Permanent Tax Rate`Limit s QUESTION Shalldistnct be authori 0&to impose$0.30 per $1,009oof assessed value as permanent rate limit,beginning' 200946i SUMMARY; The La Pine,Park and,Recreatioh District Is an '85 square mile Special District that provides recreational op- portunities and"services, it has felled'on,`revenues,f"rout user fees,donation s,ref undable cans/bottles and volunteers to oper ate since its formation in 1990. Due to increased costs and lack of funtling for utilities,insurance and maintenance the district cannot continue operations without` a permanent tax rate. The district'curreptly operates wit'.out F staff.The revenue from the new rate would be used to operate the district and hire personnel to oversee operations,maintain district properties and pursue additional funding sources to improve facilities and programs.' ° In the first year of imposition the proposed rate will raise ap- proximately$165,000 for operating expenses. Explanatory Statement The La Pine Park and Recreation District was formed in 1990 without a permanent tax rate. Several parcels of property includ- ing Rosland Campground, Finley Butte Community Park, and White School Park Complex were donated to the district to use and develop for recreational purposes in the La Pine community. Other parcels, including Audia and Leona Park, and a five acre parcel near the La Pine High School were also donated. These are undeveloped due to lack of funds. Because of the hard work, generosity and dedication of many volunteers and local businesses and organizations, the district has continued to serve the community over the years.Refundable cans and bottles along with rental and user fees are not sufficient to cover operating costs. Many community members, businesses and organizations have made donations of time, material and money for improvements, but due to lack of funding the district has been unable to maintain the facilities properly.Others are willing to contribute if the district can show it has a steady source of income to maintain the facilities. Insurance, maintenance and utility costs have risen considerably over time.The community has benefited from events the district provides throughout the year but due to lack of funds and higher expenses, some facilities must now be closed periodically to cut those costs. This will further reduce revenues. Since 1990 the La Pine Park and Recreation District has provided many youth sports programs,recreational activities and community events.In order to allow maximum participation in these programs and activities the district has not raised fees to keep pace with the rising costs of utilities and insurance. No child has been turned away due to inability to pay. A permanent tax rate would allow the district to hire personnel to en- sure all the facilities are utilized to the fullest potential. Appropriate fees would be charged and collected. Facilities could be repaired and maintained. The district could apply for grants if personnel were in place to write,oversee and do the reporting those grants require. Grants could be sought for doing much needed upgrades, making facilities more energy efficient and to improve undeveloped properties.Most grants require an entity to have a permanent fund- ing source to apply. To provide this funding source, the average cost to property owners at$.30 per thousand of assessed value would be approximately$30 per year.
