If a permanent rate is established, however, the availability of long- term stable funding likely would permit the district to use some of its current reserve funds,so the intent is to only levy$0.33 initially. This would result in a tax on a property with an assessed value of $200,000 of$66,a tax decrease for perhaps the first five years. These funds legally may be spent only on emergency commu- hication services and equipment. What would happen to the existing district? i itigGCt All properties within Deschutes County will be withdrawn from the existing district..The intent is to merge the remaining small por- tion of the district located in Jefferson County with the new district 1sttt in November. All properties in the district would pay the same tax Gou _66 3tstnc}#t rate. The Deschutes County Board of County Commissioners thdf Pa #tltor 7 would govern the new district in the same way it governs the isfin 1 €iriCt ( > I current district. No new bureaucracy would be created. fabte ftftdtt7 ffrttrtcyrtr i What would happen if formation is not approved? Explanatory Statement Why consider forming a new 9-1-1 emergency communications district? The existing 9-1-1 district has a permanent property tax rate limit of .1618. State law does not permit the district to seek approval of a new permanent rate limit. Therefore, the district relies primarily on a temporary five-year local option tax to I lleschutes 9-ia fund emergency communications services. That levy expires County Service District June 2013. Forming a replacement district with a new permanent rate limit would provide long-term stable funding for emergency P 9- 9 communications. The district would not have to deal with the uncertainty of seeking temporary tax levies. This makes it easier to invest in technology upgrades to provide faster, ' more accurate emergency response by ambulance, fire and law enforcement services. The district would not be faced withx. possible layoffs or other cuts every five years. Formation is being proposed now because state law only permits a new district to be formed in even numbered years. What would be the financial impact of approving this measure? The existing district currently levies a total property tax rate of $0.3918.The total tax on a property with an assessed value of$200,000 is$78.36. s 9-5 Measures Measure 9-85 Arguments We are asking you to support Measure 9-85 so our Emergency Please join me in supporting stable funding for 911.
