The purpose of this document is to outline topics of discussion and actions by the Committee. Call to Order Meeting was called to order at 12:02pm. Introductions Approval of Prior Minutes The September 2011 BPAC meeting minutes were approved unanimously with change to letter supporting roundabouts to specify roundabouts on State Highways. Diversion Program Update Brian Potwin provided a report on the diversion program successes and challenges. The three biggest offenses cited have been wrong way riding, no light at night, and not obeying traffic controls. The offender is given three months to attend the class. There have been 25 students thus far. Question and answers followed. Long-term Concepts for US 20/Cook-OB Riley Cari Charlton distributed a hand out and provided background on the concepts for the intersection. Two design concepts are under consideration. There is no construction funding at this time. BPAC supports concept Option I-3 and a letter will be provided to Cari from BPAC voicing this support. Open discussion followed. Walk & Bike efforts at Sisters Schools Shawn Diez discussed efforts promoting walk/bike options and making healthy choices for children. There were 50 student/30 adult participants for International Walk/Bike to School Day. Commute Options plans safety courses in Sisters in the future. Bike/Ped Portion of Draft Deschutes County TSP Update Peter Russell distributed and discussed the bicycle/pedestrian chapter of the draft Transportation System Plan (TSP). He noted the County Planning Commission will be having a work session on October 13th and a public hearing on October 27th. Cascade Avenue (Highway 20) Improvements Paul Bertagna provided overview of planned improvement projects including Cascade Avenue from Larch Street to Pine Street (wider sidewalks, curb extensions, street trees, and other streetscape features) to be completed January 2013, Barclay Drive/Highway 20 Project, and Santiam Path (10-foot wide multi-use path) to be completed Summer 2012. Sisters to Black Butte Ranch Trail Chuck provided update from Sisters Trail Association. The Sisters Mountain Bike Festival had 70+ riders. New trails/extension under consideration include an 8-foot paved trail Crossroads to High/Middle Schools (1 mile), an 8-foot paved trail from Sisters to Camp Sherman (15 mile), and paving of existing trail to Crossroads. BPAC Business: BPAC Officers Discussion/Vote Cheryl will continue as Chair, Michelle will serve as Vice Chair, and Kevin will serve as Secretary. Calendar Update Item postponed. Updates: Redmond Access plan is going to City Council for consideration. Sage Elementary is participating in the Safe Routes to School program. Bend Final phase of Coyner Trail is under construction. The Larkspur Trail is complete. First Street Rapids bridge/trail connection is in the design phase. Commute Options “Drive Less. Connect.” program and web site is open for enrollment. A new Safe Routes to School grant was received. They are continuing health impact assessment on transit and mobility. They are also working on scope of work with ODOT to expand programs to all of ODOT Region 4. Adjournment Meeting adjourned at 2:03pm.
