NARRATIVE
THE PURPOSE OF THIS SURVEY IS TO RE-ESTABLISH AND MONUMENT THE CORNERS OF THE EAST HALF
OF BLOCK 6 (LOTS 6-10), PLAT OF BEND, FOR THE DESCHUTES PUBLIC LIBRARY.
TO CALCULATE THE CORNER POSITIONS OF THE LIBRARY PROPERTY I FIRST HAD TO ESTABLISH BLOCK 6,
PLAT OF BEND. BLOCK 6 IS BOUNDED ON ALL SIDES BY THE PUBLIC RIGHT OF WAYS OF WALL STREET,
KANSAS AVE, BROADWAY STREET, AND LOUISIANA AVE, ESTABLISHED AS FOLLOWS:
WALL STREET: THE CITY MONUMENTS FOUND IN MANHOLES AT THE INTERSECTIONS OF WALL & KANSAS
AND AT WALL & LOUISIANA WERE HELD FOR THE CENTERLINE OF WALL STREET. THE CENTERLINE WAS
OFFSET THE FULL MEASURE OF 40' TO ESTABLISH THE EASTERLY LINE OF BLOCK 6.
LOUISIANA AVE: THE CITY MONUMENT IN MANHOLE FOUND AT THE INTERSECTION OF WALL & LOUISIANA
WAS HELD FOR THE CENTERLINE OF LOUISIANA AT THE EASTERLY END. THE TWO FOUND MONUMENTS
ALONG THE WESTERLY R/W OF BROADWAY PER (r2) AND (6) WERE HELD AND PROPORTIONED FOR THE
WESTERLY END OF THE LOUISIANA CENTERLINE. THE CENTERLINE WAS OFFSET THE RECORD 30, TO
FORM THE NORTHERLY BOUNDARY OF BLOCK 6. THIS CENTERLINE ALSO FIT THE FOUND MONUMENT PER
(r7) ALONG THE EASTERLY LINE OF BLOCK 5, PLAT OF BEND.
KANSAS AVE: THE CITY MONUMENT FOUND IN MANHOLE AT THE INTERSECTION OF WALL & KANSAS AND
THE CITY MONUMENT FOUND IN MONUMENT BOX AT THE INTERSECTION OF KANSAS & CONGRESS WERE
BOTH HELD TO FORM THE CENTERLINE OF KANSAS AVE. THE CENTERLINE WAS OFFSET THE RECORD 30,
TO FORM THE SOUTHERLY BOUNDARY OF BLOCK 6.
BROADWAY STREET: THE MID -POINT OF THE CENTERLINE OF KANSAS AVE WAS HELD FOR THE
SOUTHERLY END OF BROADWAY CENTERLINE, WHICH WOULD BE THE PROPORTIONAL MEASUREMENT
BETWEEN THE TWO FOUND CENTERLINE MONUMENTS. THE TWO MONUMENTS FOUND ALONG THE
WESTERLY R/W LINE OF BROADWAY PER (r2) AND (6) WERE HELD FOR THE WESTERLY R/W LINE.
PROJECTING THIS LINE SOUTHERLY TO INTERSECT THE CENTERLINE OF KANSAS FIT PERFECTLY WITH
THE MID -POINT. THE CENTERLINE OF BROADWAY WAS OFFSET THE RECORD 35' EASTERLY TO FORM THE
WESTERLY BOUNDARY OF BLOCK 6.
WITH THE BOUNDS OF BLOCK 6 BEING RESOLVED, THE BLOCK WAS DIVIDED PROPORTIONALLY WHILE
GIVING THE ALLEY THE FULL MEASURE OF 20'.
THE BASIS OF BEARINGS FOR THIS SURVEY IS THE CENTRAL OREGON COORDINATE SYSTEM AS
DETERMINED BY GPS OBSERVATIONS USING THE OREGON REAL-TIME GNSS NETWORK (ORGN) AND A
TRIMBLE CALIBRATION USING PUBLISHED COORDINATES FOR CENTRAL OREGON COORDINATE SYSTEM
CONTROL POINTS.
