MINUTES
DESCHUTES COUNTY HISTORIC LANDMARKS COMMISSION
DESCHUTES SERVICES CENTER
1300 NW WALL STREET, BEND, OREGON, 97701
AUGUST 4, 2014 – 5:30 P.M.
I. CALL TO ORDER
Vice Chairman Leighty called the meeting to order at 5:30 p.m. Historic Landmark
Commissioners (HLC) present were Bill Olsen, Dennis Schmidling, Christine Horting-
Jones, and Rachel Stemach (Ex-officio). Peter Gutowsky, Principal Planner, Nick Lelack,
Community Development Director, and Matt Martin, Associate Planner represented staff.
II. MINUTES
Commissioner Olsen motioned to accept the May 5, 2014 minutes, seconded by
Commissioner Schmidling, and accepted unanimously.
III. PUBLIC COMMENTS
None.
IV. HISTORIC PRESERVATION STRATEGIC PLAN
Peter Gutowsky provided an overview of the Historic Preservation Strategic Plan, which is
officially being kicked-off this month. The purpose is to provide a framework for shaping
the County and City of Sisters’ preservation programs and services over the next five
years and create a blueprint for allocating Certified Local Government (CLG) grant
funding. Staff will be scheduling two meetings in September, one in Bend, and the other in
Sisters to gather public input. A third meeting will be convened in October in Bend to begin
prioritizing historic projects. Commissioners offered suggestions for contacting additional
stakeholder organizations and recommended, to the extent possible, of hosting meetings
outside of government buildings to entice a larger attendance.
V. SEPTEMBER 9TH FIELD TRIP COORDINATION
Peter Gutowsky stated he is coordinating with Commissioner Madden to finalize the
logistics for the September 9 field trip in Sisters Country. He mentioned that staff would be
providing lunch to the HLC. As a handout, he showed a September 2013 Planning
Commission field trip agenda, with detailed dates, times, and locations. Gutowsky
mentioned that the HLC’s agenda must be similar.

VI. COMMISSION / STAFF COMMENTS
Peter Gutowsky summarized the status of the Cline Falls Hydroelectric Site, declaratory
ruling and discussed upgrades to Deschutes County’s Story Map depicting historic
landmarks in the rural county and Sisters.
