Meeting Minutes
DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, May 6, 2010-Noon to 1:30pm Bend City Hall-Board Room

Call to Order
The meeting was called to order at 12:04pm.
Introductions
Prior Minutes
Change from “signage” to “seniors” with regard to vision tests noted. The committee voted to
approve the minutes with corrections unanimously.
Revisions to the City Transportation SDC
Rick Root led discussion. The City is updating transportation System Development Charge
(SDC) and reevaluation the process. Rick provided overview of SDC process. New category is
being considered for bike lane/sidewalk improvements. The City anticipates pushback from
development community. Staff will be back before BPAC for comment and support.
2010 Chip Seal Projects
ODOT
Bill Hilton provided overview of projects. He highlighted Road 242 from Sister to McKenzie
Highway (Mile post 80-94) to be overlaid with 3/8 minus material. Work to be done over 3 days
beginning June 3rd. He also noted bike lanes on Bend parkway will be redone. Sidewalk will be
constructed along 3rd Street in Bend from Empire Avenue to Mt. Washington Drive.
ODOT is also pursuing a grant to construct a multi-use path from Knott Road to High Desert
Museum on ODOT right-of-way.
Deschutes County
Roger Olson provided overview of project list he distributed. The projects with the biggest
impact will probably be along OB Riley Road, White Rock Loop, Paulina Lake Road, and
Burgess Road. He noted 3/8 minus pre-coated material will be used and the goal is to construct
4-5 foot shoulders. The Cloverdale Road reconstruction work is almost complete. Overlay on
Camp Polk Road near Highway 126 to be done.
Chuck asked for the rational to use 3/8 vs. ¼ material. The answer was 3/8 material is more
durable.
City of Bend
Hardy Hanson provided overview of projects. Highlighted projects include sections of Revere
Avenue, 4th Street, Brinson Boulevard, and Simpson and larger segments of Empire Avenue
and Olney Avenue will be redone that total 17 miles. A steel roller will be used on bike lanes for
better compaction, an idea well received by BPAC. Hardy was cautiously optimistic about end
result.
Bill Hilton noted an idea is being discussed that a test section of various application techniques
be done. Kevin suggested adding this program to next biennium budget.
General Comments
Chuck asked about quality control, specifically on a patch done on Road 242. Answer: This was
a blade patch which is a rough fix for a worse existing condition.
Hardy noted there are a lot of variables to the application process such are material, weather,
and personnel.
Sami asked why chip seal was applied to Gist Road and Harrington Loop Road. The answer
was there is need for protection from thermal cracking, oxidation, and other breakdown.
ODOT Pedestrian and Bicycle Program and Transportation Enhancement Programs
Kevin provided introduction. These programs will need BPAC letter of support in concert with
governmental entities. Cheryl noted there will be no fiscal ability or responsibility. Bill Hilton
echoed endorsement from BPAC is important. Visioning should include big projects for area in
addition to smaller infill improvements.
Tyler discussed Funding Opportunities handout he distributed.
Sami asked how statistical rankings are established. Robin Lewis indicated #1 based on
crashes and other data. She noted 14th Street also has a high ranking.
Sami suggested tying into scenic bikeway program.
Kevin asked what is BPAC role and how can we be of help. Mark indicated BPAC role is to give
ideas. Sami suggested establishing a priority list.
BPAC Business
Big Chain Ring Nominee Discussion/Vote
Sami likes nomination of City of Sisters but has concern with previous plan to prohibit bicycles
on Cascade Avenue. Michelle confirmed prohibition of bicycles on Cascade did not happen.
Cheryl voiced support for Old Mill District.
Sami voiced support for Peter Werner for his work with Bear Creek Elementary education
program and work to establish more bike racks in Downtown Bend.
Deschutes County Road User Educational Campaign
Jovi noted link on Bend MPO website.
Cheryl indicated a Google calendar will be used to determine meeting dates to discuss
education campaign.
Bike Safety Week Proclamation
Jovi indicated Bike Safety Week Proclamation has been sent to City Council for approval.
Cheryl will be taking proclamation to BOCC.
Bylaws Update
This will be discussed in the future.
City/Organizations Updates
Sisters
Back-in diagonal parking losing support. Concern is other areas are head-in and this would
create confusion. The City plans to construct as back-in but stripe as head-in in the interim.
Chuck commended Commute Options, specifically Sami, for successful bike education
program.
Redmond
Reservoir Drive improvement project is out for bid.
South County
Comment period for TSP review extended to May 17th.
Commute Options
TDM Program expansion pilot project underway to explore need/interest throughout ODOT
Region 4.
Cascade Middle School bike education program will start soon. Information is available on
Commute Options web page.
BTA
Urban trails program compiling potential projects.
Oregon Bike Summit is June 4th.
Oregon health improvement committee is looking for testimony highlighting connection between
the built environment and personal health.
Open Floor
Harmon Boulevard back-in parking near Highland Elementary was denied (not funded) by
school board. Instead, improvements will include 36-foot street with parallel parking on both
sides and curb extensions.
14th Street/Century Drive improvements near new US Bank to include bike lane striping that
narrows near Ray’s Food Place due to tie in to existing conditions.
Bike lanes will be striped along Colorado Avenue east of Century Drive.
Galveston overlay project to be completed.
Note: Next meeting is scheduled for Thursday, June 3, 2010 in Bend.
