DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, June 7, 2012 - Noon to 1:30pm

Members Present: Eli Ashley, Michele Sims, Chuck Humphreys, Mary Barron, Cheryl
Howard Agency: Mike Caccavano – City of Redmond, Mark Pilliod – Deschutes County, Peter
Russell – Deschutes County, Kim Curley – Commute Options, Bill Hilton – ODOT Visitors:
Alan Vanderheusen (?), two others whose names I didn’t catch
Call to Order
Meeting was called to order at 12:04 PM.
Introductions
Approval of Prior Minutes
The minutes of the May 3, 2012 were approved, 5-0..
ODOT TGM letter of support requests from City of Bend and Deschutes County
Bend requested a letter of support for its grant application to TGM program to update the 2007
transportation analysis for a portion of the Central Area Plan, select appropriate long term
transportation system plan goals and objectives for the area with a focus on a preferred
concept for Third Street and designate the area as a Multi-Modal Mixed-Use Area (MMA).
Passed 4-0 with Humphreys abstaining.
Deschutes County is requesting a letter of support for its TGM application to update the
County’s bicycle map.
No vote taken.
BPAC Business
BPAC Position Vacancy
Pam Hardy elected to fill position of Eli Ashley whose term expires June 18. Vote was 5-0.
Big Chain Ring Awards
BPAC members turned in their ballots..
Updates
City of Bend: None.
City of Redmond: Roundabout at South Canal/Wickiup opened; plan on adding sidewalks
southward to new high school as well as do a roadway improvement. Applied for ODOT grant
to improve prioritized bike and pedestrian facilities.
City of Sisters: Seeking someone to contact High Desert Education Services District to
provide correct information that a vehicle can legally cross a double yellow to pass a cyclist.
Current driver’s education instructors seem unclear on the law. Kim Curley to contact High
Desert with correct information. Sisters Trail Alliance continues working on an Environmental
Assessment for US Forest Service regarding proposed paved multi-use path between Sisters
and Black Butte Ranch.
Deschutes County: Applied for ODOT grant to 1) overlay Tweed between US 20 and Couch
Market, adding two-foot paved shoulders on each side and 2) add six-foot shoulders to
Knott/27th between Rickard and Tekampe. Staff to supply bullet points to BPAC for a letter of
recommendation.
ODOT: OR 242 should be opening soon, but unclear whether roadway will be swept prior to
being open for vehicular traffic.
Commute Options: Commute Options is now the entire month of June.
