HomeMy WebLinkAboutSurvey 20941SURVEYOR'S NARRATIVE: THE PURPOSE OF THIS SURVEY IS TO RE-ESTABLISH AND MONUMENT LOT 15, BLOCK CC, DESCHUTES RIVER WOODS (R1). THE SUBDIVISION PLAT (R1) DEPICTS THE REAR CORNERS OF THE LOTS IN BLOCK CC AS HAVING A 21 FOOT OFFSET. WE BEGAN OUR SEARCH FOR EXISTING MONUMENTS AND QUICKLY NOTICED SOME DISCREPANCIES BETWEEN RECORDED SURVEYS. ROBERT KARL IN (R2) SURVEYED LOT 16 ADJACENT TO THE SUBJECT PROPERTY AND SET PINS ON THE WESTERLY LINE OF LOT 16. KARL HELD A LINE BETWEEN FOUND MONUMENTS 5 & 9 AND THE RECORD PLAT DISTANCE FROM MON. 9 TO SET THE NW CORNER OF LOT 16, FOUND MON. 2. HE HELD MONUMENTS FOUND AT THE SW CORNER OF LOT 15 AND THE SE CORNER OF LOT 16 AND SINGLE PROPORTIONED TO SET THE SW CORNER OF LOT 16, FOUND MON. 1. THE DISTANCE OF 219.26' KARL MEASURED FROM MON. 5 AND MON. 9 DOES NOT MATCH THE MEASUREMENT OF 221.00' PER (R1). BRUCE ROGERS RECORDED 3 SURVEYS FOR LOTS FRONTING ON RIVER WOODS DRIVE (R3, R6, R7). HE NOTES IN (R3) THAT THE SURVEY OF LOT 16 BY KARL (R2) APPEARS TO HAVE USED THE WRONG PINS TO ESTABLISH LOT 16, IMPLYING KARL MAY HAVE USED REAR LOT CORNERS FOR LOTS 30 & 32 THINKING THEY WERE THE REAR CORNERS FOR LOTS 14 & 17. IN THE SURVEY BY ROGERS (R3) HE IS SHOWING A DISTANCE OF 119.25 FEET FROM THE NW CORNER OF LOT 15, MON. 5 AND THE PIN SET BY KARL IN (R2) FOR THE NW CORNER OF LOT 16, MON. 2. KARL SHOWS 100.00'. IN (R7) ROGERS NOTES SETTING THE REAR CORNERS OF LOT 26 100.00 FEET APART WHILE THE PLAT (R1) NOTES THE DISTANCE OF 98.29'. GARY DEJARNATT 1N (R4) SURVEYED LOTS TO THE EAST OF THE SUBJECT PROPERTY HOLDING THE PINS THAT KARL FOUND AND SET IN (R2). HE NOTES SOME DISCREPANCY OF THE DESCRIPTIONS FOR SOME OF THE PINS FOUND ALONG THE REAR LOT LINES IN THE AREA OF HIS SURVEY VS A SURVEY BY BRUCE ROGERS (R7). j 2 SURVEYS TO THE WEST OF THE SUBJECT PROPERTY WERE RECORDED BY DAVID CLONINGER IN (R8) AND ERIK HUFFMAN IN (R9). BOTH SURVEYS NOTE A RATHER LARGE MARGIN OF BEARING ERROR OF 3 DEGREES, MORE OR LESS, FOR THE SIDELINES FOR LOTS FRONTING ON APACHE ROAD FROM THE PLAT OF DESCHUTES RIVER WOODS (R1). A SURVEY BY GEORGE COLVIN (R10) NOTES SETTING THE REAR LOT CORNERS OF LOT 8. THE MONUMENTS FOUND BY COLVIN DO NOT MATCH UP WITH (R1). HUFFMAN IN (R9) NOTES NOT HOLDING THESE PINS. DUE TO THE ISSUES AND DISCREPANCIES FOUND DURING THE COURSE OF THIS SURVEY WE DID SEVERAL ADDITIONAL SEARCHES FOR EXISTING PROPERTY CORNERS IN THE ENTIRE BLOCK TO CHECK VS RECORD SURVEYS TO AID IN DETERMINING THE CORNERS OF LOT 15. WE FOUND MONUMENTS NO. 9, 10, 24, 25 AND 12 ALONG THE REAR LOTS EAST OF THE SUBJECT PROPERTY. MONUMENTS NO. 24 AND 25 ARE 79.71' (M) 79.00' (R1) APART. PER (R1) MONUMENTS THAT ARE 79 FEET APART, THE WESTERN PIN SHOULD BE THE REAR CORNER FOR LOTS FRONTING ON RIVER WOODS DRIVE AND THE EASTERN PIN SHOULD BE THE REAR CORNERS FOR LOTS FRONTING ON APACHE ROAD. SEVERAL OF THE MONUMENTS FOUND APPEAR TO BE USED FOR BOTH THE REAR LOTS FOR LOTS FRONTING ON RIVER WOODS DRIVE AND ALSO THOSE FRONTING ON APACHE. THE DISTANCE OF 320.62' MEASURED BETWEEN FOUND MONUMENTS 25 AND 12 MATCHES WITH (R1) IF THE 3 DEGREE, MORE OR LESS, MARGIN OF ERROR FOUND BY CLONINGER (R8) AND HUFFMAN (R9) IS CONTINUED. IT IS OUR OPINION THAT THE SKEWED LOT LINES ARE THE BEST EVIDENCE FOR THE ORIGINAL PINS SET IN (R1). OUR SURVEY IS TO RETRACE LOT 15 AND ADJOINING LOTS AND TO RE-ESTABLISH THE BOUNDARIES OF LOT 15. WE CALCULATED THE DISTANCE FROM THE FOUND MON. 12 AND THE WEST RIGHT OF WAY OF BAKER ROAD TO BE 72.66 FEET IN COMPARISON TO THE PLAT DISTANCE OF 93.77'. WE HELD THE BEARING FROM THE FOUND 1/2" IRON ROD PER (R1) (MON. 5) AT THE NW CORNER OF LOT 15 TO THE FOUND 1/2" IRON ROD PER (R1) (MON. 9) AT THE SE CORNER OF LOT 30. WE THEN HELD THE PROPORTIONED DISTANCE FROM FOUND MON. NO. 5 AND FOUND MON. 25 TO ESTABLISH THE NE CORNER OF LOT 15. WE HELD THE BEARING FROM THE FOUND 1/2" IRON ROD PER (R1) (MON. 4) AT THE SE CORNER OF LOT 12 AND THE FOUND 5/8" IRON ROD PER (R2) AT THE SW CORNER OF LOT 16. TO ESTABLISH THE SW CORNER OF LOT 15 WE SINGLE PROPORTIONED BETWEEN MON. 4 AND MON. 1. BASIS OF BEARINGS AND CONTROL FOR THIS SURVEY IS THE CENTRAL OREGON COORDINATE SYSTEM (COCS). GPS CALIBRATIONS WERE MADE FROM THE ORGN BASE STATIONS (INCLUDING BNDM, REDM, LAPN, P387 SISTERS, PNVL, AND MDRS) WITH TOPCON HIPER GPS. THE CALIBRATION TIES MULTIPLE COCS POINTS USING PUBLISHED COORDINATES. THE DESCHUTES 13 TRANSFORMATION USES A MOLODENKSY TRANSFORMATION.
