Highway, was constructed in the 1860s and 1870s. Oregon Dept. of TransportaƟon says the
development of the highway, “represents a facet of history that is significant on state level because
it illustrates the mechanics of building the first forest road in Oregon aŌer passage of the 1916
Federal‐Aid Road Act, and it uses the prevailing concepts of scenic road construcƟon found in
naƟonal parks and forests in the 1920s and 1930s.”
