RESOLUTION NO. 84-012 Co, CLERK
WHEREAS, Deschutes County has adopted Ordinance No.'s PL -15,
PL -20, and 81-043, and amendments thereto, intended to promote
engery conservation and renewable energy activities which are
cost effective to the consumer; and
WHEREAS, Deschutes County adopted Resolution No. 83-031 and
Ordinance No.'s 83-058 and 83-066 which provide that the gener-
ation of hydroelectric power within the Deschutes River Basin
should only be on a cost effective basis: and
WHEREAS, the Oregon Public Utility Commissioner has issued a
Notice of Investigation (UM 21) on the cost effectiveness of
conservation and renewable resources with the intent of reevalu-
ating current utility conservation and renewable efforts, in
light of the temporary energy surplus; and
WHEREAS, this reevaluation could result in State policy
and/or rule or rate making changes which would:
A. Adversely impact Deschutes County's ability to
carry out its energy programs; and
B. Promote future hydroelectric power projects within
Deschutes County, Oregon, which are unneeded; and
WHEREAS, the Board of County Commissioners finds it desir-
able to participate as an intervenor in the Oregon Public Utility
Commissioner's Investigation (UM 21); now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That Deschutes County prepare and file a
Petition To Intervene in the proceeding (UM 21) initiated by the
Oregon Public Utility Commissioner; and to participate in said
!proceeding to the fullest extent allowed.
