HomeMy WebLinkAboutSurvey 21185NUTES 'MM0 l o Z3 2�23 _- i7S M.- NARRATIVE: CONTROL, RECOVERY AND RETRACEMENT MAP LOCATED IN THE WEST ONE-HALF OF SECTION 7 AND THE NORTH ONE-HALF OF SECTION 18, TOWNSHIP 14 SOUTH, RANGE 13 EAST, W.M., DESCHUTES COUNTY, OREGON SURVEYED:JULY, 2023 THE PURPOSE OF THIS SURVEY IS TO RETRACE THE RIGHTS OF WAY (ROW) OF DESCHUTES COUNTY ROADWAYS THAT EXIST AT THE INTERSECTION OF NW LOWER BRIDGE WAY AND McCOIN ROAD, ESTABLISH CENTERLINE ALIGNMENTS FOR EACH OF THESE ROADS, RECOVER MONUMENTATION FROM PREVIOUS SURVEYS IN ANTICIPATION OF FUTURE IMPROVEMENTS OF THE ROADWAYS FOR DESCHUTES COUNTY, AND ESTABLISH A PERMANENT CONTROL NETWORK. THE LIMITS OF THIS PROJECT EXTEND FROM THE CENTERLINE OF SAID INTERSECTION APPROXIMATELY 500 FEET WEST, 1,600 FEET NORTH, AND 2,300 FEET EAST. THE ONLY MONUMENTATION THAT WAS SET FOR THIS SURVEY IS FOR THE CONTROL NETWORK. NO CERTIFICATION IS BEING MADE AS TO THE POSITION OF THE RECOVERED MONUMENTATION SHOWN HEREIN RELATIVE TO RECORD PROPERTY LINES, OTHER THAN THE LOCATION AT WHICH THEY WERE FOUND RELATIVE TO THE CENTERLINES AS SHOWN HEREIN. BASIS OF BEARINGS BASIS OF BEARINGS FOR THIS SURVEY IS THE CENTRAL OREGON COORDINATE SYSTEM (COCS), AS MEASURED BETWEEN CONTROL POINTS #313 AND #311 BEING SOUTH 49*53'03" EAST 2,453.51 FEETAND DETERMINED BY MULTIPLE GPS OBSERVATIONS AND ADJUSTED THROUGH STAR*NET. THE COCS HORIZONTAL DATUM IS NAD 83, ADJUSTMENT 1991. RIGHT OF WAY RETRACEMENTS McCOIN ROAD AND NW LOWER BRIDGE WAY ARE THE TWO ROADWAYS RESOLVED ON THIS SURVEY. OF THESE TWO ROADWAYS, ONLY McCOIN ROAD, (NOW REFERRED TO AS NW 43RD STREET) WAS PREVIOUSLY ESTABLISHED. WITH THE EXCEPTION OF THE EASTERLY END OF NW LOWER BRIDGE WAY, THE PORTION OF THESE ROADWAYS RESOLVED IN THIS SURVEY FALL WITHIN THE BOUNDARIES OF FEDERAL LANDS. NO ROW DEDICATIONS WERE FOUND FOR THE EASTERLY END OF NW LOWER BRIDGE WAY WITH THE LIMITS OF PRIVATE LAND. ACCORDING TO THE BUREAU OF LAND MANAGEMENT (BLM), THE ROW GRANT FILE OR 051362 MEMORIALIZES BOTH OF THESE ROUTES AS 60 FEET IN WIDTH ACROSS THE FEDERALLY OWNED LAND (TL 1413000002600), AND HAVE NO SURVEY REFERENCE OR OTHER FILE STATING THEIR LOCATION OTHER THAN BEING WITHIN THE SPECIFIED PORTION OF SECTION 18. ONLY LOWER BRIDGE WAY AND NW 43RD STREET ARE MENTIONED IN SAID ROW GRANT FILE. THERE IS NO MENTION OF THE ROY L. KIDDER ROAD. ALTHOUGH THE COUNTIES SHAPE FILE OF ROY L. KIDDER ROAD COMES CLOSE TO THE EASTERLY END OF OUR RETRACEMENT OF LOWER BRIDGE WAY, NO ATTEMPT WAS MADE TO RETRACE THIS ROADWAY. McCOIN ROAD (NW 43RD STREET) McCOIN ROAD WAS ESTABLISHED ON OCTOBER 7, 1964 IN COMMISSIONERS' JOURNAL VOL. 9, PAGE 244. A FIELD SURVEY OF THIS ROADWAY WAS COMPLETED IN 1964 AND IS ON FILE AT THE DESCHUTES COUNTY ROAD DEPARTMENT IN FIELD BOOK F131090. THIS SURVEY WAS USED TO ESTABLISH THE CENTERLINE OF McCOIN ROAD. ONLY THE PORTION OF THE ROADWAY WITHIN THE LIMITS OF THIS PROJECT WAS RETRACED. THE JUNIPER TREES CALLED OUT IN SAID FB1090 WERE HELD AND RECORD DISTANCES WERE MEASURED FROM THE BLAZES ON THE FACE OF THE TREES TO CALCULATE THE POSITION OF THE PI AT STATION 17+00 USING DISTANCE -DISTANCE INTERSECTION METHOD. PER FB1090, I CALCULATED AND HELD THE RECORD ANGLE BETWEEN McCOIN ROAD AND THE SOUTH ONE -QUARTER CORNER OF SECTION 7, AND HELD THE RECORD DISTANCE TO SAID ONE -QUARTER CORNER, TO ESTABLISH THE SOUTHERLY END OF THE CENTERLINE OF THIS ROADWAY AT STATION 55+06.28. SAID STATION AND CENTERLINE FALLS SOUTH OF THE CENTERLINE OF LOWER BRIDGE WAY AS SHOWN IN DETAIL "A" ON SHEET 2. THE PAVEMENT EDGE OF McCOIN ROAD FOLLOWS CLOSELY TO THIS RETRACEMENT AND IS SHOWN ON THIS SURVEY. THE RESOLUTION IN COMMISSIONERS JOURNAL VOL. 9, PAGE 188 STATES THE ROAD TO BE 50 FEET IN WIDTH. ACCORDING TO EMAIL CORRESPONDENCE WITH THE BLM, THE ROW GRANT FILE OR 051362 MEMORIALIZES THIS ROUTE AS 60 FEET IN WIDTH ACROSS THE FEDERALLY OWNED LAND (TL 1413000002600). 1 OFFSET THIS CENTERLINE 30.00 FEET EAST AND WEST TO ESTABLISH THIS 60.00 FOOT RIGHT OF WAY WITHIN THE AREA OF THIS SURVEY. LOWER BRIDGE WAY THE RECORDS PROVIDED BY THE COUNTY ROAD DEPARTMENT AND THE COUNTY SURVEYORS OFFICE DO NOT SPECIFY OR INDICATE THE ESTABLISHMENT OF LOWER BRIDGE WAY. THE CURRENT TRAVELED ROADWAY OF LOWER BRIDGE WAY IS THE BEST EVIDENCE TO ESTABLISH THE CENTERLINE LOCATION. I UTILIZED A CURVILINEAR SHAPE TO BEST FIT THE AS -BUILT ROADWAY AND CREATED THE CENTERLINE FROM THIS SHAPE. ACCORDING TO EMAIL CORRESPONDENCE WITH THE BLM, THE ROW GRANT FILE OR 051362 MEMORIALIZES THIS ROUTE AS 60 FEET IN WIDTH. I OFFSET THIS CENTERLINE 30.00 FEET NORTH AND SOUTH TO ESTABLISH THIS 60.00 FOOT RIGHT OF WAY WITHIN THE AREA OF THIS SURVEY.
