HomeMy WebLinkAboutSurvey 21027CONTROL., RECOVERY AND RETRACEMENT MAP LOCATED IN THE SOUTHWEST ONE -QUARTER OF SECTION 17, THE SOUTHEAST ONE -QUARTER OF SECTION 18, THE NORTHEAST ONE -QUARTER OF SECTION 19, AND THE NORTHWEST ONE -QUARTER OF SECTION 20, TOWNSHIP 17 SOUTH, RANGE 13 EAST, W.M., DESCHUTES COUNTY, OREGON SURVEYED: DUNE -DULY, 2022 NARRATIVE: THE PURPOSE OF THIS SURVEY IS TO RETRACE THE RIGHTS OF WAY OF DESCHUTES COUNTY ROADWAYS THAT EXIST AT THE INTERSECTION OF BUTLER MARKET ROAD AND THE POWELL BUTTE HIGHWAY, ESTABLISH CENTERLINE ALIGNMENTS FOR EACH ROAD, RECOVER MONUMENTATION FROM PREVIOUS SURVEYS IN ANTICIPATION OF FUTURE IMPROVEMENTS OF THE ROADWAYS FOR DESCHUTES COUNTY AND ESTABLISH A PERMANENT CONTROL NETWORK. THE LIMITS OF THIS PROJECT EXTEND APPROXIMATELY 700 FEET IN EACH DIRECTION FROM THE INTERSECTIONS OF SAID ROADWAYS. THE ONLY MONUMENTATION THAT WAS SET FOR THIS SURVEY IS FOR THE CONTROL NETWORK. NO CERTIFICATION IS BEING MADE AS TO THE POSITION OF THE RECOVERED MONUMENTATION SHOWN HEREIN RELATIVE TO RECORD PROPERTY LINES, OTHER THAN THE LOCATION AT WHICH THEY WERE FOUND RELATIVE TO THE CENTERLINES AS SHOWN HEREIN. BASIS OF BEARINGS BASIS OF BEARINGS FOR THIS SURVEY IS THE CENTRAL OREGON COORDINATE SYSTEM (COCS), AS MEASURED ALONG THE EAST LINE OF THE SOUTHEAST ONE -QUARTER OF SECTION 18 BETWEEN POINTS #201 AND #300 BEING NORTH 00000'35" WEST 2640.61 FEET. RIGHT OF WAY RETRACEMENTS THERE ARE THREE ROADWAYS THAT CURRENTLY EXIST AT THE INTERSECTION SHOWN AND RESOLVED ON THIS SURVEY: BUTLER MARKET ROAD NO. 5 (WEST OF THE INTERSECTION), POWELL BUTTE HIGHWAY (NORTH OF INTERSECTION) AND BEND-PRINEVILLE MARKET ROAD NO. 14 (TO THE SOUTH). BUTLER MARKET ROAD ALSO HAS TWO EXISTING SPUR ALIGNMENTS THAT EMANATE FROM ITS EASTERLY END NEAR THE INTERSECTION OF THE OTHER ROADWAYS. GOULD'S ORIGINAL CURVE DATA WAS PRESENTED IN CHORD DEFINITION. OUR RECORD CURVE DATA SHOWN IN THIS SURVEY WAS CALCULATED FROM THIS DATA. BUTLER MARKET ROAD NO. 5 BUTLER MARKET ROAD NO. 5 WAS ESTABLISHED ON FEBRUARY 4, 1927 IN COMMISSIONERS' JOURNAL 20 155. THE RESOLUTION RECORDED IN COMMISSIONERS' JOURNAL 20 136 STATES THE ROADWAY AS BEING 60 FEET IN WIDTH. PRIOR TO THE EXISTENCE OF BUTLER MARKET ROAD NO. 5 THE WG WAUGH ROAD EXISTED IN CLOSE PROXIMITY TO THE CURRENT ALIGNMENT. THE ESTABLISHMENT OF BUTLER MARKET ROAD NO.5 VACATED "CERTAIN PARTS OF THE BEND-PRINEVILLE ROAD WHICH IS SUPERSEDED BY THE PROPOSED BUTLER MARKET ROAD". THE ESTABLISHMENT VACATED THE PORTION OF THE WG WAUGH ROAD LYING WESTERLY OF THE NE CORNER OF SECTION 19. ANOTHER PORTION OF THE WG WAUGH ROAD WAS VACATED IN COMMISSIONERS' JOURNAL 50 437. THIS VACATION DESCRIPTION BEGINS AT A POINT ON THE EAST LINE OF THE "POWELL BUTTE SECONDARY HIGHWAY" THAT LIES "APPROXIMATELY 40 FEET EAST OF THE SE CORNER OF SECTION 17", AS WELL AS THAT PORTION LYING WITHIN THE BOUNDARIES OF THE BEND MUNICIPAL AIRPORT. THE DESCRIPTION CONTINUES EAST "ONE HALF MILE" TO A POINT ON THE EASTERLY BOUNDARY OF THE AIRPORT PROPERTY. THIS CONFIRMS THE TRANSPOSITION ERROR CALLING OUT THE "SE" CORNER OF SECTION 17, INSTEAD OF THE CORRECT "SW" CORNER OF SECTION 17, AS THE POINT OF "BEGINNING" OF THE DESCRIPTION. THERE MAY STILL BE A PORTION OF THE WG WAUGH ROAD WITHIN THE RIGHT OF WAY OF THE CURRENT ROADWAYS AND OUTSIDE OF THE BOUNDARIES OF THE BEND MUNICIPAL AIRPORT. NO ATTEMPT WAS MADE TO RESOLVE THE WG WAUGH ROAD IN THIS SURVEY. THE RESOLUTION IN COMMISSIONERS' JOURNAL 20 136 STATES THE BUTLER MARKET ROAD NO. 5 TO TERMINATE AT THE NORTHEAST CORNER OF SECTION 19. THE ROADWAY HAS TWO SEPARATE ALIGNMENTS THAT EMANATE FROM ITS EASTERLY PORTION. THE MAIN ALIGNMENT MAINTAINS THE PRIMARY STATIONING AND CURVES NORTHEASTERLY. THE SOUTH SPUR ALIGNMENT, WITH INDEPENDENT STATIONING, CONTINUES ON A PROJECTED TANGENT AND THEN CURVES SOUTH AND "CONNECTS WITH ROAD SOUTH PAST THE GRANGE HALL ON CENTERLINE OF 40' LANE" (PER FIELD BOOK 0440, PAGE 13, DESCHUTES ROAD DEPARTMENT). A FIELD SURVEY OF THIS ROADWAY WAS COMPLETED IN 1926 (FIELD BOOK 0440) AND A MAP BY ROBERT M. GOULD WAS ALSO COMPLETED IN 1926 (RD 01457). BOTH OF THESE WERE USED FOR MY RESOLUTION AND ARE ON FILE AT THE DESCHUTES COUNTY ROAD DEPARTMENT. NO RECORD MONUMENTATION FROM THE ORIGINAL SURVEY WAS FOUND DURING THIS SURVEY FOR THE AREA OF THIS PROJECT. THE COUNTY COMMISSIONERS ACCEPTED THE RESOLUTIONS OF THE ROADWAY WITHIN THIS PROJECT DEPICTED IN CS06102 (PLAT OF BUTLER), CS03151 (MP 84-17) AND CS06433 (CLASSIC ESTATES). I USED THESE SURVEYS TO ESTABLISH THE WESTERLY PORTION OF THE ROADWAY CENTERLINE WITHIN THE PROJECT LIMITS OF THIS SURVEY. IT IS CLEAR TO ME THAT ROBERT B. GOULD'S INTENT WAS TO HAVE BUTLER MARKET ROAD NO. 5 AND THE BEND-PRINEVILLE MARKET ROAD NO. 14 (SEE BELOW) BE GEOMETRICALLY ALIGNED. I HELD THE CALCULATED RADII AND ADJUSTED THE DELTAS OF SOME OF THE CURVES IN ORDER FOR THIS TO OCCUR. THE WESTERLY PORTION OF THE BUTLER MARKET ROAD NO. 5 CENTERLINE AS SHOWN ON THIS SURVEY WAS HELD TO THE AVERAGE PERPENDICULAR DISTANCE CALLS FROM THE ROADWAY CENTERLINE TO THE NORTH ONE -QUARTER CORNER OF SECTION 19, AS CALCULATED FROM CS06102 (PLAT OF BUTLER) AND STATED IN CS03151 (MP 84-17). THIS ALSO AGREED WITH THE DATA IN CS06433 (CLASSIC ESTATES). THE EASTERLY PORTION OF THIS ROADWAY WAS HELD BY PROJECTING THE TANGENT AT PC STATION 292+94.2 TO THE NORTHEAST CORNER OF SECTION 19 AS CALLED OUT IN COMMISSIONERS' JOURNAL 20 136. 1 HELD BOTH RADII OF THE SOUTH SPUR AND THE CURVE OF THE MAIN ALIGNMENT THAT HEADS NORTHEAST PER SAID RD 01457. THE PI OF THE NORTH CURVE IS ALSO THE PC OF THE SOUTH SPUR(1+38.09 "A" - SOUTH). THE CALL IN FIELD BOOK 0440 OF THE NORTHEASTERLY MAIN ALIGNMENT OF BUTLER MARKET ROAD NO. 5 ENDING AT THE CENTERLINE OF THE "PRINEVILLE ROAD" (SHOWN ON SAID RD 01457 AS THE C.H. MILLER COUNTY ROAD). NO ATTEMPT WAS MADE TO RESOLVE THE C.H. MILLER COUNTY ROAD IN THIS SURVEY. I HELD THE EXTENSION OF THE END OF THE NORTHEASTERLY MAIN ALIGNMENT OF BUTLER MARKET ROAD NO. 5 TO BE TANGENT TO AND COINCIDENT WITH THE BEND-PRINEVILLE MARKET ROAD NO. 14 (SEE BELOW). FIELD BOOK 0440 MAKES THE CALL THAT THE SOUTH SPUR "CONNECTS" TO THE "ROAD SOUTH ON CENTERLINE OF 40' LANE". THE BEND-PRINEVILLE MARKET ROAD NO. 14 (SEE BELOW) WAS ESTABLISHED TWO YEARS LATER, IT STANDS TO REASON THAT GOULD KNEW THE "LANE" HE WAS REFERRING TO WAS THE FUTURE BEND-PRINEVILLE MARKET ROAD NO. 14. THE SOUTH SPUR PI WAS HELD TO THE NE SECTION CORNER OF SECTION 19 PER SAID FIELD BOOK 0590, PAGE 7.1 HELD THE CALL IN FIELD BOOK 0440 TO "CONNECT" TO THE ROAD SOUTH. THIS WAS ACCOMPLISHED BY ENDING THE CURVE OF THE SOUTH SPUR AT THE THE EXTENSION OF THE TANGENT PORTION THAT EXTENDS NORTH FROM PC STATION 110+09.6 OF THE BEND-PRINEVILLE MARKET ROAD NO. 14 (SEE BELOW). THIS CREATED A 10.44 FOOT TANGENT FROM THE SOUTH END OF THE SOUTH SPUR CURVE TO PC STATION 110+09.6 OF THE BEND-PRINEVILLE MARKET ROAD NO. 14. 1 OFFSET THE ABOVE TWO CENTERLINES 30.00 FEET ON EITHER SIDE OF THEIR RESPECTIVE CENTERLINES TO ESTABLISH THE 60.00 FOOT RIGHT OF WAY IN THE AREA OF THIS SURVEY. BEND-PRINEVILLE MARKET ROAD NO. 14 THE BEND-PRINEVILLE MARKET ROAD NO. 14 WAS ESTABLISHED ON FEBRUARY 14, 1929 IN COMMISSIONERS' JOURNAL 20359-360 AND A MAP WAS CREATED BY ROBERT B. GOULD (RD01456, DESCHUTES ROAD DEPARTMENT) AND ACCEPTED BY THE COMMISSIONERS ON DECEMBER 31, 1928. SAID MAP WAS COMPLETED WITH FIELD BOOK 0590, DESCHUTES ROAD DEPARTMENT. I HELD SAID MAP AND FIELD BOOK FOR MY RESOLUTION OF THIS ROADWAY. THIS SOUTHERLY PORTION OF THE ROADWAY CENTERLINE WAS HELD TO THE CALLS IN SAID RD01456 AND FIELD BOOK 0590 OF THE CENTERLINE OF THE ROADWAY BEING 29.0' WESTERLY (AS MEASURED AT RIGHT ANGLES) FROM THE ONE -QUARTER CORNER COMMON TO SECTIONS 29 & 30 AT CENTERLINE STATION 31+94.2. 1 HELD THE NORTHERLY PORTION OF THE ROADWAY CENTERLINE TO THE CALL OF THE NE CORNER OF SECTION 19 BEING 117.2' FROM A NORTHERLY TANGENT PROJECTION OF PC STATION 110+09.6. THIS RESULTED IN SLIDING THE ENTIRE ALIGNMENT SOUTH 0.22' AT STATION 31+94.2. PC STATION 110+09.6 LIES EAST OF THE SECTION LINE COMMON TO SECTIONS 19 & 20 BY 0.09'. 1 USED RECORD DATA TO CALCULATE CURVE FROM STATION 110+09.6 TO A POINT THAT IS LABELED IN THE FIELD BOOKS AS "END OF LINE = 295+83.6 BUTLER MKT. ROAD". I THEN ADJUSTED THE DELTA TO HAVE THE END BE GEOMETRICALLY ALIGNED WITH THE NORTH SPUR OF BUTLER MARKET ROAD NO. S. I OFFSET THIS CENTERLINE 30.00 FEET EAST AND WEST TO ESTABLISH THIS 60.00 FOOT RIGHT OF WAY WITHIN THE AREA OF THIS SURVEY. NARRATIVE (CONTINUED): POWELL BUTTE HIGHWAY THE CENTERLINE OF THE POWELL BUTTE HIGHWAY WAS ESTABLISHED BY THE STATE HIGHWAY COMMISSION RESOLUTION IDENTIFIED AS "ABANDONMENT AND RETENTION NO. 248" (A&R 248). THIS RESOLUTION WAS ADOPTED BY THE HIGHWAY COMMISSION ON FEBRUARY 19, 1952. A&R 248 RELOCATED THE ALIGNMENT OF THE "POWELL BUTTE SECONDARY HIGHWAY NO. 371" AND ABANDONED IT'S PREVIOUS LOCATION THAT HEADED NORTHEASTERLY ACROSS THE CURRENT AIRPORT PROPERTY FROM THE SECTION CORNER COMMON TO SECTIONS 17, 18, 19 & 20 AND ESTABLISHED IT IN IT'S CURRENT LOCATION. THE CURRENT AND ABANDONED ALIGNMENTS ARE DEPICTED ON THE OREGON DEPARTMENT OF TRANSPORTATION (ODOT) MAP TITLED BEND AIRPORT SECTION, POWELL BUTTE HIGHWAY, DRG. NO. 613-32-1, DATED MARCH 1949. THE TOTAL RIGHT OF WAY (ROW) WIDTH FOR THE PORTION OF THE ROADWAY WITHIN THE LIMITS OF THIS PROJECT IS SHOWN ON THE MAP TO BE 40 FEET ON EITHER SIDE OF CENTERLINE. PER SAID DRG. NO. 613-32-1, THE PORTION OF THIS ROADWAY CENTERLINE THAT FALLS WITHIN THE LIMITS OF THIS SURVEY WAS HELD TO THE SECTION CORNER COMMON TO SECTIONS 17, 18, 19 & 20. IT THEN FOLLOWS THE SECTION LINE COMMON TO SECTION 17 & 18 NORTH TO A POINT OF SPIRAL THAT IS OUTSIDE OF THE LIMITS OF THIS PROJECT AND WAS NOT ESTABLISHED OR SEARCHED FOR IN THIS SURVEY.
