HomeMy WebLinkAbout2010-09-02 - BPAC Minutes Meeting Minutes DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, September 2, 2010-Noon to 2:00pm Bend City Hall Board Room Members Present: Cheryl Howard, Chuck Humphreys, Matt Martin, Eli Ashley, Kevin Tanski, Sami Fournier, Jim Stone, Michelle Sims Agency: Chris Carney- Bend PD, Peter Russell- Deschutes County, Bill Hilton-ODOT, Kim Curley-Commute Options Visitors: Hope Howard, Gary Zimmerman Audio recording of this meeting is archived for review and/or transcription. The purpose of this document is to outline topics of discussion and actions by the Committee. Call to Order The meeting was called to order at 12:02pm. Introductions Prior Minutes Meeting minutes from July 2010 meeting were not prepared for approval at meeting. Review and approval postponed to October meeting. Bike /Ped map from the draft TSP (1:24) Peter Russell presented draft TSP maps and provided overview of each. He solicited feedback from the group and encouraged submission of a letter from BPAC. Coordination between the various trail groups and transportation plans from the county and cities (23:49) Michelle Sims led discussion regarding the need for improved coordination between jurisdictions and interest groups that overlapping or abutting interests. Skyliners Update (27:30) Kevin Tanski combined this discussion with the road user education campaign update below. Greenprint (28:13) Kevin Tanski presented update. There was discussion of future presentation from TLP representatives to BPAC. Goal Assessment (31:06) Kevin Tanski identified need to re-assess goal from 2010 and for 2011. Grants Calendar (32:11) Kevin Tanski Committee approved motion to allow limited access to grant calendar for editing and viewing. Road User Educational Campaign Update (47:55) Kevin Tanski provided combined this and the Skyliner Road update. Discussion of a variety of related topics ensued. BPAC Business (1:18:35) Topics discussed: Back to School Message press release BPAC Committee size-Is there a need for or interest in expanding BPAC membership? BPAC update of bylaws City/Organizations Updates (1:24:00) Sisters The City is applying for a bike facilities enhancement grant and has requested a letter of support from BPAC. October meeting will be held at Sisters City Hall. Commute Options 100% of requested Safe Routes to School funding received. Bike Education program is scheduled. Infrastructure applications are due in November. ODOT Rumble strip installation along Highway 97. Deschutes County Update to bike map. Tumalo Trail funding application will be submitted. Bend Community Bike Shed Volunteers for bike repair and parking for Project Connect event requested. Request for BPAC letter of support for grant made and approved. Adjournment Meeting adjourned at 1:35 pm. Note: Next meeting is scheduled for Thursday, October 7, 2010 in Sisters at Sisters City Hall.
