NARRATIVE:
THE PURPOSE OF THIS SURVEY IS TO RETRACE THE W.X. HUNNELL ROAD (HUNNELL ROAD) FROM TUMALO ROAD TO LOCO
ROAD, ESTABLISH A CENTERLINE ALIGNMENT, RECOVER MONUMENTATION FROM PREVIOUS SURVEYS IN ANTICIPATION OF
FUTURE IMPROVEMENTS OF THE ROADWAY FOR DESCHUTES COUNTY AND ESTABLISH A PERMANENT CONTROL NETWORK.
OTHER COUNTY ROADS WERE ALSO RESOLVED IN THIS SURVEY WHERE THEY INTERSECT HUNNELL ROAD ALONG THE PROJECT
CORRIDOR. THE ONLY MONUMENTATION THAT WAS SET FOR THIS SURVEY WAS OUR CONTROL.
NO CERTIFICATION IS BEING MADE AS TO THE POSITION OF THE RECOVERED MONUMENTATION SHOWN HEREIN RELATIVE TO
RECORD PROPERTY LINES, OTHER THAN THE LOCATION AT WHICH THEY WERE FOUND RELATIVE TO THE CENTERLINE AS
SHOWN HEREIN.
BASIS OF BEARINGS
THE BASIS OF BEARINGS FOR THIS PROJECT IS THE CENTRAL OREGON COORDINATE SYSTEM (COCS) AS DETERMINED BY
MULTIPLE GPS OBSERVATIONS ON OUR CONTROL THAT WAS THEN ADJUSTED THROUGH STAR*NET. THE COCS HORIZONTAL
DATUM IS NAD 83, ADJUSTMENT 1991.
W.X. HUNNELL ROAD - RETRACING FRED RICE'S 1914 SURVEY
HUNNELL ROAD WAS ESTABLISHED ON JULY 2, 1914 PER THE FINAL ORDER OF ESTABLISHMENT RECORDED IN CROOK COUNTY
COMMISSIONERS JOURNAL VOLUME 5, PAGE 255. NO ROW WIDTH FOR THE ROAD WAS STATED WITHIN ANY OF THE
DOCUMENTS, THEREFORE THE WIDTH OF HUNNELL ROAD IS 60 FEET IN ACCORDANCE WITH STATUTES, AS OUTLINED IN
"DETERMINING WIDTHS OF EXISTING RIGHTS -OF -WAY FOR COUNTY ROADS" - BY WILLIAM F. FRYE.
THE SURVEYOR'S REPORT WAS FILED BY FRED RICE ON JULY 1, 1914. ROCKS MARKED WITH AN "R" WERE NOTED AS SET AT THE
ANGLE POINTS OF THE ROADWAY AS WELL AS MILEAGE POINTS. OUR SEARCH WAS UNABLE TO RECOVER ANY OF THESE
ROCKS.
FRED RICE'S SURVEY OF THIS PORTION OF HUNNELL ROAD CONTAINED MANY ERRORS. WE ATTEMPTED TO WEED THESE
ERRORS OUT, BUT IT BECAME APPARENT THAT WE WOULD BE UNABLE TO ACCURATELY DO SO. AS NOTED IN THE DESCHUTES
COUNTY ROAD DEPARTMENT'S 1995 SURVEY BY MIKE BERRY TITLED "PRELIMINARY RETRACEMENT OF THE 1914 W.X.
HUNNELL ROAD", ONE EXAMPLE OF THESE ERRORS IS A POSSIBLE DISTANCE ERROR IN THE 11TH COURSE OF 10 CHAINS
("SOUTH 52.22 CHAINS"). WHEN THE 11TH COURSE IS SHORTENED TO 42.22 CHAINS THE PORTION OF THE ALIGNMENT NORTH
OF THE SOUTH LINE OF SECTION 9 FITS THE TRAVELED ROAD, AS WELL AS CALLS TO THE SWALLEY IRRIGATION CANAL IN THE
THIRD COURSE ("WEST 5.99 CHAINS TO THE SWALLEY IRRIGATION DITCH). AS STATED ABOVE, NO STONE MONUMENTS FROM
THE 1914 FRED RICE SURVEY WERE FOUND. AS SUCH, IN MANY PLACES THE CURRENT TRAVELED ROADWAY OF HUNNELL ROAD
IS THE BEST EVIDENCE TO FIX THE CENTERLINE LOCATION OF HUNNELL ROAD. FOR TRAVELED ROADWAY SECTIONS, I UTILIZED
A CURVILINEAR SHAPE TO BEST FIT THE AS -BUILT ROADWAY AND MATCH INTO OTHER SECTIONS OF THE ROADWAY.
IT SHOULD BE NOTED THAT THE MAJORITY OF THE COURSES IN RICE'S SURVEY OF HUNNELL ROAD DO NOT FOLLOW ALIQUOT
LINES. THE ONE PORTION THAT DOES FOLLOW AN ALIQUOT LINE, WITHIN THE LIMITS OF THIS PROJECT, IS FROM THE CENTER
ONE -QUARTER CORNER OF SECTION 28 TO THE SOUTH ONE -QUARTER CORNER OF SECTION 28. THIS LINE WAS HELD IN OUR
RETRACEMENT.
THE APPROXIMATE CENTERLINE OF W.X. HUNNELL ROAD MAPPED ON THIS SURVEY IS PER VERBATIM ENTRY OF THE ORIGINAL
SURVEYOR'S REPORT AND IS SHOWN FOR REFERENCE ONLY.
OUR RESOLUTION OF THE EXISTING CENTERLINE ALIGNMENT OF HUNNELL ROAD UTILIZES THE PORTION OF RICE'S SURVEY
THAT WE WERE ABLE TO ACCURATELY RETRACE, AS WELL AS DEDICATIONS FROM PREVIOUS PLATS, DEDICATIONS FROM DEED
DOCUMENTS AND THE TRAVELED ROADWAY ITSELF.
EXISTING HUNNELL ROAD CENTERLINE RESOLUTION
THE EXISTING CENTERLINE OF HUNNELL ROAD WAS RESOLVED STARTING FROM THE SOUTH END AT THE INTERSECTION OF
LOCO ROAD RUNNING NORTHERLY TO TUMALO ROAD AND IS DESCRIBED BELOW IN STATION RANGES AND/OR OTHER
REFERENCES FOR CLARITY.
IT SHOULD BE NOTED THAT ALTHOUGH THIS IS NOT A BOUNDARY SURVEY, THE FENCES THAT ARE ADJACENT WITH THE
ROADWAY DO NOT CONFORM TO THE APPARENT BOUNDARIES OF THE PROPERTIES NEAR THEM. AS A RESULT, NO FENCES
WERE USED AS EVIDENCE IN THE RESOLUTION OF THE EXISTING CENTERLINE OF THE HUNNELL ROAD.
CENTERLINE STATION 5+00-18+30.06 (LOCO ROAD TO THE CENTERLINE OF SECTION 9)
THE TRAVELED ROADWAY THROUGH THIS SECTIONS DOES SOMEWHAT FOLLOW THE ORIGINAL SURVEY AND IS SHOWN FOR
REFERENCE. HOWEVER SUBSEQUENT ROW DEDICATIONS HAVE ALTERED THIS PORTION TO REALIGN THIS SECTION OF
HUNNELL ROAD FROM LOCO ROAD (APPROXIMATE STATION 5+00) RUNNING UP TO THE NORTH LINE OF THE SOUTHWEST
ONE -QUARTER OF SECTION 9 (APPROXIMATE STATION 18+30. THESE ROW DEDICATIONS ARE DOCUMENT NUMBERS
1983-11020, 1992-28453 (ACCEPTED BY THE COUNTY BOARD OF COMMISSIONERS) AND 2000-44557 (ACCEPTED BY THE CITY
OF BEND, OUTSIDE OF CITY LIMITS), ALL RECORDED IN DESCHUTES COUNTY OFFICIAL RECORDS. ALL OF THESE DEDICATIONS
WERE HELD TO THEIR RECORD CALLS OF THEIR RESPECTIVE ONE -SIXTEENTH LINES WITH NO APPARENT DISCREPANCIES.
FROM 5+00.00 - 7+91.001 HELD CENTERLINE TO THE MIDPOINT OF THE DEDICATIONS, RESULTING IN A 30.00 FOOT HALF
WIDTH ROW.
HEADING NORTHERLY FROM 7+91.00 1 ESTABLISHED THE CENTERLINE IN A CURVILINEAR MANNER WITHIN THE EXISTING
VARIABLE WIDTH ROW OF SAID DOCUMENT NUMBER 1983-11020 TO SPLIT THE ROW AND ALLOW THE CENTERLINE TO MATCH
INTO THE NEXT SECTION RUNNING NORTH FROM 18+30.06.
CENTERLINE STATION 18+30.06 - 44+66.89 (EAST -WEST CENTERLINE OF SECTION 9 TO ROGERS ROAD)
A SINGULAR EXISTING ROADWAY THROUGH THIS SECTION IS NOT DISCERNABLE DUE TO MULTIPLE ROUTES THAT CHANGE
WITH THE SEASONS. CS09630 AND CS02302 CALL OUT THE ROW OF HUNNELL ROAD AS THEIR RESPECTIVE WEST AND EAST
BOUNDARIES, BUT THERE ARE NO DEDICATIONS FOR THIS PORTION OF HUNNELL ROAD. I UTILIZED THESE RECORD
BOUNDARIES TO PLACE THE 60 FOOT ROW OF HUNNELL ROAD. THE MULTIPLE TRAVELED ROUTES ARE WITHIN THIS PORTION
OF THE ROADWAY.
CS09630 WAS THE FIRST SURVEY TO BE RECORDED. DEEDS FOR THESE PARCELS HAVE CALLS TO W.X. HUNNELL ROAD AS THEIR
WESTERLY BOUNDARIES. I HELD THE EASTERLY 60 FOOT ROW OF HUNNELL ROAD TO THE WEST BOUNDARY OF THIS SURVEY.
THIS RESOLUTION LEFT SMALL FALLINGS IN THE RECORD EASTERLY BOUNDARY OF CS02302 ALONG THE WESTERLY 60 FOOT
ROW OF HUNNELL ROAD.
THE CENTER -WEST ONE -SIXTEENTH CORNER OF SECTION 9 WAS HELD AT THE MIDPOINT BETWEEN THE WEST ONE -QUARTER
CORNER OF SECTION 9 AND THE CENTER ONE -QUARTER CORNER OF SECTION 9.
THE WEST BOUNDARY OF CS09630 (THE UNRECORDED PLAT OF "ROCK 0' THE RANGE HOMESITES") WAS ESTABLISHED AS
FOLLOWS:
THE SOUTHWEST CORNER OF CS09630 WAS HELD TO THE EASTERLY COMPONENT OF #138, MEASURING TO WITHIN 0.12' OF
THE RECORD DATA FROM CS09630. HEADING NORTH I HELD #135 DUE TO THE RELATIVE FIT TO THE GEOMETRY AND THE
INTENT OF THE HUNNELL ROAD ROW PER CS09630. THE MEASURED DATA DOES NOT FIT WELL WITH THE RECORD DATA PER
CS09630.
HEADING NORTH FROM #135 TO #132 1 SCALED THE RECORD DATA OF TO BEST FIT #132 AND #133, HOLDING THE THE NORTH
LINE OF CS09630 TO THE NORTH LINE OF SECTION 9. THIS RESULTED IN SMALL FALLINGS IN #132 AND #133 AFTER THE
SCALING WAS COMPLETE, AS WELL AS A FALLING IN #135 AFTER THE FILLETING OF SAID RECORD SCALED DATA. THE
NORTHERLY END OF THE WESTERLY BOUNDARY OF CS09630 WAS HELD ON THE ONE -SIXTEENTH LINE AT A 30.00 FOOT
PROJECTION EAST OF #486, WHICH I HELD AS THE WEST ONE -SIXTEENTH CORNER OF SECTION 9.
1 MATCHED THE CENTERLINE OF THIS 60 FOOT ROW THROUGH #486.OFFSETTING THE WESTERLY BOUNDARY OF CS09630
RESULTED IN THE CENTERLINE PI BEING SLIGHTLY SOUTH OF SAID WEST ONE -SIXTEENTH CORNER.
AS STATED ABOVE, THE INTENT OF THE EASTERLY BOUNDARY OF CS02302 WAS TO FOLLOW THE ROW OF HUNNELL ROAD. I
HELD SAID BOUNDARY AS THE WESTERLY ROW OF HUNNELL ROAD AS ESTABLISHED ABOVE BEING PARALLEL WITH AND 60.00
FEET FROM THE EASTERLY ROW OF HUNNELL ROAD PER CS09630.
CENTERLINE STATION 44+66.89 - 77+77.43 (ROGERS ROAD TO PARTITION PLAT 1998-43)
HEADING NORTH FROM ROGERS ROAD, THE EXISTING ROAD FOLLOWS IN CLOSE PROXIMITY TO THE WEST LINE OF PARCEL 1
OF PARTITION PLAT 1994-19. 1 HELD THE WEST LINE OF SAID PARCEL 1 AS THE EASTERLY ROW OF HUNNELL ROAD UP TO
STATION 48+90.90, FROM WHICH THE EXISTING TRAVELED ROADWAY THEN VEERS TO THE WEST. I HELD THE CENTERLINE IN A
CURVILINEAR MANNER TO BEST FIT THE EXISTING TRAVELED ROADWAY LOCATION FROM 48+90.90 TO 77+77.43. THIS
RESOLUTION KEPT THE TRAVELED ROADWAY WITHIN THE ROW FOR THIS PORTION OF THE ROADWAY.
THE WEST BOUNDARY OF PARTITION PLAT 1994-19 WAS HELD TO #485 AND #482.
STATION 77+77.43 IS AT THE SOUTHERLY BOUNDARY OF PARTITION PLAT 1998-43. AT VARIOUS LOCATIONS THE EXISTING
TRAVELED ROADWAY LIES OUTSIDE OF THE ROW DEDICATIONS FROM SAID PLAT, BUT STILL HAS A REASONABLE FIT WITH THE
DEDICATIONS AND THE INTENT OF RICE'S ORIGINAL SURVEY. AS SUCH I USED A COMBINATION OF THE EXISTING TRAVELED
ROADWAY AND THE ROW DEDICATION FROM SAID PLAT TO ESTABLISH THE CENTERLINE THROUGH THIS SECTION.
THE ROW DEDICATION FROM PARTITION PLAT 1998-43 WAS ESTABLISHED SOUTH OF #471 BY HOLDING RECORD DATA TO
#471 AND #472 AND OFFSETTING IT 60 FEET EAST. NORTH OF #471, 1 HELD THE ROW PARALLEL TO THE ONE -SIXTY-FOURTH
LINE, ESTABLISHED BELOW, AND OFFSET IT 60 FEET WEST.
THE NW ONE -SIXTEENTH CORNER OF SECTION 4 WAS ESTABLISHED BY HOLDING #468 AND PROJECTING A LINE 60 FEET EAST
THROUGH THE NORTHING OF #116 WHICH FITS MEASURED DATA FROM #472 PER CS13390. #115 WAS HELD AS THE
CENTER -SOUTH -NORTHWEST ONE -SIXTY-FOURTH CORNER OF SECTION 4.
CENTERLINE STATION 84+39.21- 98+29.25 (PARTITION PLAT 2005-59) AND TRANSITIONING TO THE
SOUTHERLY CURVE OF PARTITION PLAT 2000-47 (SEE NEXT SECTION) UP TO STATION 101+76.53
THIS ENTIRE SECTION OF THE ROW WAS HELD TO THE DEDICATION FROM PARTITION PLAT 2005-59 (ACCEPTED BY THE
COUNTY BOARD OF COMMISSIONERS). THE TRAVELED ROADWAY THROUGH THIS SECTION MEANDERS THROUGH BUT STAYS
WITHIN THE DEDICATIONS EXCEPT FOR ABOUT A 50 FOOT SECTION AROUND 94+00 WHERE THE TRAVELED ROADWAY VEERS
TO A MAXIMUM OF 1.0 FOOT OUTSIDE OF THE DEDICATION.
THE NORTHERLY CURVE IN THIS SECTION IS NON -TANGENT WHERE IT THEN MEETS UP WITH PARTITION PLAT 2000-47, SO THIS
MATCH POINT WAS TREATED AS A COMMON RESOLUTION AND IS IN ADDITION TO THE NEXT SECTION BELOW.
MID -POINTS WERE HELD BETWEEN POINT NUMBERS 410 AND 411,118 AND 414,415 AND 416, AND 417 AND 418 FOR THE
CENTERLINE. THE SOUTH TANGENT WAS HELD TO THE MID POINTS, AND NORTH NON -TANGENT CURVE RADIUS WAS
CALCULATED BY A DISTANCE/DISTANCE INTERSECTION BY EXTENDING THE MID POINTS BETWEEN THE MONUMENTS AT THE
CURVE TOWARDS THE RADIUS. THE SOUTH TANGENT AND NORTHERLY CURVE WERE OFFSET 30.00' TO CREATE THE ROW.
THE NORTHERN CURVE WAS FILLETED WITH THE LINE 415-416. THE NON -TANGENT CURVES WERE BUILT FROM END OF
TANGENT HOLDING RECORD RADII TO TERMINATE AT THE 415-416 LINE. THE AVERAGE RADII FROM PARTITION PLAT ROW
WAS HELD FOR THE CENTERLINE.
THIS RESULTS IN A 60.00' ROW, BUT THE LINE EXTENDING FROM #417 & #418 IS NOT RADIAL.
CENTERLINE STATION 98+29.25- 113+14.31 (PARTITION PLAT 2000-47)
THE CENTERLINE THROUGH THIS SECTION WAS ESTABLISHED FROM THE DEDICATION PER PARTITION PLAT 2000-47 (WHICH
WAS ACCEPTED BY THE COUNTY BOARD OF COMMISSIONERS), AS WELL AS THE TRAVELED ROADWAY. IT SHOULD BE NOTED
THAT PARCEL 1 OF PARTITION PLAT 2000-47 WAS PARTITIONED IN THE SUBSEQUENT PARTITION PLAT 2002-15, BUT NO
ADDITIONAL ROW WAS DEDICATED.
THE TRAVELED ROADWAY THROUGH THIS SECTION MEANDERS THROUGH, BUT STAYS WITHIN THE DEDICATIONS.
THE SOUTHERLY CURVE WAS RESOLVED IN THE PREVIOUS SECTION ABOVE. HOLDING RECORD DATA TO THIS SOLUTION AND
THE MIDPOINT BETWEEN #417 AND #418, 1 ROTATED TO A POINT THAT IS 15.00 FEET WEST OF #424, THE SOUTHWEST
ONE -SIXTEENTH CORNER OF SECTION 33. THIS SOLUTION ALLOWED THE MAJORITY OF THE MONUMENTATION SET IN
