NARRATIVE
THE PURPOSE OF THIS SURVEY WAS TO ESTABLISH THE RIGHT-OF-WAY OF
PORTIONS OF NE NEFF ROAD AND NE PURCELL BLVD AND TO PREPARE A
PRE -CONSTRUCTION RECORD OF SURVEY AS PER ORS 209.155.
THE CENTERLINE OF NE NEFF ROAD, EAST OF THE SOUTH ONE -QUARTER CORNER OF
SECTION 27 WAS ESTABLISHED BY HOLDING THE CENTERLINE COMMON WITH THE
SECTION LINE, BY HOLDING THE BRASS CAP MONUMENTS AT THE SAID SOUTH
ONE -QUARTER CORNER AND THE SOUTHEAST CORNER OF SAID SECTION. THE NORTH
AND SOUTH RIGHTS -OF -WAYS WERE ESTABLISHED BY HOLDING RECORD STATUTORY
RIGHT-OF-WAY WIDTH OF 60.00 FEET (30.00 FEET FROM CENTERLINE) AND
ADDITIONAL RIGHT-OF-WAY DEDICATIONS OF RECORD.
THE CENTERLINE OF NE NEFF ROAD, WEST OF THE SOUTH ONE -QUARTER CORNER
OF SECTION 27 BETWEEN STATIONS 50+00.00 AND 68+31.84 WAS ESTABLISHED BY
HOLDING THE CENTERLINE COMMON WITH THE SECTION LINE, BY HOLDING THE BRASS
CAP MONUMENTS AT THE SAID SOUTH ONE -QUARTER CORNER AND THE SOUTHWEST
CORNER OF SAID SECTION. THE NORTH AND SOUTH RIGHT-OF-WAY LINES WERE
ESTABLISHED BY HOLDING RECORD STATUTORY RIGHT-OF-WAY WIDTH OF 60.00 FEET
(30.00 FEET FROM CENTERLINE) AND ADDITIONAL RIGHT-OF-WAY DEDICATIONS OF
RECORD. THE CENTERLINE OF SAID ROAD FROM STATION 68+31.84 WEST TO THE
SOUTHWEST CORNER OF SAID SECTION WAS ESTABLISHED BY HOLDING CENTERLINE
DATA PER THE 1910 ALMUS NEFF COUNTY ROAD SURVEY REPORT (RD00781).
RECORD CENTERLINE BEARINGS AND DISTANCES WERE HELD FROM THE SOUTHWEST
CORNER, EAST TO STATION 68+31.84, AND ROTATED TO THE SECTION LINE. PER THE
SCOPE OF THIS PROJECT, ONLY THE NORTHERLY RIGHT-OF-WAY WAS TO BE
ESTABLISHED. THERE ARE AMBIGUITIES WITH THE NORTH RIGHT-OF-WAY FROM
STATION 64+37.54, WEST TO THE WEST SECTION LINE OF SAID SECTION. FOR THIS
PORTION OF ROAD THE ORIGINAL COUNTY ROAD NOTES CREATED A NORTHERLY
TRIANGULAR JOG IN THE CENTERLINE TO MANEUVER AROUND A ROCK OUTCROP.
OVER TIME THE AS -TRAVELED ROADWAY LENGTHENED AND TRANSITIONED FROM A
TRIANGULAR JOG TO A SMOOTH GRADUAL CURVE MANEUVERING AROUND THE ROCK
OUTCROP. AS A RESULT PORTIONS OF THE CURRENT CONSTRUCTED ROADWAY AND
IMPROVEMENTS FALL OUTSIDE THE ORIGINAL 1910 STATUTORY RIGHT-OF-WAY (30.00
FEET FROM CENTERLINE). IT DOES NOT APPEAR THAT THERE ARE ANY RECORDS OF
RIGHT-OF-WAY DEDICATIONS RECORDED FOR THESE LANDS OUTSIDE THE
RIGHT-OF-WAY. DUE TO THE ROAD BEING CONSTRUCTED OUTSIDE THE
RIGHT-OF-WAY, THE SOUTH LINES OF SOME OF THESE PROPERTIES ALONG THE
NORTH RIGHT-OF-WAY LINE APPEAR TO HAVE BEEN SURVEYED (STARTING IN THE
1960'S) BY PULLING RECORD DISTANCE (30.00 FEET) FROM THE AS -TRAVELED
CENTERLINE VERSUS ESTABLISHING THE ORIGINAL CENTERLINE. BECAUSE OF THIS,
DEEDS FOR THESE PROPERTIES BEGAN USING THE CALLS BASED ON AS -TRAVELED
RIGHT-OF-WAY, THIS SURVEY SHOWS BOTH THE 1910 RIGHT-OF-WAY LINE AS WELL
AS THE SURVEY/DEED LINES THAT RESULTED FROM HOLDING SAID AS -TRAVELED
ROADWAY.
THE SOUTH LINES OF LOT 1, BLOCK 1 AND LOT 1, BLOCK 2 OF THE PLAT OF
'EASTWOOD ADDITION" WERE PLATTED PARALLEL WITH AND 30 FEET NORTHERLY OF
THE SOUTH LINE OF SECTION 27. THE SECTION LINE PER THIS SURVEY WAS DERIVED
FROM HOLDING CURRENT MONUMENTA11ON AT THE SOUTHWEST CORNER AND SOUTH
ONE -QUARTER CORNER. THE DERIVED LOCATION OF THE SECTION LINE PER THIS
SURVEY DOES NOT AGREE WITH THE LOCATION OF THE RECORD PLAT SEC11ON LINE
AS INDICATED BY THE POSITION OF THE PLAT MONUMENTATION FOUND PER THIS
SURVEY. IT IS UNCLEAR IF SAID PLAT HELD A LINE BETWEEN THE SOUTHWEST
CORNER AND SOUTH ONE -QUARTER CORNER OR HELD A LINE BETWEEN THE
SOUTHWEST CORNER AND THE SOUTHEAST CORNER OF SAID SECTION. A PRIOR
SURVEY FROM 1961 CS02828 SHOWS THE SECTION LINE BETWEEN THE SOUTHWEST
CORNER AND SOUTHEAST CORNER OF THE SECTION. SAID SURVEY CS02828 ALSO
SHOWS MULTIPLE SPIKES AT THE LOCATION OF THE SOUTHWEST CORNER OF SAID
SECTION. THE PLAT OF "EASTWOOD ADDITION" MAY HAVE HELD A SPIKE AT THE
SOUTHWEST SECTION CORNER THAT DOES NOT SHARE A COMMON POSITION WITH . THE
CURRENT MONUMENT, AS INDICATED BY THE POSITIONS OF THE FOUND PLAT
MONUMENTS. DUE TO THE LACK OF PLAT MONUMENTATION FOUND ALONG NE NEFF
ROAD, THIS SURVEY SEARCHED FOR ADDITIONAL PLAT MONUMENTA11ON ALONG THE
RIGHT-OF-WAYS OF SHEPPARD ROAD AND EASTWOOD DRIVE, HOWEVER NO
MONUMENTS WERE FOUND ALONG EASTWOOD DRIVE. SINCE THE LOCATION OF THE
RECORD SECTION LINE DOES NOT AGREE WITH THE LOCATION OF THE CURRENT
DERIVED SURVEYED LINE, THE SECTION LINE WAS NOT USED TO PERPETUATE THE
SOUTH PLAT LINE. THIS SURVEY HELD THE FOUND PLAT MONUMENTATION AND
RECORD PLAT DATA AS BEST EVIDENCE TO PERPETUATE THE LOCATION OF THE
SOUTH PLAT LINE. THE SOUTH LINE OF LOT 1, BLOCK 1 AND LOT 1, BLOCK 2 WERE
PERPETUATED BY HOLDING MONUMENT 143 AT THE SOUTHWEST CORNER OF
SHEPPARD ROAD AND THE RECORD PLAT DEFLECTION ANGLE BETWEEN SAID SOUTH
LINE AND THE WEST RIGHT-OF-WAY LINE OF SHEPPARD ROAD. THE RIGHT-OF-WAY
BEARING OF SHEPPARD ROAD WAS ESTABLISHED BY HOLDING FOUND PLAT
MONUMENTATION ALONG BOTH THE WEST AND EAST RIGHT-OF-WAY LINES AS SHOWN
HEREON SHEET 6. SINCE NO MONUMENTATION WAS FOUND ALONG THE WEST
RIGHT-OF-WAY LINE OF EASTWOOD DRIVE, THE BEARING OF THE SOUTH LINE OF LOT
7, BLOCK 2 WAS CALCULATED USING RECORD PLAT GEOMETRY OF SAID LOT AS
SHOWN HEREON SHEET 6. THE SOUTH LINE OF LOT 1, BLOCK 3 OF SAID PLAT WAS
PERPETUATED BY HOLDING FOUND PLAT MONUMENT 142 AT THE SOUTHWEST CORNER
OF SAID LOT AND BY HOLDING THE CALCULATED POSITION OF THE SOUTHEAST
CORNER OF SAID LOT. SAID CALCULATED POSITION WAS DERIVED BY HOLDING THE
RECORD POSITION OF THE PREVIOUS MONUMENT PER THE MOST RECENT SURVEYS
CS02847 (R4) AND MP-78-162 (CS02815) (R5), BY HOLDING RECORD DISTANCE
AND DEFLECTION ANGLE FROM MONUMENT 130. THE AREA OF LAND BETWEEN THE
1910 RIGHT-OF-WAY LINE AND THE SOUTH LINE OF LOT 1, BLOCK 3 OF SAID PLAT
IS CONSIDERED TO HAVE BEEN DEDICATED BY SAID PLAT.
THE RIGHT-OF-WAY OF NE PURCELL BOULEVARD LOCATED NORTH OF THE SOUTH
ONE -QUARTER OF SECTION 27 WAS CREATED BY WARRANTY DEED, RECORDED ON
OCTOBER 10, 1969 AS VOLUME 167, PAGE 406, DESCHUTES COUNTY DEED RECORDS.
THIS DEED CONVEYED THE EAST 60 FEET OF THE SOUTHEAST QUARTER OF THE
SOUTHWEST QUARTER OF SAID SECTION TO THE CITY OF BEND. THE CENTERLINE OF
SAID ROAD WAS ESTABLISHED BY HOLDING A LINE PARALLEL WITH AND 30.00 FEET
WESTERLY OF, WHEN MEASURED AT RIGHT ANGLES TO THE EAST LINE OF SAID
SOUTHEAST ONE -QUARTER OF THE SOUTHWEST ONE -QUARTER. SAID EAST LINE WAS
ESTABLISHED BY HOLDING THE BRASS CAP AT THE SOUTH ONE -QUARTER CORNER
AND THE 5/8 INCH IRON ROD WITH RED PLASTIC CAP INSCRIBED -KARL PLS" AT
THE CENTER -SOUTH ONE -SIXTEENTH CORNER OF SAID SECTION, PER PARTITION
PLAT NUMBER 2003-34 (CS15409). THE EAST RIGHT-OF-WAY LINE WAS
ESTABLISHED BY HOLDING SAID EAST LINE OF THE SOUTHEAST ONE -QUARTER OF
THE SOUTHWEST ONE -QUARTER, EXCEPT WHERE ADDITIONAL RIGHT-OF-WAY WAS
ACQUIRED. THE WEST RIGHT-OF-WAY WAS ESTABLISHED BY HOLDING A RECORD
60.00 FOOT OFFSET FROM SAID EAST RIGHT--OF-WAY.

ONE -QUARTER OF SECTION 34 WAS DEDICATED PER MAJOR PARTITION MJP-77-29
(CS03030), BY JAMES E. BUSSARD (LS 599) FILED DECEMBER 1977. THE CENTERLINE
AND RIGHT-OF-WAY OF SAID ROAD WERE ESTABLISHED BY HOLDING RECORD PLAT
ALIGNMENT INFORMATION ROTATED TO FOUND MONUMENTS AS SHOWN ON SHEET 2.
FOR THE PORTION OF SAID ROAD NORTH OF STATION 13+07.86, THE EASTERLY
RIGHT-OF-WAY OF SAID ROAD IS COMMON WITH THE EAST LINE OF THE NORTHEAST
ONE -QUARTER OF THE NORTHWEST ONE -QUARTER OF SECTION 3, AS PER SAID
PLAT, THE CENTERLINE AND WESTERLY RIGHT-OF-WAY LINE OF THIS PORTION ARE
NOT PARALLEL WITH SAID EASTERLY RIGHT-OF-WAY.
NOTE: THE CENTERLINE OF NE PURCELL BOULEVARD NORTH OF THE SECTION LINE
AND THE CENTERLINE OF SAID ROAD SOUTH OF THE SECTION LINE, DO NOT
INTERSECT. THE EXTENSION OF THE EASTERLY RIGHT-OF-WAY LINES DO INTERSECT
AT THE SOUTH ONE -QUARTER OF SECTION 27.
THE ROAD STATIONING SHOWN ON THIS SURVEY WAS CREATED PER THIS SURVEY
AND IS NOT TIED TO ANY PREVIOUS STATIONING OF RECORD.
