The Bonds would mature in twenty one(21)years or less from the date of issuance and may be issued in one or more series. Explanatory Statement Central Oregon Community College's enrollment has increased 45 percent in the last two years. As of late August 2009, more than 3,000 students were on waiting lists for one or more classes for fall term.Courses in health, science and career training fields were among the most crowded. The COCC Board of Directors has placed a measure on this ballot to fund construction of new buildings for additional classrooms and labs and renovations of existing facilities,to serve the students and residents of the District. Cost to the average homeowner would be less than$2 per month. Specifically, this proposal includes: New health careers and science buildings(Bend campus). The current health careers and science building was constructed in the 1960s.A new building would enable expanded enrollment and new health career programs. The 2007 Legislature approved $5.8 million to partially fund this building;COCC receives these funds only if it matches the state contribution. This measure provides that required match. Official Deschutes County 2009 Special Election Voters'Pamphlet 9-5 1 Measures Measure 9-73 Arguments Argument in Favor Economic Development for Central Oregon (EDCO) rep- resents hundreds of businesses in Crook, Deschutes and Jefferson counties. We urge you to join us in supporting Measure 9-73. Our organization works with businesses, attracting new compa- nies to the region and helping existing companies expand. For a healthy regional economy,we need both diverse businesses in the region and a strong educational system. The COCC bond measure directly affects three of the strongest industries in the area:health services, high technology and education. This measure will add new facilities, improve existing ones and increase capacity to accept more students into highly sought- after programs. The value is substantial(providing more than$53 million in funds for construction projects, putting hundreds of local residents to work)and with an estimated increase of less than$2 per month for the average home, the cost is minimal. This inexpensive investment would pump more money into our economy and businesses would benefit from a more skilled workforce. It's a smart investment. A'Yes'vote allows COCC and our region to accept a state grant of$11.47 million in matching funds to assist with this important project.Without this vote, that money stays in Salem. With your'Yes'vote, existing programs would be expanded and new programs, like pharmacy technician, medical assisting and technology based coursework. With the rapid growth in enroll- ment, timing for expansion of COCC's facilities could not be more critical. Additionally, regional educational opportunities will be increased by construction of outreach campuses in both Madras and Prin- eville, allowing residents to access college classes and services without commuting. Ballot Measure 9-73 will benefit Central Oregonians—through better health care services, greater job opportunities and more money stimulating our economy. Please vote yes.
