HomeMy WebLinkAbout2010-02-04 - BPAC Minutes Meeting Minutes DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, February 4, 2010-Noon to 1:30pm Bend City Hall-Board Room Members present: Cheryl Howard, Matt Martin, Eli Ashley, Michele Sims, Sami Fournier, Jim Stone Agency: Chris Carney-Bend Police Department, Mike Caccavano- City of Redmond, Jovi Anderson-Bend MPO, Laura Conrad-Deschutes County Sheriff’s Office, Stephanie Serpico-ODOT Guests: Mike Magee, Phyllis Lewis Call to Order The meeting was called to order at 12:05pm. Introductions Prior Minutes Jim moved to approve the minutes for the January 2010 BPAC meeting as drafted. Michelle seconded. The committed voted to approve the minutes unanimously. Tumalo Intersections and Bike/Ped Safety Stephanie Serpico led discussion regarding solutions to improve safety along Highway 20 in Tumalo. She distributed handouts that included drawings, design options, and overview of data. Overall, the segment of Highway 20 through Tumalo is ranked in the top 5% on ODOT safety list giving it great opportunity of funding for constructed improvements. Short Term Fixes No left turns at 7th Street/Bailey. A lot of trips will be impacted but benefit will be eliminating dangerous, high conflict maneuvers. This will include a two stage pedestrian crossing. Construction to be done summer 2010. Cook Avenue and 5th Street will receive colored shoulder treatment similar to Bend Parkway intended to provide traffic calming. Long Term Fixes Stephanie provided overviews provided drawings for Options A, B, C, D, and G. Each has its varied level of improvement, impact, safety, and cost to be considered. Jim asked about a lighted beacon at crossings? Could be an option but there is concern with the false sense of security for no motorized users. Eli asked about a pedestrian over crossing? ODOT would not fund because the low pedestrian traffic do not warrant. Better option for funding is an all inclusive crossing that can be supported by ODOT. Tumalo Community Association meeting to be held in February and this project will be discussed. Education Program for Recreation Bicycle Riders Phyllis led discussing regarding improving education for recreational riders. Her goal is to provide paved trail on Brooks Scanlon Haul Road FS 4606 to Bull Springs Road. However, an issue is Taylor NW has posted signs banning cyclists on Bull Springs Road due to unsafe riding, running, and dogs and related conflict with company trucks. Phyllis wants to go back to Todd Taylor to say “I heard concerns he expressed” and came to BPAC looking for advice. Sami suggested not to conflate this issue with the problems on Skyliners Road.. She noted it is important to convey that cyclists need to be courteous. even though the law permits them to use the full lane where it is too narrow to share, or where they need to leave the road’s edge to avoid hazards. Sami said area road cyclists can be mobilized to help advocate for this, and asked that Phyllis provide written information that she can pass on to the cycling community. Members of the Committee noted from experience that Todd is receptive to ideas but grow resistant when impacting his business. ODOT US20 Centerline and Edge Rumble Strips Postponed to later date. Updates Sisters Safe Routes to School money received and the community is very excited. Infill sidewalk work being completed. Redmond Odem Meadow improvements include bike lanes and street constructed to collector standards. Black Butte Boulevard improvement moving slowly. South County Rotary meeting with Forest Service included discussing of paved path to Lava Lands Monument. Three Sisters Scenic Bikeway plan submitted and included 3 routes. BPAC Business Downtown Bicycle Parking Letter and “Share the Road/Cell Phone Ban” Press Release Matt to prepare final documents and forwarded to Cheryl for signature and issuance. BOCC Meeting Recap Cheryl feels the meeting was a success. Committee agreed Dennis Luke highlighted Big Chain Ring Award. The Commission was receptive to meeting with BPAC twice a year. Commissioners asked for a BPAC member to be on the COACT Committee. Eli volunteered. Open Floor Bicycle Education The road User Safety Task Force has scheduled Bike Safety Week for June June 20 – 26, 2010, conciding with Commute Options Week, Education program will include focus on adult and volunteer training. Free volunteer training is scheduled for March 13th. Contact Commute Options for more info. Cheryl asked about a new “door hanger” campaign similar to last year. The program is to be considered but success is hard to measure. Educational information is available at http://www.ci.bend.or.us/depts/bend_mpo/SharetheRoad.html. Sheriff’s Office A document shredding event is scheduled for March 20th from 10am-2pm at Sheriff’s Office. Event can include information about bike/pedestrian related issues. Other events will be held county wide where there is also opportunity to include bike/pedestrian related educational information. April 16th from 4-6pm at Holinshead Park there will be an even for children 0-8 years in to commemorate the Week of the Young Child. COIC Bus System New Buses will be outfitted with bike racks. This is seen as a very positive step towards encouraging use of the system and alternative modes of transportation. County Bicycle Route Map Eli is continuing to work with Doug LaPlaca. Cheryl added that both Doug and David are very interested. Commissioner Baney has expressed support and offered County GIS resources to assist. Jim supports to use of electronic map and not printed. Note: Next meeting is scheduled for Thursday, March 4, 2010 in Redmond. Adjournment Meeting adjourned at 1:47 pm.
