THE PUE SHALL PERPETUALLY ENCUMBER ALL AFFECTED PROPERTIES. CITY AND UTILITIES SHALL BE RESPONSIBLE FOR THE MAINTENANCE OF THE UTILITIES AND RELATED FACILITIES LOCATED WITHIN THE PUE.
