SURVEYOR'S NARRATIVE
THE PURPOSE OF THIS SURVEY IS TO MAP AND MONUMENT THE RIGHT-OF-WAY OF FRYREAR BUTTE ROAD AS DEDICATED IN
THE DEED OF DEDICATION RECORDED AS INSTRUMENT NO. 2023-26522 IN DESCHUTES COUNTY OFFICIAL RECORDS, AND AS
REQUESTED BY OUR CLIENT, DESERT SPRINGS RANCH LIMITED PARTNERSHIP. SAID DEDICATION IS LOCATED IN THE
NORTHWEST QUARTER OF SECTION 20 AND THE SOUTHWEST QUARTER OF SECTION 17, ALL LOCATED IN TOWNSHIP 15
SOUTH, RANGE 11 EAST, WILLAMETTE MERIDIAN, DESCHUTES COUNTY, OREGON.
CONTROL FOR THIS SURVEY IS PER THE SURVEYS OF RECORD REFERENCED HEREIN AND THE MONUMENTS SHOWN AS
HELD AND SET ON THIS MAP OF SURVEY. WE RECOVERED IN GOOD CONDITION THE FOUR MONUMENTS SET BY THE
BUREAU OF LAND MANAGEMENT IN THEIR 2018 SURVEY FOR THE CORNERS OF THE NORTHWEST QUARTER OF SECTION 20,
AND HELD THEM ACCORDINGLY. USING SINGLE PROPORTIONING, WE BROKE DOWN THIS QUARTER SECTION INTO
SIXTEENTH SECTIONS, AND SET THE WEST 1/16TH CORNER BETWEEN SECTION 17 AND SECTION 20.
FRYREAR BUTTE ROAD WAS ORIGINALLY DEDICATED BY ORDER OF THE DESCHUTES COUNTY COMMISSIONERS ON
FEBRUARY 16, 1972, PER COMMISSIONERS' JOURNAL VOLUME 15, PAGE 331. AUBREY PERRY PERFORMED A SURVEY IN 1971
THAT BECAME THE BASIS OF THE DESCRIPTION FOR THAT DEDICATION, AND HE MONUMENTED THE CENTERLINE OF THE
SAME. WE FOUND IN GOOD CONDITION THE MONUMENTS SET BY PERRY MARKING THE POINTS OF INTERSECTION (P.I.) #10
AND #12 AS SHOWN ON HIS MAP, AS WELL AS THE ASSOCIATED BEARING TREES NOTED IN HIS SURVEY; WE HELD THESE
MONUMENTS ACCORDINGLY. P.I. #11 IS LOCATED VERY CLOSE TO A OVERHEAD POWER TRANSMISSION LINE AND ACCESS
ROAD, AND WAS NOT FOUND, ALTHOUGH WE FOUND AN OLD WOODEN STAKE NEAR OUR CALCULATED SEARCH LOCATION.
WE ROTATED AND SCALED PERRY'S RECORD MEASUREMENTS BETWEEN P.I. #10 AND P.I. #12 IN ORDER TO CALCULATE THE
POSITION OF P.I. #11, AND OUR POSITION MATCHED VERY CLOSELY WITH THE SINGLE REMAINING BEARING TREE NOTED BY
PERRY AT THIS LOCATION, CORROBORATING OUR RESOLUTION (THE OTHER BEARING TREE WAS FOUND UPROOTED &
MOVED, AND UNUSABLE FOR SURVEY PURPOSES). ALTHOUGH OUR CALCULATED BEARINGS ARE NOTABLY DIFFERENT
FROM PERRY'S, OUR DISTANCES MATCHED WELL AND WE FIND THAT THE EXISTING MONUMENTS AND BEARING TREES
MARK THE TRUE INTENT OF THE ROADWAY LOCATION.
MONUMENTS MARKING THE NEWLY DEDICATED RIGHT-OF-WAY OF FRYREAR BUTTE ROAD WERE SET AS SHOWN ON THIS
MAP OF SURVEY. THE FINAL CENTERLINE TANGENT CONNECTING TO THE EXISTING FRYREAR BUTTE ROAD IS COLLINEAR
WITH THE TERMINAL TANGENT OF THE 1972 AS RESOLVED BY OUR SURVEY. BASIS OF BEARINGS FOR THIS SURVEY IS THE
MEASURED LINE BETWEEN THE MONUMENTS MARKING THE QUARTER CORNER AND EAST SECTION CORNER COMMON TO
SECTIONS 17 AND 20, USING GNSS OBSERVATIONS, THE NAD83(2011) EPOCH 2O10.00 DATUM REALIZATION, AND THE
CENTRAL OREGON COORDINATE SYSTEM (DESCHUTESI3 TRANSFORMATION). NO UNUSUAL CONDITIONS WERE
ENCOUNTERED OTHER THAN THOSE NOTED ABOVE.
