Meeting Minutes
DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, September 6, 2012 - Noon to 1:30pm

Members Present: Mary Barron, Cheryl Howard, Pam Hardy, Phyllis Lewis, Bill Braley, Matt

Call to Order
Meeting was called to order at 12:03 PM.
Introductions
Approval of Prior Minutes
The minutes of the June 7, 2012 were approved
Commute Options, Street Smarts training
Kim, Jovi and Brian unveiled and tested a brilliant PowerPoint production to help road users
(motorists, bicyclists and pedestrians) understand the laws, respective responsibilities and tips
for safe shared use of roadways. The BPAC was queried for feedback following the
presentation, and all were invited to assist with presentations in the future.
BPAC Business
Cheryl indicated that Chuck Humphreys was to be honored for his service by the Board of
County Commissioners at their meeting scheduled for September 12th.
BPAC Officers Elections
Motions were made to re-elect Cheryl Howard as Chair, Michelle Sims as Vice-Chair and
Kevin Tanski as Secretary. The motions were approved
Adhoc Committee: Goals Assessment
Kevin agreed to facilitate the Goals Assessment process. Pam, Mary and Jim agreed to
participate, and Kevin will set up an initial meeting sometime after the October BPAC meeting.
Updates
Bend Parks and Recreation: Steve provided some commentary regarding the pending ballot
initiative, and there was discussion regarding the appropriate role of BPAC in any possible
endorsement of the measure. Steve will present a more complete summary of the measure
and proposed projects at the October meeting. He provided an update on the 1st street rapids
pedestrian bridge project, indicating that funding has been committed and the project should
be completed in 2013.
City of Bend: Chris provided an update regarding crash data involving bicyclists, indicating
that there were already 75 crashes for the year, with 22 in August.
City of Redmond: Mike was pleased to announce that the bike lane has been completed to
Ridgeview High School.
City of Sisters: Phyllis highlighted several topics: Scenic bikeway signs will be posted on new
routes soon; updated signs will be placed on the Peterson Ridge Trailhead (PRT); Phyllis now
serves on the Sisters Parks Advisory Committee; Trail construction will commence out to Black
Butte Ranch; In a two-hour survey on a single day in August 64 people passed by the PRT,
with many from out of the Sisters area, including several groups from overseas; The USFS is
working on a new trailhead.
Deschutes County: Peter indicated that the Commissioners adopted the Transportation
System Plan update on August 20th. He also announced that the proposal for Tweed Road
bicycling improvements had made it to the second round of consideration for ODOT funding.
Commute Options: October 3rd is Walk to School Day; Safe Routes to Schools funding will
effectively end at the end of September, and Commute Options welcomes all ideas to sustain
this important program.
