HomeMy WebLinkAbout2014-05-05 - Historic Landmarks Commission Minutes MINUTES DESCHUTES COUNTY HISTORIC LANDMARKS COMMISSION DESCHUTES SERVICES CENTER 1300 NW WALL STREET, BEND, OREGON, 97701 MAY 5, 2014 – 5:30 P.M. I. CALL TO ORDER Chairman Stenman called the meeting to order at 5:30 p.m. Historic Landmark Commissioners (HLC) present were Broc Stenman, Bill Olsen, Dennis Schmidling, Rachel Stemach (Ex-officio), Ray Solley (Ex-officio), and Kelly Madden (Ex-officio). Pauline Hardie, Sisters Community Development Director, Peter Gutowsky, Principal Planner, Nick Lelack, Community Development Director, Tim Berg, GIS Analyst and Zech Heck, Deschutes County Intern represented staff. II. HISTORIC PHOTOS / VOLUNTEER APPRECIATION / INTERACTIVE WEBSITE Peter Gutowsky summarized the Deschutes County Historic Landmark “Story Map.” The Community Development Department (CDD) is involved in a multi-year project to reenergize and rebrand its historic preservation program. As part of that effort, CDD recently created an interactive map displaying historic landmarks in Sisters and rural Deschutes County. Using software produced by ESRI, Deschutes County’s Historic Landmark “Story Map” enables viewers to explore a gallery of location-specific landmarks at https://deschutes.maps.arcgis.com. CDD benefited from a Certified Local Government grant, volunteer photographers, Deschutes County Historical Society, and an intern to customize the site’s content. Peter Gutowsky provided Certificates of Appreciation to the volunteer photographs, first reading off their names. The HLC acknowledged their appreciation for their service. Zech Heck and Tim Berg provided an overview of the Story Map. Historic landmarks can be queried based on their regional location or redeeming feature (structure, place, or site). Descriptions are provided for each landmark, including old photographs provided by the Deschutes County Historical Society and new ones taken by volunteer photographers. III. RECONNAISSANCE LEVEL SURVEY Tama Tochihara summarized the Reconnaissance Level Survey, which focused on the Cascade Lakes Highway and specifically, lakeside resorts. Peter Gutowsky suggested and the HLC agreed, to provide any comments on the RLS to him by Friday, May 30. He will assemble everyone’s comments and forward them to Tama Tochihara for a response. 2 IV. MINUTES Commissioner Olsen motioned to accept the February 3, 2014 minutes, seconded by Commissioner Schmidling, and accepted unanimously. V. PUBLIC COMMENTS None. VI. COMMUNITY DEVELOPMENT WORK PLAN UPDATE (2014-2015) Peter Gutowsky and Nick Lelack discussed the draft work plan. On page 33 are two historic preservation items: o Develop a Historic Preservation Strategic Plan to provide a framework for shaping the County and City of Sisters’ preservation programs and services over the next five years and create a blueprint for allocating Certified Local Government (CLG) grant funding. o Apply for and administer a CLG Grant from the State Historic Preservation Office for spanning 2015 and 2016 to implement the Historic Preservation Strategic Plan. Peter Gutowsky stated he would email the HLC copies of the work plan on Tuesday. VII. COMMISSION / STAFF COMMENTS Pauline Hardie provided an update on the Old Palace Hotel exterior alteration. Peter Gutowsky summarized the Central Oregon Irrigation District Text Amendment, which proposes to allow piping irrigation canals as an outright permitted use in an area located in the Bend Urban Area Reserve. Kelly Madden stated she wants to lead a field trip in the Camp Polk area this summer. The HLC expressed interest in a field trip once Commissioner Leighty is back on her feet. VII.
