THE PURPOSE OF THIS SURVEY IS TO MAP AND FULLY MONUMENT THE TWO PROPERTIES
DESCRIBED IN THE BARGAIN AND SALE DEEDS RECORDED AS INSTRUMENT NOS.
2022-41488 AND 2022-41489 OF DESCHUTES COUNTY OFFICIAL RECORDS, AS REQUESTED
BY THE OWNER OF BOTH PROPERTIES, DREW HOOD.
CONTROL FOR THIS SURVEY IS PER THE RECORD SURVEYS REFERENCED HEREIN, AND
THE MONUMENTS SHOWN HELD AND SET ON THIS MAP OF SURVEY. BASIS OF BEARINGS
FOR THIS SURVEY IS THE MEASURED LINE BETWEEN THE TWO HELD SURVEY
MONUMENTS AT THE SOUTH CORNERS OF PARCEL 1 OF PARTITION PLAT 2000-55, BASED
ON GNSS OBSERVATIONS USING THE OREGON COORDINATE REFERENCE SYSTEM,
BEND-REDMOND-PRINEVILLE ZONE AND THE NAD83(2011) EPOCH 2O10.00 DATUM
REALIZATION.
MICHAEL HOFFMAN SURVEYED THE MAJORITY OF BOTH PROPERTIES WITH PARTITION
PLAT 2000-55, CREATING PARCEL 1 AND PARCEL 2 OF THE SAME. OUR FIRM PERFORMED
PROPERTY LINE ADJUSTMENTS BETWEEN THE TWO PARCELS IN 2022, WHILE ALSO
CONSOLIDATING A SMALL PORTION OF THE SE1/4 SW1/4 OF SECTION 31 INTO PARCEL 2;
THOSE ADJUSTED PARCELS ARE FULLY DESCRIBED IN THE TWO BARGAIN AND SALE
DEEDS REFERENCED ABOVE.
WHILE OUR 2022 PROPERTY LINE ADJUSTMENTS PARTIALLY RESOLVED THE BOUNDARIES
OF THE TWO SUBJECT PROPERTIES, FULL BOUNDARY RESOLUTIONS WERE OUTSIDE THE
REQUESTED SCOPE OF WORK AT THE TIME; THIS CURRENT SURVEY REMEDIES THAT.
RELEVANT MONUMENTS FOUND AND SET BY HOFFMAN ON THE EXTERIOR OF PARCELS 1
AND 2 WERE FOUND AND HELD AS SHOWN ON THIS MAP, AS WERE OUR MONUMENTS SET
ON THE ADJUSTED LINE BETWEEN THE TWO PARCELS. THE SOUTHWEST 1/16TH
CORNER, BEING THE NORTHEAST CORNER OF PARCEL 2, WAS NEVER MONUMENTED BY
HOFFMAN, BUT WE HAVE DONE SO WITH THIS SURVEY USING HOFFMAN'S CALCULATED
MEASUREMENTS TO THE MONUMENT SET BY AUBREY PERRY IN HIS UNDATED SURVEY
OF THE PLAINVIEW SCHOOL TRACT.
THE BOUNDARIES OF ADJUSTED PARCELS 1 AND 2 WITHIN THE BOUNDARIES OF THE
ORIGINAL PARTITION PLAT BEING FULLY RESOLVED AND MONUMENTED, WE TURN TO
THE "THUMB" OF LAND CONSOLIDATED INTO PARCEL 2 IN 2022. THAT PORTION IS
DESCRIBED AS THE SE1/4 SW1/4 OF SECTION 31 LYING SOUTH OF PLAINVIEW ROAD,
LYING WEST OF SISEMORE ROAD AND LYING NORTH OF THE PARCEL DESCRIBED IN
VOLUME 132, PAGE 321 OF DEED RECORDS OF DESCHUTES COUNTY.
RECORDS OBTAINED FROM THE DESCHUTES COUNTY SURVEYOR'S OFFICE DO NOT
INDICATE A LEGAL ESTABLISHMENT OF PLAINVIEW ROAD BETWEEN GIST ROAD AND
SISEMORE ROAD, ASIDE FROM THE DEDICATION OF PLAINVIEW ROAD MADE WITH
PARTITION PLAT 2000-55. THE ACCEPTED ALIGNMENT OF PLAINVIEW ROAD BY HOFFMAN,
AS WELL AS THAT MADE BY RANDY POVEY AND FRED AST IN THE 1980'S AND ONWARD, IS
WITH RESPECT TO A 1955 SURVEY AND MONUMENTATION BY THE OREGON STATE

HIGHWAY DEPARTMENT, MADE WITH FIELD NOTES ONLY AND NO ACCOMPANYING MAP.
ACCEPTED WIDTH IS 60 FEET IN THIS AREA. ACCORDINGLY, WE HAVE HELD HOFFMAN'S
MONUMENT ON THE NORTH LINE OF PARCEL 2 AT THE INTERSECTION OF THE EAST -WEST
SIXTEENTH LINE AND THE SOUTH RIGHT-OF-WAY LINE PLAINVIEW ROAD, AND A
MONUMENT SET BY FRED AST ON THE SOUTH RIGHT-OF-WAY LINE WITH MINOR LAND
PARTITION 88-40 TO ESTABLISH THE SOUTH RIGHT-OF-WAY LINE OF PLAINVIEW ROAD
WESTERLY OF SISEMORE ROAD.
AS DISCUSSED BY HOFFMAN IN HIS PARTITION PLAT, THE ACCEPTED SOUTH
RIGHT-OF-WAY LINE OF PLAINVIEW ROAD DOES NOT COINCIDE WITH THE EAST -WEST
SIXTEENTH LINE, ALTHOUGH CERTAIN SURVEYS OF RECORD IN THE AREA PRIOR TO
POVEY'S 1983 LOT LINE ADJUSTMENT INDICATE THAT THEY ARE COLLINEAR, AS SUCH, A
GORE EXISTS BETWEEN THE SOUTH RIGHT-OF-WAY LINE OF PLAINVIEW ROAD AND THE
EAST -WEST SIXTEENTH LINE. AS INSTRUMENT NO.2022-41489 CLEARLY STATES THAT
THE PROPERTY BEING RESOLVED IS BOTH SOUTH OF PLAINVIEW ROAD AND WITHIN THE
SE1/4 SW1/4 OF SECTION 31, WE HAVE HELD THE EAST -WEST SIXTEENTH LINE AS THE
NORTH BOUNDARY OF THE THUMB. OWNERSHIP OF THE GORE IS OUTSIDE THE SCOPE
OF THIS BOUNDARY RESOLUTION AND DOES NOT MATERIALLY AFFECT ACCESS TO
ADJUSTED PARCEL 2, AS IT STILL HAS ACCESS ALONG GIST ROAD, SISEMORE ROAD AND
A LARGE PORTION OF PLAINVIEW ROAD.
THE WEST BOUNDARY OF THE THUMB IS THE ALREADY PREVIOUSLY RESOLVED
NORTH -SOUTH SIXTEENTH LINE. THE SOUTH BOUNDARY IS DESCRIBED AS BEING NORTH
OF THE PROPERTY DESCRIBED IN VOLUME 132, PAGE 321, RECORDED IN 1962 IN DEED
RECORDS. THE DESCRIPTION WITHIN THAT DEED IS APPARENTLY BASED ON PERRY'S
SURVEY OF THE PLAINVIEW SCHOOL TRACT. PERRY`S SURVEY IS SOMEWHAT UNCLEAR.
THE STATIONING SHOWN, DISTANCES TO EXISTING FENCES NORTH AND SOUTH OF
PLAINVIEW ROAD, ALONG WITH THE BEARING OF "PLAINVIEW SECONDARY ROAD"
INDICATE THAT PERRY WAS AWARE OF THE HIGHWAY DEPARTMENT'S 1955 SURVEY AND
USING IT AT LEAST IN PART. THE NORTH -SOUTH SIXTEENTH LINE IS SHOWN, AS IS THE
BULL SPRINGS ROAD (SISEMORE ROAD). NO REFERENCE IS MADE TO THE SOUTHWEST
SIXTEENTH CORNER, ALTHOUGH THE 1962 DEED DESCRIBES THE PLAINVIEW TRACT
POINT OF BEGINNING AS BEING ON THE NORTH -SOUTH SIXTEENTH LINE AND 55.0 SOUTH
OF THE EAST -WEST SIXTEENTH LINE. PERRY MAY HAVE TAKEN THE SOUTH
RIGHT-OF-WAY LINE OF PLAINVIEW ROAD TO ALSO BE THE EAST -WEST SIXTEENTH LINE
AS SOME OTHER OLDER SURVEYS HAVE AND MONUMENTED IT ACCORDINGLY;
HOWEVER, HE PROVIDES NO EVIDENCE OR MEASUREMENTS WITHIN HIS SURVEY TO
SUBSTANTIATE HIS APPARENT MONUMENTATION OF THE SOUTHWEST SIXTEENTH
CORNER, OR REALLY OF PLAINVIEW ROAD ITSELF. POVEY AND HOFFMAN HAVE
REJECTED PERRY'S MONUMENT AS THE SOUTHWEST SIXTEENTH CORNER IN THEIR 1983
AND 2000 SURVEYS, AS DID WE IN OUR 2022 SURVEY. AS SUCH, WE HAVE RELIED ON THE
DEED LANGUAGE ONLY, OUR MONUMENTED SOUTHWEST SIXTEENTH CORNER AND OUR
RESOLVED NORTH -SOUTH SIXTEENTH LINE TO DETERMINE THE SOUTHWEST CORNER OF
THE THUMB, WHICH MATCHES WELL WITH AN EXISTING FENCE CONSTRUCTED BY THE
OWNER OF THE PROPERTY SOUTH OF THE PLAINVIEW SCHOOL TRACT. THE BEARING
BETWEEN THE NORTH -SOUTH SIXTEENTH LINE AND THE NORTH LINE OF THE PLAINVIEW
SCHOOL TRACT BEING AT A RIGHT ANGLE IN BOTH PERRY'S SURVEY AND THE 1962 DEED,
WE HAVE DONE THE SAME, PROJECTING THAT LINE TO THE WESTERLY RIGHT-OF-WAY
LINE OF SISEMORE ROAD.
SISEMORE ROAD (SOMETIMES KNOWN AS THE PETER ZELL ROAD, TUMALO RESERVOIR
ROAD AND/OR BULL SPRINGS ROAD) WAS ESTABLISHED BY THE CROOK COUNTY COURT
IN 1892, WITH A WIDTH OF 60 FEET. RECORDS OBTAINED FROM THE DESCHUTES COUNTY
SURVEYOR'S OFFICE DO INDICATE A LEGAL ESTABLISHMENT; HOWEVER, EXACT
LOCATION OF THE 21-MILE LONG ROAD IS LESS CLEAR. RANDY POVEY SURVEYED AN
OLD FENCE ON THE PLAINVIEW SCHOOL TRACT AND SOUTH IN HIS 1983 LOT LINE
ADJUSTMENT AND HELD IT FOR THE WESTERLY RIGHT-OF-WAY LINE OF SISEMORE ROAD;
PORTIONS OF THIS FENCE STILL REMAIN, ALTHOUGH IT HAS LARGELY SINCE FALLEN.
FRED AST ACCEPTED POVEY'S LOCATION OF SISEMORE ROAD IN HIS VARIOUS
SUBSEQUENT SURVEYS IN THE AREA, AND WE HAVE DONE THE SAME, HOLDING POVEY'S
MONUMENTS ALONG THE EASTERLY RIGHT-OF-WAY OF SISEMORE ROAD NEAR THE
INTERSECTION WITH PLAINVIEW ROAD AND OFFSETTING THAT RIGHT-OF-WAY LINE 60
FEET WESTERLY TO DETERMINE THE WESTERLY RIGHT-OF-WAY LINE OF SISEMORE
ROAD AND THE EASTERLY BOUNDARY OF THE 'THUMB". THE DISTANCES OF THE NORTH
AND SOUTH LINES OF THE THUMB AS RESOLVED BY OUR SURVEY DIFFER FROM
NOTABLY FROM PERRY'S SURVEY IN WHICH HE DOES NOT PROVIDE SUBSTANTIATION
FOR HIS LOCATION OF BULL SPRINGS (SISEMORE) ROAD, BUT AGAIN, WE HAVE RELIED
ON THE VESTING DEED LANGUAGE WHICH CLEARLY STATES THAT SISEMORE ROAD
FORMS THE EASTERLY BOUNDARY OF THE SUBJECT PROPERTY.
THE ENTIRETY OF THE TWO PROPERTIES THUS RESOLVED, WE SET NEW MONUMENTS
ALONG THE REMAINING CORNERS WHERE NONE CURRENTLY EXIST. FENCES NEAR THE
EXTERIOR BOUNDARY LINES OF PARCELS 1 AND 2 OF PARTITION PLAT 2000-55 DO NOT
FOLLOW THE ACTUAL PROPERTY LINES, AND ARE SET INSIDE THE SAME, APPARENTLY
TO AVOID EASEMENTS AND IMPROVEMENTS BENEFITING TELEPHONE AND DOMESTIC
WATER UTILITIES, AS WELL AS THE NOW ABANDONED PLAINVIEW DITCH. THE MONUMENT
SET AT THE SOUTHWEST CORNER OF THE 'THUMB" LIES ALONG AN OLDER
NORTH -SOUTH FENCE NOW CONSISTING ONLY OF POST HOLE REMNANTS. NO EVIDENCE
OF A FENCE WAS FOUND ON THE SOUTH LINE OF THE THUMB; HOWEVER A VERY OLD
TIMBER GATE REMAINS STANDING, AND IS LOCATED APPROXIMATELY 8-9 FEET SOUTH OF
THE SURVEYED LINE. THE NORTHEAST CORNER OF THE THUMB LIES A FEW INCHES
INSIDE THE LARGE PAVEMENT RADIUS OF THE SISEMORE ROADIPLAINVIEW ROAD
INTERSECTION, APPARENTLY THE RESULT OF AN OVERZEALOUS COUNTY PAVING
PROJECT. A FENCE APPARENTLY CONSTRUCTED BY THE OWNER OF PARCEL 2 OF
PARTITION PLAT 1996-48 LIES APPROXIMATELY 1.5 FEET INSIDE THE SOUTH LINE OF
PARCEL 1 OF PARTITION PLAT 2000-55 NEAR THE SOUTHEAST CORNER. NO OTHER
UNUSUAL CONDITIONS WERE OBSERVED.
