MINUTES
DESCHUTES COUNTY PLANNING COMMISSION
DESCHUTES SERVICES CENTER
1300 NW WALL STREET, BEND, OREGON, 97701
APRIL 12, 2012 — 5:30 P.M.
1. CALL TO ORDER
Meeting was called to order at 5:30 p.m. by Chair Merle Irvine. Members present were
Vice Chair Chris Brown, Bill Rainey, Ed Criss, James Powell and Todd Turner. Note that
Richard Klyce resigned from his position last month. Staff present were Tom Anderson,
CDD Director; Nick Lelack, Planning Director; Peter Gutowsky, Principal Planner; and
Sher Buckner, Administrative Secretary.
11. PUBLIC COMMENTS
None.
III. WORK SESSION: CDD Work Plan, Accomplishments and Comp Plan Action Plan —
Tom Anderson, CDD Director; Nick Lelack, Planning Director.
Tom summarized the budgeting and prioritization processes and compilation of the work
plan and accomplishments documents. Nick spoke about accomplishments for both
current and long-range planning. A couple of major projects will be the updating of the
procedures manual and the implementation of a new permitting system. Vice Chair Brown
also asked if we would be addressing the issues of noise and code enforcement in light of
the recent meetings regarding event venues. Tom said that we have worked closely with
the Sheriff regarding code enforcement for many years. "Short term" code enforcement is
generally up to the Sheriff and his staff, and "long term" would be the County's
responsibility. The County will not have staff onsite for events; but, for example, if there
are regular citations issued we may be working with a landowner if a permit would be
revoked and trying to get them into compliance.
Tom said we should have some recommendations next year from the DEQ regarding
wastewater in South County. The Commissioners and Tom discussedstaff requirements
and priorities. We will have a work session with the Board prior to the budget meeting and
public hearings to determine priorities and discuss staffing.
Quality Services Performed with Pride
Nick discussed the Planning Division work plan. We are also coordinating the Historic
Landmarks Commission which will meet next week in its new form.
IV. PLANNING COMMISSION & STAFF COMMENTS
Commissioner Criss mentioned the Public Works Department having responsibility for
maintaining aprons on roads in South County. Gravel and snow have been left by
sweepers and caused cars sliding and a recent accident. Nick said we would pass this on
to Chris Doty. Commissioner Rainey and Nick discussed a tour of South County for the
Commissioners.
Nick said he had sent an email to the Interim County Administrator regarding initiating
recruitments for Commissioner Klyce's and Chair Irvine's positions. Commissioner Turner
said it would be nice to have a woman or two on the Commission if possible.
Commissioner Rainey said he was surprised when he became a Commissioner that there
were no women in the group.
