MINUTES
DESCHUTES COUNTY HISTORIC LANDMARKS COMMISSION
DESCHUTES SERVICES CENTER

MARCH 18, 2013 – 5:30 P.M.
I. CALL TO ORDER
Chairman Stenman called the meeting to order at 5:30 p.m. Members present were Chris
Horting-Jones, Bill Olsen, Kelly Madden, Dennis Schmidling, Rachel Stemach, and Broc
Stenman. Absent: Sharon Leighty and Ray Solley. County staff present were Nick
Lelack, Planning Director, Peter Gutowsky, Principal Planner, and Cynthia Smidt,
Associate Planner.
II. PUBLIC COMMENTS
Nunzie Gould discussed the old Oregon Department of Forestry buildings and sites within
the City of Sisters. Although the sites are not designated as a Goal 5 historic resource,
acknowledgement of this history could be with a walking house tour or provide an
informational plaque. Ms. Gould was seeking Commission input. Ms. Gould has
connected with the city and chamber of commerce regarding this proposal. The
Commission and staff recommended Ms. Gould to work with City of Sisters and with other
property owners. A walking tour could be tied in with Historic Preservation Month.
Chairman Stenman requests that staff follow up with City of Sisters.
III. HLC General UPDATES – Cynthia Smidt
Cline Falls Power Plant – Cynthia provided a brief update. County staff, COID, and
PacifiCorp agreed to pursue a Declaratory Ruling request. This request is a formal
process for interpreting provisions of the comprehensive plan or zoning code. A public
hearing will be scheduled on May 6, 2013. Liz Dickson, attorney for COID, was available
for questions. Discussion ensued.
Petersen Rock Gardens – Cynthia provided an introduction to Petersen Rock Gardens
property owner, Susan Caward, and Development Director, Owen Evans, who were in
attendance. Mr. Evans provided a slide show and presentation to the Commission. Mr.
Evans discussed the restoration and improvement plans for the property. Mr. Evans and
Ms. Caward were available for questions and feedback. Michael Hall, author of the
pending National Register of Historic Places nomination, provided comments. Discussion
ensued.

IV. COMMISSION / STAFF COMMENTS
Cynthia informed the Commission that the Deedon Homestead was accepted onto the
National Register of Historic Places. Cynthia requests Commissioner Stemach to provide
an update to staff regarding Historic Preservation month activities. Commissioner
Stemach provided a brief update on some of the activities. Nick included an invitation to
the March 28 Planning Commission’s public hearing of the annual Planning Division’s
work plan, which includes HLC components. The Photo Protocol subcommittee provided
a brief update.

There being no further business, the meeting was adjourned.
