HomeMy WebLinkAboutSurvey 20806RECORD OF SURVEY MONUMENTATION OF RIGHT-OF-WAY CORNERS FOR: CITY OF BEND - EMPIRE CORRIDOR IMPROVEMENT SOUTHEAST QUARTER AND SOUTHWEST QUARTER OF SECTION 22 & SOUTHWEST QUARTER OF 23, TOWNSHIP 17 SOUTH, RANGE 12 EAST, WILLAMETTE MERIDIAN, CITY OF BEND, DESCHUTES COUNTY, OREGON APRIL 2022 NARRATIVE PARAMETRIX WAS RETAINED BY THE CITY OF BEND TO PREPARE THIS RECORD OF SURVEY TO ESTABLISH PERMANENT MONUMENTATION FOR RIGHT-OF-WAY DEDICATION AREAS THAT WERE ACQUIRED. THE CORNERS SET FOR EACH PROPERTY ARE SHOWN ON THIS SURVEY WITH REFERENCE TO THE DEDICATION DEEDS. THE INITIAL CONTROL, RECOVERY AND RETRACEMENT MAP FOR EMPIRE CORRIDOR IMPROVEMENT SURVEY WAS DONE BY HWA, UNDER COUNTY SURVEY NUMBER 19640. PARAMETRIX USED THIS SURVEY AND THE POINTS LISTED ON THE SURVEY ALONG WITH ADDTIONAL SURVEY INFORMATION TO DETERMINE THE RIGHT- OF-WAY/PROPERTY BOUNDARIES TO THE EXTENT NEEDED TO SET THE NEW RIGHT-OF-WAY LIMITS. PARAMETRIX DID PREPARE THE ACQUISITION EXHIBITS AND LEGAL DESCRIPTIONS FOR EACH OF THE AREAS SHOWN AND THE INTENT OF THIS SURVEY IS TO DEPICT HOW THE DESCRIPTIONS WERE DERIVED WITH SOME ADDITIONAL TIES TO CORNERS AND EXISTING SURVEYS AND PLATS. EACH AREA HAS ITS POINT OF COMMENCEMENT AND BEGINNING, AND CALLS SHOWN TO HOW THE RECORDED DEDICATION DEEDS WERE DESCRIBED. THE CENTERLINE OF BUTLER MARKET ROAD IS BASED ON THE DESCHUTES COUNTY PUBLIC WORKS SURVEY OF BUTLER MARKET ROAD (CS 11963, SHEETS 4-6) WITH REFERENCE TO THE MONUMENTS LISTED ON THE HWA CONTROL, RECOVERY AND RETRACEMENT MAP FOR EMPIRE CORRIDOR IMPROVEMENT SURVEY. PARAMETRIX FIELD LOCATED AND VERIFIED THE POINTS LISTED ON THAT SURVEY FOR USE IN THIS SURVEY. REFERENCE TO THOSE POINTS ARE MADE ON THIS SURVEY AND REFERENCE TO THAT SURVEY IS NEEDED FOR COORDINATE VALUES. THE SIDELINES OF BUTLER MARKET ROAD ARE BASED ON SAID CENTERLINE. EMPIRE AVENUE (EMPIRE AVENUE EXTENSION) IS SHOWN PER THE CONTROL, RECOVERY AND RETRACEMENT MAP FOR EMPIRE CORRIDOR IMPROVEMENT SURVEY AND THE DEDICATION EXHIBIT MAP, INSTRUMENT 2019-32183. THE EASTERLY RIGHT-OF-WAY OF 27TH AVENUE ON SHEET 2 IS BASED ON A BEST FIT LINE ALONG THE EASTERLY LINE USING FOUND MONUMENTS, POINTS 9583 (POINT 414 FROM CS19640), 9586 (POINT 415 FROM CS19640), AND ADDITIONAL POINTS FROM CS19640, POINTS 292 AND 417. THE CENTERLINE AND WESTERLY RIGHT-OF-WAY WAS CALCULATED BY OFFSETTING SAID BEST FIT LINE 50.00 FEET AND 40.00 FEET RESPECTIVELY. THE PROPERTIES SHOWN ON SHEET 3 ALONG THE EASTERLY RIGHT-OF-WAY OF NORTHEAST PURCELL BOULEVARD WERE ESTABLISHED BY THE USE OF THE MID -SECTION LINE AND OMAN SURVEYS, PARTICULARLY SURVEY CS07116. SURVEY CS07116 WAS USED AS BASIS AND THEN ROTATED TO THE MID -SECTION LINE. FOR THE "FRISONE" PARCEL ON SHEET 4, LOT 17, PLAT OF YEOMAN PARK, CS 14969, THE FOUND MONUMENTS ALONG THE WESTERLY RIGHT-OF-WAY OF NORTHEAST PURCELL BOULEVARD WERE USED TO ESTABLISH THE WEST LINE OF SAID LOT. THE SOUTHWEST CORNER OF LOT 17 WAS CALCULATED BASED ON A 40-FOOT OFFSET FROM THE CALCULATED CENTERLINE OF NORTHEAST PURCELL BOULEVARD WITH PLAT DISTANCE SOUTH FROM THE RECORD COORDINATES OF POINT 278 FROM CS 19640 AT THE SOUTHWEST CORNER OF LOT 1, PLAT OF YEOMAN PARK. THE SOUTH LINE WAS CALCULATED USING RECORD ANGLE AT THE SOUTHWEST CORNER OF SAID LOT 17. THE "SPENST" AND "GALANAUGH" PROPERTIES ON SHEET 4 ARE SHOWN PER THE FOUND MONUMENTS AT THE SOUTHWEST AND SOUTHEAST CORNERS OF LOT 15, POINTS 9565 AND 280, AND THE NORTHEAST CORNER OF LOT 16, POINT 379, ALL IN THE PLAT OF ROYAL YEOMAN, CS11976. THE SOUTH LINE OF THE "SPENST" PROPERTY IS SHOWN PER THE ACCEPTED MONUMENTS AT THE SOUTHWEST (POINT 9565) AND SOUTHEAST CORNER (POINT 280). THE SIDELINES OF LOT 15 WERE CALCULATED USING PLAT OF ROYAL YEOMAN ANGLES. THE EAST LINE OF THE "GALANAUGH" PROPERTY IS SHOWN PER THE ACCEPTED MONUMENTS, POINTS 280 AND 379, FOUND AT THE SOUTHWEST CORNER AND THE NORTHEAST CORNER OF LOT 16, WITH PLAT OF ROYAL YEOMAN ANGLE FOR THE NORTHERLY LINE OF SAID LOT 16. THE NORTH LINE OF THE "BIDDLE" PROPERTY ON SHEET 4 IS CALCULATED BY HOLDING POINT 551 AT THE NORTHWEST CORNER OF LOT 6, PLAT OF WINDSOR PARK, CS11851, WITH A BEARING TO POINT 279 PER CS19640 AT THE CENTERLINE OF NORTHEAST PURCELL BOULEVARD, CONFORMING WITH A 40.00 FOOT OFFSET OFF THE CALCULATED CENTERLINE OF BUTLER MARKET ROAD AS NOTED ABOVE. THE EAST LINE OF SAID "BIDDLE" PROPERTY, LOT 6 IS CALCULATED BY OFFSETTING THE CENTERLINE MONUMENTS, POINTS 279 AND 282, 30.00 FEET. THE SOUTHEAST CORNER OF THE LOT WAS DETERMINED BY ACCEPTING THE FOUND MONUMENT, POINT 553. THE SIDELINES ARE SHOWN PER PLAT OF WINDSOR PARK ANGLES. THE "ERICKSON" PROPERTY ON SHEET 4, BEING LOT 7, PLAT OF WINDSOR PARK, CS11851, IS BASED ON THE CENTERLINE MONUMENTS ALONG NORTHEAST PURCELL BOULEVARD, POINTS 282 AND 279, PER CS19640, AND THE CENTERLINE OF BUTLER MARKET ROAD AS ESTABLISHED OF SURVEY CS11963. THE WEST LINE WAS ESTABLISHED BY HOLDING SAID MONUMENTS 279 AND 282 PER CS19640 AS THE CENTERLINE AND THEN OFFSETTING SAID LINE 30.00 FEET EASTERLY TO THE EASTERLY RIGHT-OF-WAY OF NORTHEAST PURCELL BOULEVARD PER PLAT OF WINDSOR PARK, CS11851. THE NORTH LINE WAS DETERMINED BY USING THE EXTENSION OF THE NORTH LINE THROUGH MONUMENTS 551 AND 279, PER CS19640, ON THE NORTH LINE OF THE PLAT OF WINDSOR PARK, CS11851, BEING 40.00 FEET SOUTH FROM THE CALCULATED CENTERLINE OF BUTLER MARKET ROAD AS NOTED ABOVE. THE SOUTHWEST CORNER OF OF LOT 7 WAS CALCULATED FROM POINT 420 OF CS19640 AND THE CALCULATED NORTHWEST CORNER OF LOT 7. THE SOUTH LINE OF LOT 7 WAS CALCULATED USING RECORD ANGLE BETWEEN THE WEST LINE AND SAID SOUTH LINE PER THE PLAT OF WINDSOR PARK, CS11851. NO OTHER UNUSUAL FINDINGS WERE OBSERVED DURING THE COURSE OF THIS SURVEY. BASIS OF BEARINGS FOR THIS SURVEY IS THE CENTRAL OREGON COORDINATE SYSTEM (COCS) BETWEEN FOUND MONUMENTS AT THE CENTER QUARTER CORNER AND THE EAST QUARTER CORNER OF SECTION 22, TOWNSHIP 17 SOUTH, RANGE 12 EAST, W.M., SOUTH 89°45'34" WEST, AS SHOWN HEREON.
