The purpose of this document is to outline topics of discussion and actions by the Committee. Call to Order The meeting was called to order at 12:04pm. Introductions Prior Minutes Meeting minutes from the October 2010 meeting were approved by unanimous vote. BPAC Business -Goal Assessment Kevin distributed and provided overview of amended 2011 BPAC Goals. 2011 Goals were approved unanimously with noted revisions. -DRW Neighborhood Association Meeting Presentation Jim Stone will make presentation to DRW Neighborhood Association meeting. -BPAC December The following items have been moved to the December meeting agenda: Sidewalk snow removal and 2011 road budget discussion. -PBIC Launches Walk Friendly Communities Cheryl provided background on this new program of recognition and designation similar to the Bike Friendly Communities program. Parkway/Reed Lane Joel McCarroll provided background of safety issues and concerns related to the pedestrian surface crossing on the parkway at Reed Lane and Badger Lane. This is due in part to the recent death at the Reed Lane crossing. He provided overview of planned improvements/alterations and the pedestrian audit to be conducted. Letters of Support for Grant Applications -US 97 Pedestrian Crossing Improvements John Condon requested support for safety study and improvements along the Bend Parkway. -Tumalo Trail grant application Peter Russell requested support for paved trail south from Tumalo, under Highway 20, and towards Tumalo State Park. -Sunriver to Lava Lands/Benham Falls Multi-use path. ODOT requested support of proposed paved path. NOTE: BPAC agreed to provide letters of support for all three grant applications Regional Needs and Issues Process Mark Pilliod provided overview of this process. BPAC asked for COIC representative to attend December BPAC meeting to get a better understanding. City Updates City of Bend Rick Root indicated the City is pursuing flex funds for ADA improvements along 3rd Street. He is also working on a charter for transportation alternatives in the City of Bend. Sisters Thanks were expressed for meeting in Sisters in October. Thanks to Commute Options for bike education program. Michele is spearheading Bike Friendly Community application process. The City is planning a pathway connection from Crossroads subdivision to City of Sisters. Bend Parks and Recreation The District is considering proposals for Phase 3 of Deschutes River trail north towards 1st Street Rapids. Open Floor Road Users Education Campaign update provided. Discussion of diversion program for bicycling offenders was conducted. Adjournment Meeting adjourned at 1:25 pm. Note: Next meeting is scheduled for Thursday, December 2, 2010 in Bend at ODOT Offices.
