Dear Deschutes County Voter:
This is your May 20, 2014 Primary Election Voters' Pamphlet provided by your Deschutes County Clerk's office. It
includes information about candidates and measures from local jurisdictions within the boundaries of Deschutes
County. Major political parties choose their candidates at primary election. We have inserted the Deschutes County
Voters'Pamphlet in the State Voters'Pamphlet to save on mailing costs.The State Voters'Pamphlet includes federal
and state candidates and measures.
This pamphlet contains the ballot measures and explanatory statements designed to provide you with impartial and
fair information. It also contains paid arguments for or against certain measures. Candidates masi`also pay to place a
statement in the pamphlet to provide you with additional information about them.
Ballots will be mailed by Thursday, May 1,2014,to each registered voter. Here are a few things ypshould know:
• Voted ballots MUST be received at our office or an official drop site location by 8:00 pm,Tueada ay 20,2014

• The names of the candidates on your ballot will appear in random alphabetical order. In accoi`dance with ORS

information about candidates and issues. If you are not yet registered to vote,you have
until April 29,2014,to do so. Here in Oregon we have made it easy for eligible Oregonians to

As your Secretary of State, my goal is to encourage all eligible Oregonians,to exercise their
most fundamental right to vote. if you're questioning whether your one vote really makes
_ _ a difference,then consider this: I wQ_n my first race for the state House by just seven votes.
Every vote counts! Your vote is your voice, and every voice matters!
As Oregon's top elections official,sometimes I have to tell hard truths. And the truth is that
four years ago in the last gubernatorial primary election total voter participation was only
41.62%. In other words, less than half of registered voters actually.cast a vote during the
2010 primary.We can do better than that!
Indeed, in 2010,there were some bright spots. Lake County had a voter participation rate of
63.90%-more than 20 percentage points higher than the statewide.average! Close on Lake
County's heels were Harney County at 62.29%and Gilliani'County at 60.05%. I know every
person in Oregon cares about their right to vote just as much as the people in Lake, Harney,.
and Gilliam Counties-but we all need to show how much we care by actually casting a ballot

to each and every voter to do their part by voting. So in this 2014 primary,I encourage you to

What is a PCP?
The 700,000 registered Oregon Republicans are the grassroots heart of the Republican Party of Oregon.Precinct
Committeemen and Committeewomen are chosen from among that 700,000 to organize advocacy for Republican political
principles in their Oregon neighborhoods and communities es and support for Republican candidates for office.
The PCPs also control the state Republican party(ORP).They elect the office holders in their county Republican Committees,
