NARRATIVE
"PREVIOUS CONFIGURATION"
WE WERE RETAINED BY STEELE ASSOCIATES ARCHITECTS, LLC TO MONUMENT THE ADJUSTED PROPERTY LINES PER CITY OF BEND PROPERTY LINE ADJUSTMENTS, PROJECT NO. PZ 19-0838, PZ
19-0839, PZ 19-0856 & PZ 19-0857.
THE PURPOSE OF PZ 19-0838 IS TO CONSOLIDATE LOT 9 AND THE SOUTH 20' OF LOT 8, BLOCK 44, WIESTORIA.
THE PURPOSE OF PZ 19-0839 IS TO CONSOLIDATE THE RESULTING PARCEL OF PZ 19-0838 AND LOT 10, BLOCK 44, WIESTORIA.
THE PURPOSE OF PZ 19-0856 IS TO CONSOLIDATE LOT 11 AND LOT 12, BLOCK 44, WIESTORIA.
THE PURPOSE OF PZ 19-0857 IS TO ADJUST THE LINE BETWEEN THE RESULTING PROPERTY LINE BETWEEN PZ 19-0838 AND PZ 19-0856.
THE SUBJECT PARCELS ARE VESTED IN THIRD STREET MARKETPLACE, LLC.
BLOCK 44, WIESTORIA WAS PLATTED BY GEO S. YOUNG AND RECORDED MARCH 7, 1913. MR. YOUNG'S PLAT APPEARS TO HAVE DEDICATED A PORTION OF 3RD STREET, WHICH AT THE TIME WAS
NAMED 8TH STREET; A PORTION OF LAFAYETTE AVENUE, WHICH AT THE TIME WAS NAMED EVERGREEN AVENUE; A PORTION OF 2ND STREET, WHICH AT THE TIME WAS NAMED 7TH STREET AND A
20' WIDE ALLEY CENTERED BETWEEN THE MID -POINTS OF THE NORTH AND SOUTH LINES OF THE BLOCK. THIS PLAT REPORTS BLOCK AND STREET DIMENSIONS TO THE NEAREST FOOT AND
BEARINGS OF BLOCK 44 IN A CARDINAL MANOR SUCH AS "NORTH" AND "EAST", MAKING ALL OF THE INTERIOR ANGLES RIGHT OR 900. THE MAJORITY OF SUBSEQUENT SURVEYS IN THE PUBLIC
RECORD ALSO REPORT ADHERING TO THIS RIGHT-ANGLE SYSTEM FOR ESTABLISHING BLOCK 44. 1 HAVE UTILIZED BOTH MONUMENTS RECOVERED IN THE FIELD AND THE SURVEYS OF PUBLIC
RECORD REPORTED HEREON TO ESTABLISH BLOCK 44 AS FOLLOWS:
CENTERLINE OF 97(BUSINESS) N. 3RD STREET, EAST LINE BLOCK44
THE CENTERLINE OF 3RD STREET WAS LAST RETRACED AS REPORTED ON THE HORIZONTAL CONTROL, RECOVERY AND RETRACEMENT MAP BY BY ROBERT A. CHURCHILL. MR. CHURCHILL
REPORTS THE CENTERLINE ADJACENT TO BLOCK 44 ALONG WITH THE WEST RIGHT OF WAY, WHICH HE ESTABLISHED 40.00' OFFSET FROM HIS RESOLVED CENTERLINE. MR. CHURCHILL REPORTS
NUMEROUS MONUMENTS ALONG THE WEST RIGHT OF WAY WHICH HE DID NOT HOLD FIXED. I RE-CREATED MR. CHURCHILL'S CENTERLINE BY TRANSLATIONS METHODS BETWEEN HIS REPORTED
COORDINATE SYSTEM AND MINE. I HELD THIS COMPUTED CENTERLINE FOR IT AGREED WITHIN REASON FOR MOST OF THE MONUMENTS ALONG THE WEST RIGHT OF WAY LINE, IDENTICAL WITH
THE EAST LINE OF BLOCK 44. MOST OF THE MONUMENTS RECOVERED ALONG THIS LINE WERE POSITIONED AT THE POINT OF ENTRY FOR THEY WERE ALL LEANING AND OR BENT IN VARIOUS
DIRECTIONS.
SOUTH LINE BLOCK44
I ESTABLISHED THE SOUTH LINE OF BLOCK 44 BY ADHERING TO THE RIGHT-ANGLE SYSTEM FROM THE EAST LINE OF BLOCK 44 AS DESCRIBED ABOVE. I PLACED THIS LINE ON THE MONUMENT
RECOVERED AT THE SOUTHEAST CORNER OF BLOCK 44 AND EXTENDED IT EASTERLY TO CONNECT WITH SAID EAST LINE. THE MONUMENTED POSITION OF THE SOUTHEAST CORNER OF BLOCK
44 BEARS S89056'53" W 0.06' FROM THE CORNER.
CENTERLINE LA FA YETTEAVENUE
I ESTABLISHED THE CENTERLINE OF LAFAYETTE AVENUE BY OFFSETTING THE SOUTH LINE OF BLOCK 44 AS DESCRIBED ABOVE THE RECORD DISTANCE OF 30.00 FEET SOUTHERLY DUE TO LACK
OF MONUMENTATION ON EITHER SIDE OF THE RIGHT OF WAY. THE MONUMENT IN THE VICINITY OF THE CORNER OF LOTS 1 AND 2, BLOCK 15, CENTER ADDITION HAS HISTORICALLY BEEN CALLED
OFF ACCORDING TO THE PUBLIC SURVEY RECORD AND WAS NOT HELD THIS SURVEY.
WEST LINE BLOCK44
I ESTABLISHED THE WEST LINE OF BLOCK 44 BY ADHERING TO THE RIGHT-ANGLE SYSTEM FROM THE SOUTH LINE OF BLOCK 44 AS DESCRIBED ABOVE. I PLACED THIS LINE ON THE MONUMENT
RECOVERED AT THE CORNER OF LOTS 4 AND 5 AND EXTENDED IT SOUTHERLY TO INTERSECT WITH SAID SOUTH LINE.
NORTH LINEBLOCK44
I ESTABLISHED THE NORTH LINE OF BLOCK 44 AGAIN ADHERING TO THE RIGHT-ANGLE SYSTEM FROM THE EAST LINE OF BLOCK 44 AS DESCRIBED ABOVE. I PLACED THIS LINE ON THE
MONUMENTED POSITION AT THE NORTHEAST CORNER OF BLOCK 44 AND EXTENDED IT WESTERLY TO INTERSECT WITH THE EAST LINE OF BLOCK 44 AS DESCRIBED ABOVE. THE MONUMENTED
POSITION OF THE NORTHEAST CORNER OF BLOCK 44 BEARS N89056'53" E 0.09' FROM THE CORNER.

I ESTABLISHED THE CENTERLINE OF THE 20 FOOT WIDE ALLEY ON A LINE BETWEEN THE MID -POINTS OF THE NORTH AND SOUTH LINES OF BLOCK 44 AS DESCRIBED ABOVE. THIS CENTERLINE WAS
THEN OFFSET EAST AND WEST THE RECORD 10 FEET.
INTERIOR OFBLOCK44
THE INTERIOR OF BLOCK 44 WAS ESTABLISHED BY PROPORTIONATE MEASUREMENT ALONG THE EXTERIOR OF THE BLOCK. THIS METHOD AGREED WITH BOTH THE RECORD CONTAINED ON THE
FACE OF WIESTORIA AND THE MONUMENTS RECOVERED IN THE FIELD WITHIN REASON.
THE BASIS OF BEARINGS FOR THIS SURVEY IS THE CENTRAL OREGON COORDINATE SYSTEM AS DETERMINED BY GPS OBSERVATIONS USING THE OREGON REAL-TIME GNSS NETWORK (ORGN).
