cost for the County Health Departments. The County is currently spending $47,000 a year for rent on the South Gate Center. If this trade were possible, it would eliminate the rent currently paid for the Health Department facility. There MEETING MINUTES - PAGE 3 Iva 52 FnE 64 will be a need for some remodeling to arrange interior development to suit the County's requirments (without having to install an elevator j or major demolition costs) but would provide adequate parking and a core area location. Mr. Maier continued that by obtaining the two residences it would eliminate the need of renting houses for the Rainbow House and a possible future Juvenile Department program. MOTION: TUTTLE moved to sign Resolution No. 84-008 declaring the intention of Deschutes County to exchange County land with Donald Bauhofer and set the hearing date for April 11, 1984.
