Meeting Minutes
DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, June 2, 2011-Noon to 1:30pm Bend City Hall – Board Room
Members Present: Cheryl Howard, Chuck Humphreys, Matt Martin, Eli Ashley, Glen Bates,

Call to Order
Meeting was called to order at 12:02pm.
Introductions
Approval of Prior Minutes
The April 2011 BPAC meeting minutes were approved unanimously with correction changing
Highway 97 to Highway 20 as included in the Tumulo discussion item.
The May 2011 BPAC meeting minutes were approved unanimously.
2011 Calendar/Chip Seal Projects
Roger Olson provided an overview of planned road improvement projects for Deschutes
County. A project list was distributed. He noted a review will be completed to determine what
cause deterioration of last year’s chip seal projects completed by Deschutes County for the City
of Bend. An open discussion regarding past and planned projects followed.
TSP Update
Peter Russell provided update and progress on the TSP update. Several open houses are
scheduled throughout the County: June 6th in Sisters, June 8th in La Pine, June 13th in Bend,
and June 15th in Terrebonne.
Posters to Coasters Campaign
Jovi Anderson provided an overview of this project and showed the final products. A $5,000
grant was awarded for the design and distribution of posters and coasters highlighting the
dangers of impair bicycling. The Committee provided ideas for distribution of the items.
BPAC Business:
BOCC Road User Education Update
Cheryl provided a summary of the meeting with the BOCC.
Diversion Program
Chris Carney provided an update of the program and early feedback after the June roll out. The
first diversion class will be offered in July.
BPAC Positions Discussion/Vote
The candidates were discussed and the vote was extended to allow more time for
consideration.
Updates:
Sisters
Sisters Stampede mountain bike race in May was a success with 550 participants.
Redmond
The draft Bikeway Refinement Plan is complete. He would BPAC to participate in the action
plan facilitation.
27th Street improvement project is out for bid as if June 2nd.
Bend
Rick Root is preparing presentation for the June 15th Tri-County Summit.
South County
The South County Summit location is to be determined.
Commute Options
Kim Curley provided an overview of planned Commute Options Week activities.
Open Floor/Comments/Announcements
The upcoming Tri-County Summit was discussed.
