Meeting Minutes
DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, May 5, 2011-Noon to 1:30pm Bend City Hall – Board Room

document is to outline topics of discussion and actions by the Committee.
Call to Order
Meeting was called to order at 12:05pm.
Introductions
Skyliners Road Design and Construction Support
Mike Odom and Jennifer Corwin made a presentation on the Skyliners Road improvement project
and progress. A lengthy discussion followed with questions and comments for the committee and
public in attendance. Mike and Jennifer were receptive to many suggestions that will be
considered as the design is finalized including 6-foot wide, paved shoulder. A workshop is
planned for June where the design will be presented and opportunity for additional comments will
be provided.
BPAC Business:
Skyliners Updates
A meeting with the Board of County Commissioners is scheduled for May 25th to update the
Commission on this project. Items to be discussed are the media campaign, signage,
ambassadors, and diversion program. A meeting was held with area bike shop management and
was received with great support.
Safe Sidewalks Award Discussion/Vote
Three additional nominations were submitted: Sisters School District, Hen’s Tooth in Redmond,
and the Antler Inn in Redmond. Ballots were submitted.
Big Chainring Awards Discussion/Vote
Motion made, second, and approved unanimously to reclassify nominees into the 4 categories.
Previously, several nominees were listed under the individual category when in actuality they could
be appropriately reclassified. Ballots were submitted.
BPAC Positions Open
A press release will be issued announcing the two openings. A Redmond representative is
particularly sought to fill at least one of the openings.
Updates:
Sisters
The Sisters Stampede bicycle race is May 29th.
The City received the Silver Bicycle Friendly Community designation from the League of American
Bicyclists.
Redmond
The final work is being completed on the Bikeway Refinement Plan.
27th Street improvement project is out for bid. This arterial street project includes bike lanes,
sidewalks and the City’s first round about.
Bend
Northwest Crossing development proposal includes a revision to the pathway along Skyliners
Road that includes an undercrossing and grade revisions.
South County
Waiting for word on decision for Lava Lands pathway grant funding proposal.
ODOT
One set pedestrian beacons on the parkway is in service and the other is still under construction.
Tweed Road and Innis Market Road improvements are scheduled.
Commute Options
Oregon walk/bike retreat registration will close at end of May.
ACTs board meeting will be held at the Tri-County Summit on June 15th.
COTA
COTA web page (cotamtb.com) is updated with many events scheduled. Included is the String
Fling on June 4th held in conjunction with National Trail Day.
Open Floor
Rick made comment clarifying the distinction between bike lanes and a paved shoulder. Kevin
followed up with comment regarding whether to pursue bike lane or shoulder along Skyliners
Road.
