SURVEY NARRATIVE
THIS SURVEY WAS PERFORMED TO RETRACE THE RIGHT-OF-WAY OF OLNEY AVENUE, FOR THE ESTABLISHMENT OF SURVEY CONTROL
POINTS, AND FOR PERPETUATION OF RECOVERED BOUNDARY MONUMENTS WITHIN THE PROJECT AREA THAT COULD POTENTIALLY BE
DISTURBED OR DESTROYED DURING FUTURE CONSTRUCTION ACTIVITIES FOR THE OLNEY PEDESTRIAN AND BIKE LANE IMPROVEMENT
PROJECT, IN ACCORDANCE WITH OREGON REVISED STATUTE ORS 209.155.
THE SIDE STREETS OFF OLNEY AVENUE INCLUDING 1ST, 2ND AND 3RD STREETS, PORTIONS OF HIGHWAY 97-PARKWAY AND THE BNSF
RAILROAD ARE SHOWN HEREON IN ANTICIPATION THE PROJECT MAY AFFECT THE MONUMENTS AND EXISTING CITY RIGHT-OF-WAY TO A
LIMITED EXTENT. THE SHOWN PARCEL AND/OR LOT LINES ARE SHOWN TO THE BEST OF OUR ABILITY DUE TO NOT PERFORMING FULL
SURVEYS OF EACH BLOCK. THERE ARE A LIMITED NUMBER OF MONUMENTS THROUGHOUT THE PROJECT AREA MAINLY DUE TO
UN-MONUMENTED ACQUISITIONS AND ROAD AND UTILITY IMPROVEMENTS MADE WITHOUT THE PRESERVATION OF MONUMENTS. THE
FOLLOWING IS A BREAKDOWN OF OUR RESOLUTION OF EACH STREET OR SECTION WITHIN THE PROJECT AREA:
PROJECT BEGINNING/NW PORTLAND AVE
THE CENTERLINE OF NW PORTLAND AVE WAS CALCULATED BY HOLDING THE MONUMENTS FOUND ON THE NORTH RIGHT OF WAY LINE
AS SHOWN ON CS 13044(W) AND OFFSETTING THE NORTH RIGHT OF WAY 40 AND 50 FEET SOUTH TO DEPICT THE CENTERLINE. THE
CENTERLINE WAS EXTENDED EAST TO INTERSECT WITH THE 1/16 LINE. THE SOUTH SIDE OF NW PORTLAND IS AN OFFSET FROM THE
CALCULATED CENTERLINE WITH THE JOG IN THE RIGHT OF WAY BASED ON CS11193(X). THIS INTERSECTION AND THE RECORD CURVE
DATA FOR OLNEY AVE COMING FROM THE EAST CAUSED A 1.19 FOOT JOG IN THE CENTERLINE AS SHOWN HEREON.
NW WALL STREET:
FOR THE CENTERLINE OF NW WALL STREET I HELD THE 1/16 CORNER, POINT NUMBER 1500, AS THE START OF A BEST FIT LINE THROUGH
29.69 FOOT TANGENT POSITIONS FROM BOTH POINTS 1501 AND 1531 AS SHOWN ON CS 17746 (P) AND CONFIRMED USING THE RELATIVE
PUBLISHED COORDINATES SHOWN ON ODOT SURVEY, CS 12851, WHICH WERE CONVERTED INTO COGS VALUES. I USED POINTS 1004,
1502, 1504 AND 1526 FROM PARTITION PLAT 2018-26, CS19727 (A), ALONG WITH POINTS 1005 AND 1503 FROM GS 13025 (B) TO CALCULATE
THE CENTERLINE OF NW OLNEY REALIGNMENT FROM THE WEST RIGHT-OF-WAY OF HIGHWAY 97 (PARKWAY) TO THE INTERSECTION OF
NW WALL STREET. I EXTENDED THE CENTERLINE EASTERLY TO INTERSECT WITH THE CALCULATED TANGENT OF NW OLNEY
CENTERLINE FROM THE EAST. THE CENTERLINE WAS OFFSET 40 FEET ON EACH SIDE TO PORTRAY THE RIGHT-OF-WAY SIDELINES.
NE OLNEY AVE
FROM INTERSECTION WITH NW WALL STREET,THE CENTERLINE OF NE OLNEY WAS BASED ON CS12523 HOLDING THE FOUND
CENTERLINE MONUMENT, POINT 1510 (PT 203 ON CS12523). AND USING THE 40-FOOT NORTHERLY SIDELINE RIGHT-OF-WAY MONUMENTS,
POINTS 1525,1511 AND 1512 AS REFERENCES TO THE CENTERLINE. THE OTHER CENTERLINE MONUMENTS SHOWN ON CS 12523 WERE
NOT FOUND. THE CENTERLINE OF OLNEY AVENUE WAS EXTENDED TO THE CALCULATED CENTERLINE OF 3RD STREET (HIGHWAY
97-BUSINESS). WEST OF THE HIGHWAY OLNEY AVE WAS RE ALIGNED AS DESCRIBED IN DEED 2016-00255 AND SHOWN ON CITY OF BEND
RECORDS. POINTS 1003-1005, AND 1502 WERE FOUND TO BE ON THE RIGHT OF WAY MARGINS AS REFERENCED ON CS19727(A) AND
CS13025 (B) AND HELD. THE CENTERLINE OF 3RD STREET IS BASED CS 19596 (J) BY USING THE STATED STATION AND OFFSETS AT
PARAMETRIX POINTS 1519 AND 1522, BEING POINTS 115 AND 116 ON CS19569.
HIGHWAY 97 & BURLINGTON NORTHERN RAILROAD:
THE CENTERLINE OF HIGHWAY 97 (PARKWAY) WAS CALCULATED USING THE PI COORDINATE VALUES AS SHOWN ON ODOT SURVEY
12851(N) AND THEN ALIGNED TO CALCULATED STATIONS 242+00 AND 245+00 AT RECORD 55-FOOT OFFSETS. THE CENTERLINE WAS
CHECKED AGAINST POINTS 1503 AND 1504 WHICH FELL WITH 0.07 OF RECORD STATION AND OFFSET. THE WEST RIGHT-OF-WAY IS
SHOWN BASED PARTITION PLAT 2018-28(A) AND CONFIRMED AGAINST THE ODOT BEND PARKWAY SURVEY, CS 12851(N). THE BNSF
RAILROAD RIGHT-OF-WAY WAS RE-ESTABLISHED BY AN AS -BUILT SURVEY OF THE CENTERLINE OF THE TRACKS, HOLDING THE WEST
LINE AS THE MAIN TRACK AND THEN OFFSETTING SAID MAIN TRACK 50 FEET ON EACH SIDE WITH REFERENCE TO RAILWAY MAP
V4)RE-0412 (Z). THE STATIONS SHOWN ARE PER RR PLANS WITH COMPARISON TO THE CALCULATED STATIONS BASED ON THE TRACK
ASBUILT LOCATION. THE EASTERLY MARGIN WAS CONFIRMED AGAINST THE CALCULATED POSITIONS FROM CS08042(E) AND CS12155(13�
1 ST STREET:
1ST STREET WAS CALCULATED BY DRAWING A LINE FROM 1528 TO 1524 ALONG THE EAST RIGHT-OF-WAY LINE FROM SURVEYS CS12523
AND CS19968 (Q) THEN OFFSETTING THIS 18 FEET WEST PER UN -RECORDED PLAT OF LYTLE ACRES (S) TO ESTABLISH THE CENTERLINE,
AND THEN OFFSETTING THIS CALCULATED CENTERLINE 25 FEET WEST FOR THE WEST RIGHT OF WAY LINE OF 1ST AVENUE WITH 18 FEET
PER PLAT, AND 7 FEET OF DEDICATION PER DEED DR115-0422(7). POINT 1508 FROM CS 08042 ON THE WEST RIGHT-OF-WAY WAS
CONFIRMED AT 25-FEET WEST OF THE CALCULATED CENTERLINE. THE EAST RIGHT OF 1 ST IS AS THE ORIGINAL PLATED RIGHT OF WAY
AT 18 FEET.
2ND STREET:
2ND STREET WAS DETERMINED TO HAVE A VARYING WITH RIGHT OF WAY DUE THE UNRECORDED PLAT OF LYTLE ACRE TRACTS
TERMINATING AT THE SECTION LINE OF 32 AND 33, AND THEN THE PLAT OF WIESTORIA HAVING A VARYING WIDTH BETWEEN THE
SECTION LINE TO BLOCKS 3 AND 4. THE SECTION LINE IS BASED ON THE FOUND MONUMENT, POINT NO.1002, AT THE NE CORNER OF
SECTION 32 AND THE PUBLISHED VALUE OF THE EAST QUARTER CORNER PER OCRR 2009. THE WEST SIDE OF 2ND STREET NORTH OF
OLNEY AVE WAS ESTABLISHED BY HOLDING POINTS 1516 AND 1514 BEING 15 FEET FROM THE SECTION LINE DUE TO A RIGHT-OF-WAY
ACQUISITION. THE EAST SIDE NORTH AND SOUTH OF OLNEY AVENUE WAS DETERMINED BY HOLDING POINT 1517 AT THE NW CORNER
OF BLOCK 4, WIESTORIA AND THEN THE CALCULATED SW CORNER BLOCK 1 BEING 42.8 FEET EAST OF THE SECTION LINE.
3RD STREET:
3RD STREET (HIGHWAY 97-BUSINESS) IS BASED ON THE RELATIVE COORDINATE VALUES SHOWN ON CS 19596 BY HOLDING POINTS 1522
(116 ON GS 19596) AND 1519 (115 ON CS 19596) TO RE-ESTABLISH THE CENTERLINE, AND THEN OFFSETTING SAID CENTERLINE 40.00 FEET
ON EACH SIDE. THE STATIONING SHOWN ON CS 19596 WAS USED PER THIS SURVEY USING FOUND POINTS 1520 AND 1518 TO CONFIRM
THIS CALCULATION.
THERE IS A 5.05 FOOT DISCREPANCY OF THIS RESOLUTION TO THE TAX MAP 1712 32AA AT TAX LOT 2800. SAID TAX LOT, DESCRIBED IN
BARGAIN AND SALE DEED 2009-989, BEING A PORTION OF TRACT 14 OF LYTLE ACRES, SHOULD HAVE DEDICATED ALL OF THE LAND OF
SAID TRACT LYING 30.00 FEET SOUTH OF THE CENTERLINE OF OLNEY AVENUE AND 30.00 FEET EAST OF THE CENTERLINE OF FIRST
STREET. THIS TAX MAP DOES SHOW THE DEDICATED AREA EAST OF FIRST STREETS CENTERLINE I BELIEVE THIS MAP MAY HAVE
MISINTERPRETED WHERE THE CENTERLINE OF OLNEY WAS LOCATED, AS PREVIOUS SURVEYS SHOWED DIFFERENT RIGHT-OF-WAY
WIDTHS THROUGHOUT THE YEARS DUE TO OTHER RIGHT-OF-WAY ACQUISITIONS UNRELATED TO THIS PROPERTY. BASED UPON ALL
AVAILABLE EVIDENCE, INCLUDING SIDEWALK AND CURB FEATURES MEASURED AS A PART OF THIS SURVEY, AND DEED RECORDS, THE
NORTH LINE OF SAID TAX LOT FALLS 30.00 FEET SOUTH AND PARALLEL WITH THE CENTERLINE OF OLNEY, WEST OF THE POINT OF
CURVATURE SHOWN ON SHEET 5_
ALL OTHER RIGHT-OF-WAY ACQUISITION AREAS AT EACH INTERSECTION ARE SHOWN PER THE RECORDED DEEDS AS REFERENCED ON
THE TAX MAPS, AND CITY PROVIDED DOCUMENTS.
THERE IS A FOUND UN -DEDICATED SLIVER WITHIN OLNEY AVENUE SHOWN ON SHEET 5. BASED ON THE DESCRIPTION IN STATUTORY
